RECOMMENDED ACTION: APPROVE and ALJTHORIZE the Sheriff, or designee, to sign a contract on behalf of the County with General Security Services Corporation(GSSG), for electronic monitoring of individuals. The contract is for a five year period, August 1, 2000,to July 30, 2005. The annual contract amount not to exceed$130,000.00. II. FISCAL IMPACT: There is no fiscal impact on the County General Fund. Fees are collected from inmates on the Sheriff s Office Electronic Home Detention Program(EHD), to cover the costs of this contract. III. BACKGROUND: On June 11,1999,the Office of the Sheriff`obtained a Board Order authorizing an emergency contract with BI incorporated, to provide electronic home detention equipment and services. Electronic Home Detention(EHD) is part of the Sheriff's Office, Custody Alternative Program. The one year emergency contract is due to expire on July 30, 2000. The emergency contract was entered into, due to the previous vendor filing for bankruptcy. The County General Services Purchasing Department has completed a bid process for a new electronic home detention vendor. The recommended vendor is General Security Services Corporation, as they offer the best combination of price, service, and equipment. IV. CONSEQUENCES OF NEGATIVE ACTION: The Office of the Sheriff would not have a contract in place with a reliable provider of electronic monitoring services. Without an electronic home detention program the Office of the Sheriff would be forced to keep inmates in physical custody, at a substantial increased cost to the County. The contract is for the preparation of an Economic Impact Analysis of the County airports, Buchanan Field and Byron. FISCAL IMPACT: As with the original contract, the cost of the contract amendment will be shared equally by the County General Fund and the Airport Enterprise Fund. BACKGROUND/REASONS FOR RECOMMENDATION: As directed by the Airport Subcommittee of the Board of Supervisors, CACI staff has developed a contract for a scope of work with the firm Economics Research Associates, for the preparation of an Economic Impact Analysis for the County airports. The scope of work for the contract needs to expand to allow the firm to conduct a larger number of surveys of the airport-related businesses. Additional surveys and follow-up interviews will improve and increase the data for the study. In addition, the original scope of work did not include summaries of the public workshops, which this amendment would provide for, as well as the funds for an additional public public meeting attended by the consultants. FINANCIAL IMPACT: This contract will be funded through additional revenues from the Superior Court for services provided by the Public Defender. REASONS FOR RECOMMENDATION/BACKGROUND: In November 1999, when the Public Defender moved into its refurbished building at 800 Ferry Street networked computers were installed and made available to the attorneys and staff in that building for such tasks as word processing, legal research and case tracking for court calendars. However, the 800 Ferry Street office only houses about 45% of the Department's staff. The remaining staff is located either at the West County Branch in Richmond (30%) or at the Alternate Defender Office in Martinez (25%). Neither of these latter two sites has any type of networked computers. Indeed, there are many attorneys who either have no access to a computer in their workspace or who may have personally purchased a computer to use in their work. The first priority in the Department's most recent performance report was to: (1) increase the productivity of the remaining branches which did not have adequate computer resources; and (2) to diminish inequities between the Alternate Branch and the West County Branch as compared to the Main Office in Martinez. The installation of networked computers at the Department's other two sites will increase productivity of all the Department's attorney and support staff through the use of e-mail and it will move the Department's legal research toward a more Internet-based model using Westlaw and Lexis (supplanting some expenses for maintaining extensive law libraries at each sites). Additionally the local area network will increase access to the County's various Law and Justice Information systems for court calendars and other scheduling functions so as to make more productive use of the time of attorneys and staff.
