SUBJECT: FATHERHOOD
SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION
1. ACKNOWLEDGE the critical role of fathers in the development of healthy children and
healthy families;
2. ACKNOWLEDGE the excellent work done to present the upcoming June 22, 2000 Council
for Perinatal Health forum on "Embracing Fatherhood: Meting the Needs of Men in the
Service Delivery System". The forum has been planned and sponsored.by Family,Maternal
&Child Health,the AIDS Program.,the Community Substance Abuse Services Division and
the Contra Costa Health Plan—all of Contra Costa Health Services;the East Bay Perinatal
Council,the Perinatal Network of Alameda/Contra Costa County,Black Infant Health and
the Contra Costa Crisis Center;
3. APPROVE the creation of an ad hoc committee comprising Supervisors DeSaulnier and
Gioia to provide direction on how County systems can best prepare and support men in their
role as fathers,to report back to the Board in six.months. With staff support drawn from
County Departments and programs as needed,the committee will assess current practice and
make recommendations in the following areas: County support for clients who are fathers
across Departments and programs, County family-and father-friendliness as a workplace and
recognition of individuals and agencies that promote and support the best practices in
fathering;
4. REFER to the Countywide Youth Commission for its input and recommendations the issue
of how County systems can best prepare and support men in their role as fathers;and
5. ADOPT a resolution honoring the winners of the first annual Contra Costa County
Fatherhood Awards.

WHEREAS,fathers play a unique and critical role in the lives of our children and help build the foundation for the
healthy development of our families and
WHEREAS, healthy children and families are vital to the interest and future of Contra Cwt County, California
and our nation;and
WHEREAS, it is important to give appropriate recognition to fathers and to programs and agencies supporting
fathers for the valuable role they play in the everyday lives of our children,families and society;and
WHEREAS, the organizers of the June 22, 2000 Council for Perinatal Health forum "Embracing Fatherhood;
Meeting the Needs of Men in the Service Delivery System"have thoughtfully selected men and programs that model
best practices in supporting fathers to receive the first annual Contra Costa County Fatherhood Awards
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors honors the following winners of the first
annual Contra Costa County Fatherhood Auxuds:
Chrisjohnson outstanding individual father and fathers'advocate
Bob Isom-former County CHDP Director uho obtained the first grant to support programming in the area of
fatherhood
Hertor Rker4 PIM-clinical psychologist specializing in the role of the father in the family
Doug Sp Wer-parent educator,author and producer of the "Father Time"show on CCTV
Proud Fathm-a program of the Family Stress Center providing support and training to fathers aged 16 to 25
Role ofhfen.1° *wt--a program of the East Bay Perinatal Council providing case management and support to
fathers with substance abuse problems
North Richmond Fatherhood Prop m- a program of Contra Costa Health Services' Teen Age Program
Providing support and ernpou.errnent for fathers aged 16 to 24
