Barry, AICP County Community Development Director DATE: June 27, 2000 SUBJECT: North Richmond Transportation and Enhancements Phase I — North Richmond Redevelopment Project Area SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS APPROVE and AUTHORIZE the Deputy Director-Redevelopment to accept a grant from and enter into the appropriate agreements with the Metropolitan Transportation Commission's(MTC) Transportation for Livable Communities capital program to install transportation and streetscape enhancements in the North Richmond Redevelopment Project area. FISCAL IMPACT No General Fund money will be used on this project. The total project cost is $583,000 of which $515,955 is being provided by MTC, $33,500 by CDBG, $16,772.50 by the County Public Works Department,and$16,772.50 by the Agency provided for in the adopted Fiscal Year 1999-00 budget. BACKGROUND/REASONS FOR RECOMMENDATIONS A major goal of the North Richmond Redevelopment Plan is to facilitate economic development and stimulate and attract private investment in the Project Area. Agency and Public Works staff successfully submitted an application to the Metropolitan Transportation Commission for $515,955 to cover the majority of project costs. This is Phasel of a two-part program, Phase II would include improvements to the City side of North Richmond. The North Richmond Municipal Advisory Council were consulted throughout the process and were very supportive.
