Approval of Contract #23-226-3 will allow the Contractor to continue to provide professional consultation and technical assistance to the Department ' s Finance Division through June 30, 2002 . FISCAL IMPACT: This Contract is funded by Mental Health Realignment. CHILDREN'S IMPACT STATEMENT: This EPSDT Program supports the following Board of Supervisors ' community outcomes: "Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families" . Expected program outcomes are: Increase and maintain school attendance as measured by school records; Increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) ; Increase in family satisfaction as measured by the Parent Satisfaction Survey; and Decrease in out-of-home placements as measured by mental health and social services statistics. BACKGROUNDIREASON(S) FOR RECOMMENDATION(S) : This Contract meets the social needs of County's population in that it provides mental health residential treatment services to SED adolescents and latency age children as an alternative to hospitalization at Napa State Hospital. On August 17, 1999, the Board of Supervisors approved Contract #24-682-12 (as amended by Contract Amendment Agreement #24-682-13) with Victor Treatment Centers, Inc. , for the provision of subacute residential treatment services for the period from July 1, 1999 through June 30, 2000. Approval of Contract #24-682--14 will allow the Contractor to continue providing services through June 30, 2001. Approve and authorize the Health Services Director or his designee (Donna M. Wigand) to execute on behalf of the County Emergency Residential Care Placement Agreement #24-086--115 (3) with Arlene Henry (dba Sandmound Guest Home) , for the period from July 1, 2000 through June 30, 2001, to provide emergency residential care to mentally disturbed adults who are potentially eligible for SSI/SSP, in an amount not to exceed $847 per client per month through December 31, 2000, and in an amount not to exceed $890 per client per month beginning January 1, 2001; And b. Authorize the Auditor-Controller to pay an amount not to exceed $174 per month through December 31, 2000, and an amount not to exceed $1.83 per month beginning January 1, 2001, to clients who are placed in the board and care facilities under said Emergency Residential Care Placement Agreements for incidental expenses and personal needs. FISCAL IMPACT: Under this program, the County pays the State-established rates for the residential care of mental health clients who are not vet receiving SSI/SSP (but who are potentially eligible and have made formal application to the Social Security Administration for SSI/SSP) , contingent upon the client's signing an agreement with the County to reimburse the County from the SSI/SSP money, once it is finally granted by the federal government (usually 3 to 6 months retroactively back to the month of application) . For those mental health clients who are not granted SSI/SSP (i.e. , are found ineligible) , the County covers the residential care payments to the facility operators through the County's established Mental Health Program Funding. Initially, ten to twenty percent of the clients are found ineligible by the Federal Social Security Administration, depending on changes in Federal guidelines, and then some of these are ultimately found eligible through appeal processes. BACKGROUND: The Foster Pride/Adopt Pride Training Project was designed to provide training, support and encouragement to foster parents and potential foster caregivers. The program provides parenting techniques,behavior management and child education training to enhance the abilities of foster and potential foster caregivers to better serve the needs of children in County care and cut-of-home placement. Ms. Contaxis has been providing this training and the coordination required for implementation of the training program since 1995. Program participants learn about child development and safety, developing skills to provide quality childcare to the community and self-sufficiency to the employed program participants. BACKGROUND: The Childcare Training Program is a childcare improvement project to upgrade the quality and increase the quantity of childcare,piloted in 1997 at the Balboa Head Start School in Richmond. The program merited expansion to a second site at the Pittsburg Adult Education Center. The program provides classroom education, tutoring and internships to CalWORKs participants. Upon successful completion of the program,the participants receive 12 college level units. Enrollment is anticipated to continue at 80 CalWORKs students at each of the two sites. The State Department of Social Services has cited the Contra Costa Childcare Training Program as a State model. The program is a collaborative effort between Employment and Human Services CalWORKs, County Office of Education ROP, West County Adult Education, Pittsburg Adult Education, head Start Programs, Community Services Child Development Programs, Contra Costa County Childcare Council, and the Housing Authority of Contra Costa. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,to contract with Family Stress Center(#21-177) and FamiliesFirst, Inc. (421-610) in the amounts of$470,000 and$250,000, respectively, for Parent Aide Services for the period from July 1, 2000 through June 30, 2001. FINANCIAL IMPACT: County funds of $216,000 (30%) and federal and state funds in the amount of $504,000 (70%)will cover the total costs of these contracts. CHILDREN'S IMPACT STATEMENT: Parent Aide Services support three of Contra Costa County's community outcomes: "Children and Youth Healthy and Preparing for Productive Adulthood," "Families that are Safe, Stable and Nurturing," and "Communities that are Safe and Provide a High Quality of Life for Children and Families." Countywide availability of supportive services to parents increases the number of children and youth receiving timely treatment services and increases the stability of out-of-home placements. BACKGROUND: The Parent Aide Program provides transportation (e.g. to medical and dental appointments), supervised family visits, and other support services to families throughout the County. Parents receive a wide array of assistance, including information and training on parenting skills, access to child care resources, nutrition,health care, budgeting, and other training that develops skills and contributes to self-sufficiency. Services are available seven days a week and include early morning and evening hours. The Board most recently approved a contract with Family Stress Center for services to the Parent Aide Program on August 17, 1999. Last December, Employment and Human Services issued a formal Request for Proposals, selecting Family Stress Center and FamiliesFirst as Parent Aide Program providers for fiscal year 2000-20001. Family Stress Center has provided parent aide services to the County in various capacities since 1985, and will continue to serve Central and East County, while FamiliesFirst will provide services in West County.
