FINANCIAL IMPACT: Funded 80% State and Federal, 20% County. Costs are claimable as Employment and Human Services Department administrative costs. BACKGROUND: Ms. Swegles has provided application development services to the Employment and Human Services Department since 1997. Ms. Swegles services have been expanded from application development to modification of the EHSD information technology management reporting system and programming development of reporting systems for fiscal procedures, monthly maintenance, and ad hoc report generation. The expanded duties will require Ms. Swegles to increase the number of service hours to the Department. The Department requires technically skilled and experienced staff to meet the needs for systems development, modification and maintenance. FINANCIAL IMPACT: No County cost. Federal (75%) and State funds cover these foster care recruitment costs. CHILDREN'S IMPACT STATEMENT: This contract supports two community outcomes identified in the Contra Costa County Children's Report Card: "Children and Youth Healthy and Preparing for Productive Adulthood" and "Families that are Safe, Stable and Nurturing" by encouraging foster parenting for hard-to-place children. BACKGROUND: Contra Costa is one of five Bay Area counties that supports a local help line for inquiries from individuals and families who have seen"Brian's Kids," a television program aired since 1990. The program recruits foster parents and features children in need of homes. In addition to the five counties, the State Department of Social Services Adoptions Branch, the Zellerbach Family Fund, KPIX-TV and private sources provide funding support for the help line. This year, the California Partnership for Children assumes fiscal oversight for the consortium of participating counties, replacing last year's fiscal agent, The Tides Center/Community Task Force on Homes for Children. BACKGROUND: The contractors represent a vast array of services to assist the older dependent adult population in Contra Costa County. Senior Outreach Services has provided services to adults age 60 years and older for several years and will continue to operate the home visiting program. Contra Costa County Senior Legal Services will provide free legal advice to low income seniors in all of Contra Costa County. Health Services has provided a hot meal to seniors and the disabled for approximately 20 years and will continue to provide meals at a congregate site and provide home delivered meals to frail and home bound seniors. Ombudsman services are provided to adults age 60 years and over, in skilled nursing and residential facilities. The ombudsman acts as an advocate for these older adults and their families. Guardian Adult Day Care and Rehabilitation Services of Northern California provides adult day care for dependent adults age 60 years and older in a weekday social program, which provides quality personal care and stimulating activities in a supervised and protective setting. John Muir Foundation will continue collaborative efforts to expand the errand and escort services to East Contra Costa County for adults age 60 years and older. BACKGROUND: The EHSD Aging and Adult Services Bureau, Adult Area on Aging (AAA) contracts provide services for older residents of Contra Costa County under the Older Californians Act(OCA). The FY 2000-2001 Area Plan proposed continued services to provide for senior companion, respite registry, brown bag, and Alzheimer's day care services. The programs provide services to low income adults age 60 years and older. Services include a stipened volunteer program for low income adults age 60 and over to assist homebound adults in preventing or delaying institutionalization and the distribution of food bags twice a month. In addition,the programs provide assistance, supervision and activities to adults with moderate to severe stages of Alzheimer's disease and related dementia, as well as,providing respite,training and supportive counseling to caregivers. FINANCIAL IMPACT: The Dispute Resolution Program is fully revenue offset by funds generated from an eight dollar filing fee on civil actions in the Superior Court. No County general funds are involved. REASONS FOR RECOMMENDATION/BACKGROUND: The Dispute Resolution Program Act of 1986 (Business and Professional Code Sections 465, et seq.) provided for the establishment and funding, at County option, of local dispute resolution services as an alternative to formal court proceedings. The Act authorized participating counties to increase Superior, Municipal and Justice Courts filing fees from one to three dollars for the purpose of funding the local dispute resolution programs. Can January 1, 1987, the Board approved the County"s participation in the program and authorized a three- dollar increase in court filing fees. The Dispute Resolution Advisory Committee was created by the Board to consider implementation strategies and funding guidelines appropriate for Contra Costa County. Effective January 1, 1999, the dispute resolution portion of the civil filing fee in Contra Costa County increased from $3.00 to $8.00. The increase was approved by the Board of Supervisors pursuant to a request by the Superior Court. The Superior Court identified two new priorities for the increased funding—Juvenile Mediation Services and a Special Masters Program in Family Law. In response to the Request for Proposals, the Committee received five applications. No proposals were submitted for the Special Masters Program in Family Law. The Advisory Committee decided that the Request for Proposal for the Special Masters Program in Family Law should be reissued. One application was received in response to the reissued Request for Proposal. The Advisory Committee is recommending it for funding. Frequently, parents in divorcing families are so enmeshed in their struggle with the other parent that they lose sight of their children. The conflict often leads to emotional impairment rendering parents unable to address the needs of other family members. These families need more than a couple of hours of help with redirecting their energy at recognizing the damage that their conflict is causing their children. The goal of the Special Masters Program to provide an alternative forum for high conflict child custody cases to resolve co-parenting issues with the assistance of special masters. The Special Masters Program provides cost effective conflict resolution services, reduces conflict between parents and reduces reliance on the court system. Additionally, the program improves the communication and problem solving skills between parents and refocuses parents on the children's needs.
