Budget Line Item No. 7792-4946 RESOLUTION N . 2000/325
The Board of Supervisors RESOLVES THAT:
The County of Contra Costa on August 17, 1999, contracted with. Coast Landscape
Management, Inc., for Laurel Road Park and Ballfield Improvements, Oakley, for Public
Works Department, Budget Line Item No. 77924946, Authorization No. 0929-WH946B,
with Ulico Casualty Company as surety, for work to be performed on the grounds of the.
County; and
The Director of General Services reports that said work has been inspected and complies with
the approved plans and specifications, and recommends its acceptance as complete as of June
27, 2000; and recommends the withholding of$5,800.00 pursuant to a letter dated June 12,
2000;
Therefore, said work is accepted as recommended above, and the Clerk shall file with the
County Recorder a copy of this Resolution and Notice as a Notice of Completion for said
contract; and the Director of General Services is directed to withhold monies otherwise due
pursuant to the letter dated June 12, 2000.

SUBJECT: Approving Plans and Specifications for
New Fire Station No. 79, 1423 Lillian Street, Crockett,
for Crockett-Carquinez Fire Protection District
(CP#00-42)
Authorization No. WPA434
WHEREAS plans and specifications for New Fire Station No. 79, 1423 Lillian Street,
Crockett, for Crockett-Carquinez Fire Protection District, have been filed with the Board this day
by the Director of General Services, and
WHEREAS plans and specifications were prepared by Don Dammer Associates,
Architects and Planners; and
WHEREAS the cost estimate for the initial construction contract (Base Bid only) is
$607,000.00, and
WHEREAS the Board has obtained the general prevailing rates of wages, which shall be
the minimum rates paid on this project; and
WHEREAS the Board hereby DETERMINES that the project is a California
Environmental Quality Act (CEQA) Class 2 Categorical Exemption; DIRECTS the Director of
Community Development to file a Notice of Exemption with the County Clerk; and DIRECTS
the Director of General Services to arrange for payment of the $25.00 handling fee to the County
Clerk for filing the Notice of Exemption and a $25.00 handling fee to Community Development
for administration processing costs;
IT IS BY THE BOARD RESOLVED that said plans and specifications are hereby
APPROVED. Bids for this work will be received on July 27, 2000 at.2.00 p.m.., and the Clerk
of this Board is directed to publish a Notice to Contractors in accordance with Section 22037 of
the Public Contract Code, inviting bids for said work, said Notice to be published in
CONTRA COSTA TIMES . The Director of General Services is
directed to mail notices to the construction trade journals specified in Section 22036 of the
Public Contract Code at least 30 days before the date of opening the bids.
IT IS FURTHER RESOLVED that the Director of General Services, or his designee, is
AUTHORIZED to issue bid Addenda, as needed, for clarification of the contract bid
documents, provided the involved changes do not significantly increase the cost estimate for the
initial construction contract.

SUBJECT: Approving flans and Specifications for
New Office Building at Delta Fair Boulevard, Antioch,
for Employment&Human Services Department

WHEREAS the Board on July 13, 1999 directed the Auditor- Controller to issue a check
for purchase of property on Delta Fair Boulevard, Antioch, from the City of Antioch, for the
expansion of the Employment and Human Services Department facility; and
WHEREAS the Board on August 17, 1999 authorized the Director of General Services to
execute a consulting services agreement with Artech Design Group for full architectural services
for a new Employment and Human Services Department facility on Delta Fair Boulevard in
Antioch; and
WHEREAS plans and specifications for New Office Building at Delta Fair Boulevard,
Antioch, for Employment & Human Services Department, have been filed with the Board this
day by the Director of General Services; and
WHEREAS plans and specifications were prepared by Artech Design Group; and
WHEREAS the cost estimate for the initial construction contract (Base Bid only) is
$7,750,000.00, and
WHEREAS the Board has obtained the general prevailing rates of wages, which shall be
the minimum rates paid on this project; and
WHEREAS the Board has previously found on July 13, 1999 that the project is a California
Environmental Quality Act (CEQA) Negative Declaration, and the Director of Community
Development has filed a Notice of Determination and a certificate of fee exemption: de minimis
impact finding with the County Clerk;
IT IS BY THE BOARD RESOLVED that said plans and specifications are hereby
APPROVED. Bids for this work will be received on August 3, 2000 at 2:00 p.m., and the Clerk
of this Board is directed to publish a Notice to Contractors in accordance with Section 22037 of
the Public Contract Code, inviting bids for said work, said Notice to be published in
CONTRA COSTA TIMES . The Director of General Services is
directed to mail notices to the construction trade journals specified in Section 22036 of the
Public Contract Code at least 30 days before the date of opening the bids.
IT IS FURTHER RESOLVED that the Director of General Services, or his designee, is
