FINANCIAL IMPACT: Per State Department of Education Agreement GAPP-0012 (Alternative Payment) County to receive funding in the amount of$923,777. BACKGROUND: The Employment and Human Services Department has been contracting with the State Department of Education (SDE) for over 25 years to provide child care services under the State General Fund Child Care and Development Program. These funds serve families who receive Child Protective Services, teen parents, children at risk of abuse and neglect, children with special needs and low income families. Rupf,Sheriff-Coroner Contra Costa DATE: May 25, 2000 County SUBJECT: Acceptance of Award from U.S. Department of Justice to Hire one Deputy Sheriff under the Community Oriented Policing Services (COPS) Program. Resolution # 2000 /_311 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)S BACKGROUND AND JUSTIFICATION RECOMMENDATION: 1. ACCEPT $125,000 from the U. S. Department of Justice for the period September 1, 2000 through August 31, 2003, and AUTHORIZE the Sheriff-Coroner or his designee to execute such Grant Award on behalf of the County. (This will allow the addition of one Deputy Sheriff position pursuant to the Federal COPS Program). 2. ADD 1.0 FTE Deputy Sheriff position to the Office of the Sheriff-Coroner to implement the award under the COPS Program. FISCAL IMPACT: The award provides partial funding for a School Resource Officer in the John Swett High School in Crockett. The County will provide matching funds of$92,610 for the three year period; these funds are available in the Sheriffs Office budget. The County and the Sheriffs Office will attempt to retain the position beyond the grant period. BACKGROUND: The U.S. Department of Justice announced the availability of additional funding under the COPS in Schools Program for School Resource Officers. The John Swett High School has experienced an increase in violence on campus and an increase in trespass and confrontations by non-students on campus. The Superintendent of Schools of the John Swett Unified School District and Principal of the High School have expressed support for a uniformed presence on campus to investigate criminal activity and to assume a community policing /basic law enforcement role on campus. CHILDREN'S IMPACT STATEMENT: This action will be a direct benefit to Crockett high school students. The School Resource Officer will be assigned to work on the High School campus. The Officer will prouicLe.crime prevention, educational, and mentoring services, as well as enforcement and i estigatio f any crimes committed on the school grounds. Approval of Contract #22-734-2 will allow the Contractor to continue to provide services through June 30, 2001 . FISCAL IMP_ M: This Contract is funded by Federal Medi-Cal and Mental Health Realignment. CHILDREN'S IMPACT STATEMENT: This mental health day treatment program supports the following Board of Supervisors community outcomes: "Children ready for and succeeding in school", "Families that are safe, stable and nurturing", and "Communities that are safe and provide a high quality of life for children and families". Expected program outcomes include all goals identified by Children's Statewide System of Care guidelines including a decreased use of acute care systems and placement at discharge to a lower level of care. BACKGROU'NDjREASON(S) FOR RECOMMENDATION(S) : This Contract meets the social needs of County's population in that it provides mental health services, including: assessments; individual, group and family therapy; and medication support for Seriously Emotionally Disturbed (SED) and developmentally delayed middle and high school aged children and their families. On July 27, 1999, the Board of Supervisors approved Contract #24-920-2 with Fred Finch Youth Center for the period from July 1, 1999 through June 30, 2000, to provide an intensive day treatment program and medication support services for seriously emotionally disturbed children at its Fred Finch Youth Center Residential/Day Treatment Programs. Approval of Contract #24-920 -3 will allow the Contractor to continue providing services through June 30, 2001. FISCAL IMPACT: Funding for this Contract is included in the Department ' s Fiscal Year 2000- 2001 Budget and is funded 1001 by Mental Health Realignment . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : This Contract meets the social needs of the County' s population in that it provides augmentation of room and board, and twenty-four hour emergency residential care and supervision to eligible mentally disordered clients, who are specifically referred by the Mental Health Program Staff and who are served by County Mental Health Services . In July 1999, the Board of Supervisors approved Contract #24-681-15 (5) with Diane Anglin (dba Scenic View) , for the period from July 1, 1999 through June 30, 2000, to provide augmented Residential Board and Care Services for County-referred mentally disordered clients . Approval of Contract #24-681-15 (6) will allow Contractor to continue providing services, through June 30, 2001 .
