Little and to develop work environment indicators and applying indicators at the Avon Refinery. BACKGROUND: At the April 4 Board of Supervisors meeting the Board asked Health Services to determine how Tosco would work with and pay for the work described above. Randall Sawyer, Accidental Release Prevention Specialist, Hazardous Materials Program,presented the staff report and recommendations. Comments were made by the following members of the public: Willie Chiang,Manager of the Tosco Bay Area Refineries, which include those in Rodeo, Avon and Santa Maria(Central Coast); Denny Larson, Communities for a Better Environment, 1611 Telegraph#450, Oakland; Jim Payne,P.A.C.E. Local 8-5,P.O. Box 349, Martinez. Those desiring to speak,having been heard,the Board continued their discussion, The Board's final action was as follows: IT IS BY THE BOARD ORDERED that the Health Services Department/Hazardous Materials Division return to the Board of Supervisors in 60 days with a further report regarding the Tosco-Avon Refinery safety evaluation on issues including: the ability to perform audits and the safety management standard,under the Industrial Safety Ordinance and the California Accidental Release Prevention Program; use of resources; areas to obtain measurable performance around safety culture; the current inspection schedule, and what inspections have been performed this past year. SUBJECT: DEVELOPING WORK ENVIR INDICATORS AND APPLYING INDICATORS AT TOSCO SAN FRANCISCO AREA REFINERY AT AVON DATE: 6/20/00 CC: WILLIAM B.WALKER,M.D.,RANDALL L.SAWYER Background: The Board of Supervisors was concerned about the safety at the Tosca Avon refinery after the February 23, 1999 fire. Listed below is a timeline of events that has taken place since the fire concerning the safety of the refinery: + The Board hired Arthur D.Little Inc.to perform a safety evaluation + Arthur D.Little Inc.reported to the Board in April 1999 the results of the safety evaluation ♦ The Board asked Arthur D.Little Inc.to work with Health Services in determining how Tosco was addressing the recommendations from the safety evaluation ♦ Arthur D. Little Inc. performed a follow-up evaluation in December 1999 and reported their findings to the Board on February 8,2000 ■ The report from Arthur D. Little Inc. recommended that Health Services follow-up on fifteen different items from the follow-up evaluation ■ The Board was concerned on how to determine that the safety culture was improving at the refinery and asked Health Services to work with Arthur D. Little Inc. and Tosco in developing indicators of the Tosco safety culture ■ The Board requested that Health Services work with Arthur D. Little Inc. on following up on the items from the follow-up evaluation • The Board asked for Health Services to come back in sixty days with a work plan to develop the indicators for the safety culture at Tosco + Health Services presented the work plan for developing indicators for the work environment, which includes the safety culture on April 4,2000 to the Board ■ The Board asked Health Services to work with Tosco on paying for following up with the Arthur D.Little Inc.follow-up on the Tosco Avon Safety Evaluation ■ The Board also asked Health Services to have discussions with Tosco on paying for developing work environment indicators and to apply these indicators at the Avon Refinery Tosco's Participation: The Board has asked Tosco to work with Health Services. 1) Tosco has agreed to pay for Arthur D. Little Inc. to work with Health Services on following up on the follow-up evaluation. 2) Health Services has been in contact with Tosco to determine if Tosco will work with and pay for the development of Work Environment Indicators, which includes Safety Culture. Tosco 1 has decided to announce to the Board on Tuesday, June 20 their decision to participate with Health Services in developing the Work Environment Indicators. 3) If Tosco's decision is to participate with Health Services on the development of the Work Environment Indicators, then Health Services is asking to apply these indicators at the Avon refinery. Tosco has told Health Services that they will announce their decision at the Board Meeting on June 20. 2
