HomeMy WebLinkAboutMINUTES - 06202000 - C78-C82 TO: BOARD OF SUPERVISORS FROM William Walker, M.D. , Health Services Director By: ' Ginger Marieiro, Contracts Administrator Contra June 7, 2000 COSta DATE: County SUBJECT: Approval of Novation Contract #24-826-7 with Early Childhood Mental Health Program SPECIFIC REQUEST(S)OR RECOMMENDATION(S)i BACKGROUND AND JUSTIFICATION RECOMMENDATION[S) : Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the County, Novation Contract #24-826-7 with Early Childhood Mental Health Program, in the amount of $132,570, for the period from July 1, 2000 through June 30, 2001, to provide assessment and treatment services to Medi-Cal eligible children under the age of 6, and their families, in West Contra Costa County. This Contract includes a six-month automatic extension through December 31, 2001, in the amount of $66,285. FISCAL IMPACT: This Contract is funded 51.5% by Federal FFP Medi-Cal Funds and 48.5`k by State EPSDT Funds. CHILDREN'S IMPACT STATEMENT: This EPSDT program supports "Children ready for and succeeding in school", "Children and youth who are healthy and preparing for a productive adulthood" , and "Families that are safe, stable and nurturing" community outcomes. Expected program outcomes include improvement in social-emotional development, avoidance of out-of-home placements, reduction of reports involving Children's Protective Services, increased family satisfaction, and an increased use of public and community-base resources. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): This Contract meets the social needs of County's population in that it provides Early Childhood Assessment and Treatment Team (ECATT) services to children under the age of 6, and their families, with a special focus on teen parents, in order to keep the children out of higher levels of care, including State Hospitals. On July 20, 1999, the Board of Supervisors approved Contract #24-826-6 with Early Childhood Mental Health Program, for the period from July 1, 1999 through June 30, 2000, (which included a six-month automatic extension through December 31, 2000) to provide early childhood assessment and treatment services in West County. FISCAL IMPACT: This Contract is 100% State funded. AACKGROUNDIREASON(S) FOR RECOMMENDATION(S) : In October 1999, the County Administrator approved and the Purchasing Services Manager executed Contract #22-756 with Erika Jenssen, for the period from October 1, 1999 through June 30, 2000, for the provision of consultation and technical assistance to the Department with regard to the the Immunization Registry Program, ensuring the County's Immunization program meets State mandates that its Immunization Registry is accessible to other Counties and agencies throughout the State. Approval of Contract #22-756-1 will allow the Contractor to continue providing services through June 30, 2001. FISCAL IMPACT: This Contract is funded by the John Muir/Mt . Diablo Community Health Benefit Corporation (CHBC) . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : The Patient Navigator Project is funded by the CBHC in order to provide outreach services to hard-to-reach women in East Contra Costa County to increase their access to early detection breast cancer screening. On October 19, 1999, the Board of Supervisors approved Contract #22-754 with Juanita Quintero for the provision of consultation and technical assistance to the Department with regard to the County' s Breast Cancer Partnership Patient Navigator Project, for the period from October 1, 1999 through June 30, 2000 . Approval of Contract #22-754-1 will allow the Contractor to continue providing services through June 30, 2001 . SPECIFIC REQUEST(S)OR RECOMMENDATION(S)i BACKGROUND AND JUSTIFICATION RECOMMENDATION(S) : Approve and authorize the Health Services Director or his designee (Wendel Brunner, M.D. ) to execute on behalf of the County, Novation Contract #22-219-28 with Compass Group USA, Inc. , for the period from July 1, 2000 through June 30, 2001, with a payment limit of $1,248, 252, for the provision of congregate and home-delivered meals for the County's Senior Nutrition Program. This Contract includes a four-month automatic extension through October 31, 2001, in the amount of $416,084 . FISCAL IMPACT: This Contract is Federally funded through the State under Title 111 C-1 and Title III C-2 of the Federal Older Americans Act of 1965. No County funds are required. BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : This Contractor was selected to provide meals for the Senior Nutrition Program through a competitive bid process conducted by the County's General Services Department (Purchasing Services) . On September 21, 1999, the Board of Supervisors approved Novation Contract #22-219-26 (as amended by Contract Amendment Agreement #22-219-27) with Compass Group USA, Inc. , for the period from July 1, 1999 through June 30, 2000, (which included a four-month automatic extension through October 31, 2000) for the provision of meal services for the Senior Nutrition Program. Approval of Novation Contract #22-219-28 replaces the four-month automatic contract extension under the prior Contract and allows the Contractor to prepare and deliver an approximate daily average Of 1, 655 meals in bulk regular diet, prepackaged cold dinner, prepackaged regular diet, and prepackaged sodium-restricted diet meals on 250 County-designated serving days. The Contractor delivers the meals to locations throughout the County. The unit prices for the meals to be provided by the Contractor during FY 2000-2001 are as follows: Bulk Regular Diet Meals $2 .77 per meal Prepackaged Regular and Cold Dinner Meals $3 . 06 per meal Prepackaged Modified Diet Meals $3 . 15 per meal. FISCAL IMPACT: This Contract is funded 51.5 % by Federal FFP Medi-Cal Funds and 48. 5% by State EPSDT funds. CHILDREN#S IMPACT STATEMENT: This Contract supports the following Board of Supervisors community outcomes: 1) Children ready for and succeeding in school; 2) Families that are safe, stable, nurturing; and 3) Communities that are safe and provide a high duality of life for children and families. The expected outcomes include all goals identified by Children's Statewide System of Care guidelines including: A) Increase and maintain school attendance as measured by school records; B) Increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) ; C) Increase in family satisfaction - as measured by the Parent Satisfaction Survey; D) Decreased used of acute care system; and E) Placement at discharge to a lower level of care. BACKGROUND/REASON(S)-FOR RECOMMENDATION(S) : The State Department of Mental Health has been working in collaboration with the County's Mental Health Division to establish a mandated program to provide Therapeutic Behavioral Services (TBS) to children ages 0-21 years of age, who participate in the Early and Periodic, Screening, Diagnosis, and Treatment (EPSDT) Supplemental Specialty Mental Health services. This program will provide services to eligible Medi-Cal beneficiaries under 21 years of age who meet the Mental Health Plan medical necessity criteria, who are members of the certified class and who meet the criteria for needing these services. In April 2000, the County Administrator approved and the Purchasing Services Manager executed Contract #74-041 with We Care Society (dba Barbara Milliff Center) for the provision of Therapeutic Behavioral Services for the period from March 1, 2000 through June 30, 2000.
