FISCAL IMPACT: This Contract is funded by Mental Health Realignment Trust Fund (off--set by patient billing) . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : In February, 2000, the County Administrator approved and the Purchasing Services Manager executed Contract #74-036 with Robin Beringer, Ph.D. , for the period from January 3, 2000 through June 30, 2000, to provide consultation and technical assistance to the Department with regard to the HHISN Project . Approval of Contract #74-036-1 will allow the Contractor to continue providing services, including clinical supervision to HHISN Project staff with regard to overseeing and assisting HHISN staff with client charting, progress notes, assessment and treatment plans and providing mental health treatment and crisis intervention, through June 30, 2001 . FISCAL IMPACT: This Contract is funded as follows: $154,500 51.51 Federal 'FFP Medic-Cal Funds 145.500 48.51 State EPSDT funds $300, 000 Total Contract Payment Limit CHILDREN'S IMPACT STATEMENT: This Contract supports the following Board of Supervisors community outcomes: 1) Children ready for and succeeding in school; 2) Families that are safe, stable, nurturing; and 3) Communities that are safe and provide a high quality of life for children and families. The expected outcomes include all goals identified by Children's Statewide System of Care guidelines including: A) Increase and maintain school attendance as measured by school records; B) Increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) ; C) Increase in family satisfaction - as measured by the Parent Satisfaction Survey; D) Decreased used of acute care system; and E) Placement at discharge to a lower level of care. BACKGROMM/REASON(6) FOR RECO ATION(0) The State Department of Mental Health has been working in collaboration with the County's Mental Health Division to establish a mandated program to provide Therapeutic Behavioral Services (TBS) to children ages 0-21 years of age, who participate in the Early and Periodic, Diagnosis, and Treatment (ESPDT) Supplemental Specialty Mental Health services. This program will provide services to eligible Medi-Cal beneficiaries under 21 years of age who meet the Mental Health Plan medical necessity criteria, who are members of the certified class and who meet the criteria for needing these services. On March 8, 2000, the Board of Supervisors approved Contract #74-051 with Family Stress Center, for the periost from March 1, 2000 through June 30, 2000, which included a six-month automatic Contract extension through December 31, 2000. Approval of Novation Contract #74-051-1 will replace the six-month automatic extension, allowing Contractor to continue providing Therapeutic Behavioral Services (TBS) , through June 30, 2001. Approval of Contract #74-031-1 with Summitview Child Treatment Center SPECIFIC REQUEST(S)OR RECOMMENDATIONS'&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S) : Approve and authorize the Health Services Director or his designee (Donna Wigand) to execute on behalf of the County, Contract #74-031-1 with Summitview Child Treatment Center, for the period from July 1, 2000 through June 30, 2001, in the amount of $67,925, for operation of an intensive day treatment program for Seriously Emotionally Disturbed (SED) adolescents. FISCAL IMPACT: This Contract is funded as follows: $34,953 Federal Medi-Cal (FFP) 32.945 State EPSDT funds $67,925 Contract Payment Limit Contractor will bill Medi-Cal through the current County system under the Rehabilitation Option for all eligible services, and the Federal Financial Participation will accrue to the County. CHILDREN'S IMPACT STATEMENT: This mental health day treatment program supports the following Board of Supervisors' community outcomes: "Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families". BACKGROUND/REASON(S) FOR RECOMMENDATIONfS) : This Contract meets the social needs of County's population in that it provides mental health day treatment for wards of the court to reduce the need for hospitalization. On March 7, 2000, the Board of Supervisors approved Contract #74-031 with Summitview Child Treatment Center for the period from November 1, 1999 through June 30, 2000 for the provision of an intensive day treatment program for Seriously Emotionally Disturbed (SED) adolescents. Approval of Contract #74-031-1 will allow the Contractor to continue providing services through June 30, 2001. This Contract includes a six-month automatic extension through December 31, 2001, in the amount of $50,000. FISCAL IMPACT: This Contract is funded 51.5% by Federal FFP Medi-Cal Funds and 48.5% by State EPSDT Funds. No County funds are required. BACKGROUND&EASON(S) FOR RECOMMENDATION(S) : This Contract meets the social needs of County's population in that it provides school and community based mental health services, including: assessments; individual, group and family therapy; medication support; case management; outreach; and crisis intervention services for Seriously Emotioanally Disturbed (SED) middle and high school aged children and their families. 0n September 28, 1999, the Board of Supervisors approved Novation Contract #24-928-2 with Fred Finch Youth Center for the period from July 1, 1999 through June 30, 2000 (which included a six-month automatic extension through December 31, 2000) to provide school and community based mental health services to Medi-Cal eligible children and their families enrolled in the EPSDT Program. Novation Contract #24-928-3 replaces the six-month automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 2001. (dba Barbara Milliff Children' s Center) in the amount of $72, 723, for the period from July 1, 2000 through June 30, 2001, to provide mental health services to recipients of the Cal-WORKS program, and their children. FISCAL IMPACT: This Contract is funded by the State funds through the Employment and Human Services Department . CHILDREN'S IMPACT STATEMENT: This Cal-WORKS program supports the following Board of Supervisors' community outcomes : "Children Ready For and Succeeding in School" and "Families that are Safe, Stable, and Nurturing" . Expected program outcomes include an increase in positive social and emotional development, as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and a decreased use of acute mental health care. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): In August 1997, the State of California Legislature passed AB 1542 which brought major changes to the welfare programs previously operated by the State. Among the changes was a provision which required treatment of mental illnesses of Welfare-to-Work participants when the condition interferes with participation in Welfare--to-Work activities . Subsequently, the County' s Employment and Human Services Department and Health Services Department signed an Interdepartmental Services Agreement (#21-427) which allowed the Health Services Department to provide mental health services to referred Welfare-to-Work participants. Responsibility for these mental health services involves contracts with organizational providers to deliver these services . Can February 1, 2000, the Board of Supervisors approved Contract #74-034 with Barbara Milliff Children' s Center to provide mental health services to recipients of the Cal -WORKS Program and their children, for the period from January 1, 2000 through June 30, 2000 . Approval of Contract #74-034-1 will allow the Contractor to continue providing services through June 30, 2001 .
