Financial lmt2act: Payments required are to come from the State Route 4 East / Railroad Avenue to Loveridge Road Widening Project fund which is 100% reimbursable from the Contra Costa County Transportation Authority. Ill. Reasons for Recommendations and Background: A. The County may acquire the land and improvements located at 2100 and 2102 Crestview Lane, Pittsburg, for use as rights of way for the State Route 4 East / Railroad Avenue to Loveridge Road Widening Project. The improvements consist of two buildings with a total of eight apartment units. B. As the apartment units become available, the County wishes to enter into a rental agreement with the property owner to minimize relocation costs that may mature for future occupants, since the County cannot prevent the units from being occupied again prior to purchase of the property. C. The owner is in agreement with the County's objectives of having the units remain vacant, the County paying rent on the units as they became vacant, and securing the premises against vandalism, trespassers, or other unauthorized occupants. IV. REASONS FOR RECOMMENDATION/BACKGROUND: The project consists of constructing a new traffic signal by drilling foundations, trenching for conduit, installing pullboxes, detector loops in the street, vehicular and pedestrian traffic signal facilities, Americans with Disabilities Act (ADA) curb ramps, patching loop holes, and restoring existing sidewalk and asphalt effected by construction. Excavation associated with the signal project is for foundations, conduit runs, and pullboxes only. The project limits are from Morello Avenue and Pacheco Boulevard intersection to approximately 200 feet west of Las Juntas Elementary School site (Fig. 3). On the northwest corner of Pacheco Boulevard at Camino Del Sol, a signal pole and an ADA curb ramp will be installed. On the northeast corner of Pacheco Boulevard at Camino Del Sol, adjacent to a gas station, a portion of sidewalk will be removed and a signal pole will be installed approximately three feet from the curb (Fig. 4). On the southwest side of Pacheco Boulevard adjacent to the IPCO Printing building, approximately ten feet of existing sidewalk will be removed and replaced with an ADA curb ramp, and a signal pole will be installed (Fig. 4). An existing crosswalk that extends from the northwest side of Pacheco Boulevard at Camino Del Sol to the southwest side of Pacheco Boulevard, near the IPCO Printing building, may need restriping. On the southeast side of Pacheco Boulevard, adjacent to the IPCO Printing building, a portion of existing sidewalk will be removed and a signal pole will be installed (Fig. 4). An interconnect system (conduit)will be installed at the edge of pavement, extending along the southwest side of Pacheco Boulevard, across from Camino Del Sol, to Morello Avenue (Fig. 5). No road reconstruction or widening is required for this project. It is anticipated that all work will be completed within the public right-of-way, pending identification by various utilities. No utility relocation is anticipated. Traffic control through the project zone will be implemented. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it can be seen with certainty that there is no possibility that the activity may have a significant adverse effect on the environment. The project consists of the construction of new small facilities located on a previously developed site. No scenic resources will be removed as a result of the activity. On the northeast corner of Pacheco Boulevard at Camino Del Sol, adjacent to a gas station, a portion of sidewalk will be removed and a signal pole will be installed approximately three feet from the curb (Fig. 4). On the southwest side of Pacheco Boulevard adjacent to the IPCO Printing building, approximately ten feet of existing sidewalk will be removed and replaced with an ADA curb ramp, and-a signal pole will be installed (Fig. 4). An existing crosswalk that extends from the northwest side of Pacheco Boulevard at Camino Del Sol to the southwest side of Pacheco Boulevard, near the IPCO Printing building, may need restriping. On the southeast side of Pacheco Boulevard, adjacent to the IPCO Printing building, a portion of existing sidewalk will be removed and a signal pole will be installed (Fig. 4). An interconnect system (conduit) will be installed at the edge of pavement, extending along the southwest side of Pacheco Boulevard, across from Camino Del Sol, to Morello Avenue (Fig. 5). No road reconstruction or widening is required for this project. It is anticipated that all work will be completed within the public right-of-way, pending identification by various utilities. No utility relocation is anticipated. Traffic control through the project zone will be implemented.
