is recognized as a genius,educator, eye surgeon,entomologist,inventor,linguist,novelist,poet,playwright,sculptor,musician,
and most of all a patriot and martyr who willingly offered his life for his country. His noble act blazed the path to Philippines'
independence.
W 'EMS, IDR.JOSE RIZAL with his writings,sought to break the chains of over three hundred years colonial rule
through peaceful means,dedicated his life to defending the rights of the Filipinos, and championing the recognition and respect
for their individual freedoms and human rights; and
"TIEREASi, DR.JOSE RMAL is a recognized hero being celebrated by the Filipino community this year with the
theme of"DR.RIZAL'S SPIRIT AND INSPIRATION INTO THE 21"r CENTURY'." The Pinole Library and the Filipino
Community of Contra Costa County are sponsoring an event on June 17, 2000 at the Pinole Library.The Pinole Library has the
largest collection of Filipiniana materials in the United States and is home to an extensive collection of Dr.Rizal`s original works;
and
WJYMMS,DR.JOSERIZAL is a national treasure of the Philippines and the Filipino-American population of Contra
Costa County. His philosophy on social and political reforms through non-violence parallels that of Martin Luther Icing,Jr. and
Mahatma Gandhi in the quest for civil rights and fair treatment for all.

WHEREAS, more than 2,740 County residents are licensed amateur radio operators; and

■ WHEREAS, approximately 450 of the operators are members of the Radio Amateur Civil Emergency
Services (RACES) and provide invaluable assistance to local government agencies and the general public
during major emergencies; and ■
■
■
■
WHEREAS, RACES members volunteer their time and equipment to establish vital emergency
communication links during emergencies when traditional communications systems may be partially or totally i
inoperable; and ■
■
WHEREAS, the volunteer services of amateur radio operators are also used during non-emergency times to
provide on-site communications for major public events such as parades,walk-a-thons and hike-a-thous; and
■
■ ■
r■. WHEREAS, the Amateur Radia Field Day,which will be held June 24 and 25, 2000, also provides an ;
opportunity for members of the public to learn about the variety of vital services provided by amateur radio ■

# operators. ■

NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra Costa County hereby
proclaims the week of June 19 through 23.2004 as Amateur Radia Week in recognition of Amateur Radio ■

RECOMMENDATION(S):
1. ACKNOWLEDGE that the Board of Supervisors adopted policy on Board Member Committee
Assignments on March 21, 2000.
2. ACKNOWLEDGE that adoption of a new Master Resolution with a complete roster of all appointments
is required by Board policy whenever terms expire or new appointments are made.
3. ACKNOWLEDGE that the appointments to the ABAG Executive Committee shall expire on June 30,
2000 and that the alternate appointment to LAFCO expired on May 6, 2000.
4. APPROVE the appointments of Supervisor Mark DeSaulnier and Supervisor John M. Gioia to the
ABAG Executive Board and Supervisor Joe Canciamilla and Supervisor Gayle B. Uilkema as alternates
to the ABAG Executive Board and Supervisor Donna Gerber as alternate to LAFCO.
5. INDICATE that this ORDER supersedes in its entirety the Order on appointments, which was last

WHEREAS,women who have formed or joined trade unions have gained an advantage in wages
and working conditions over their sisters who do not enjoy the protection of collective
bargaining; and
WHEREAS,the Central Labor Council of Contra Costa County has,through the establishment
of the Carolyn Robinson Scholarship Fund, acknowledged and advanced the proposition that the
labor force,the labor movement, and the entire community benefit when women are encouraged,
trained, and qualified to exercise leadership in their unions; and
