SUBJECT: COST OF LIVING ADJUSTMENTS FOR CONTRACTOR'S ALLIANCE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
Recommendation:
1. Direct the Health Services Department to apply a 5% Cost of Living Adjustment to the salary and
benefit accounts of the contracts within the Contractor's Alliance, effective October 1, 1999.
2. Refer the matter of developing a permanent Cost of Living Adjustment Formula for members of the
Contractor's Alliance to the Finance Committee, to be presented to the Board of Supervisors no later
than October 24, 2000.
Background:
On June 5, the Finance Committee considered a formula for a cost of living adjustment for members of
the Contractor's Alliance during fiscal year 1999-2000. The committee heard testimony from members
of the Contractor's Alliance, Health Services Department and the County Administrators Office. After
deliberation, the Committee determined that members of the Contractor's Alliance should receive a
COLA in parity to that provided to County employees for fiscal year 1999-2000. Also, the committee
requested staff to research the history of this issue and survey other counties so that the Committee
could develop a permanent COLA formula for fiscal year 2000-2001 and beyond.

Issues
The issue has been discussed between the management of the Health Services
Department and representatives of the Contractor's Alliance. The Alliance has requested
a COLA in parity to that provided to County employees. The differences between
management and the Coalition are presented below:

A larger issue arises as to the treatment of other agencies who contract with the Health
Services Department or other Departments. The Health Department does not
automatically grant a COLA increase to any other vendor or non-profit agency. With the
exception of the Alliance, all contract negotiations are done on an individual basis based
upon the Departments service delivery need.
The Health Service's Department is currently facing a $10.4 million budget deficit next
fiscal year and the adoption of the Contractor's Alliance proposal would increase the
deficit.
