BACKGROUNDIREASON(S) FOR RECOMMENDATION(S): On May 22, 2000, the Family and Human Services Committee held a joint meeting with Ray Penning, Assistant Superintendent of Schools, representing Dr. Joe Ovick, Superintendent of Schools. Appointments to the Contra Costa County Local Child Care and Development Planning Council (LPC) are subject to the approval of both the Board of Supervisors and the County Superintendent of Schools, who have joint appointment authority. Scott Tandy, Chief Assistant County Administrator, gave an overview of the Local Planning Council's past appointments. He noted that the 30 member commission has five vacancies and there are three applicants for consideration at present. He and Ray Penning act as liaison from the County and Superintendent of Schools to the committee. Both have reviewed the applications and recommend favorable consideration by the Family and Human Services Committee. Supervisor John Gioia expressed the need to increase the representation on the LPC from West County. He also stated that in the future, he would like to schedule all appointments and reappointments for consideration at the same time. Both Mr. Tandy and Mr. Penning concurred on the need for increased representation. Mr. Penning stated that there was also a need for increased representation from consumers of child care services. Supervisor Gioia also noted that the representation slots occupied by Pat Stroh and Helena Hart would be more appropriate if switched and recommended said action. He also suggested that the roster be revised to add the name of the agency where the individual is either a child care provider, public agency or has another affiliation where the appointment was due to their position. Supervisor Gioia also recommended that the LPC consider rotating their meetings throughout the County. According to Scott Tandy, this had been an issue previously discussed at the LPC; however, he stated that he would raise the issue again at the next meeting. Wilda Davisson, nominee for the Public Agency, West County position gave a brief background on her experience in child care issues in Contra Costa County. She also noted that she frequently attends the LPC meetings and follows their actions closely. She expressed concern that the LPC's current priority is for increasing the number of service providers in Central County, although she felt the need is primarily in East and West County. She felt the Committee could better use available data in making their decisions. Tiffany Manez, candidate for the Community Representative West County position, said that she had worked in Contra Costa County for two years and was interested particularly in legislation that could affect child care. Supervisor Joe Canciamilla noted that Sharon Williams had called him the previous week to apologize for not being able to attend the joint Family and Human Services Committee/Superintendent of Schools meeting, but that she had a prior commitment in Washington, D.C. Supervisor Canciamilla noted that he was aware of her qualifications and supported her application. Supervisor Joe Canciamilla, Supervisor John Gioia and Assistant Superintendent of Schools Ray Penning agreed to recommend appointment of the three applicants effective June 6, 2000 for a three year term. (Note: following the Family and Human Services Committee meeting, it was found that the Public Agency position was not available. However, Ms. Davisson also qualified for appointment in the Discretionary Category. This board order reflects the intent of the joint committee in recommending Ms. Davisson under the West County Discretionary Category.)
