FROM: Phil Batchelor COSTA County Administrator " COUNTY DATE: MAY 2, 2000 SUBJECT: SAFEFUTURES (fourth year): Partnerships to Reduce Youth Violence and Delinquency SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: 1. ACCEPT United States Department of Justice, Office of Juvenile Justice and Delinquency Prevention SafeFutures fourth year grant supplement in the amount of$200,000 on behalf of the County; 2. AUTHORIZE the County Administrator or his designee to negotiate with the Federal Office final compliance with special conditions, including budget, and to execute on behalf of the County the Federal Grant Award related documents and those contracts, listed below,required to implement SafeFutures; 3. AUTHORIZE the County Administrator to contract for new local evaluation services for an amount not to exceed$50,000; 4. AUTHORIZE the County Administrator to increase the contract with Mark Morris Associates to $130,000 for administrative and data collection services; and 3. CONTINUE to refer SafeFutures project reports to the Family and Human Services Committee. FINANCIAL IMPACT: Thea is no financial impact on the county general fund. These are all federal funds. SafeFutures has also helped to leverage other resources and funds for the County. For example,the Summit Center for boys operated by County Probation and Mental Health receives SafeFutures funding, combined with AB3015 and MediCal reimbursements. REASONS FOR RECOMMENDATIONIBACKGROUND: This Board Order addresses various issues in the fourth grant year of SafeFutures operation,which began on October 1, 1999 and will conclude on September 30, 2000. The Board also authorized the County Administrator to establish a SafeFutures Steering Committee/Prevention Policy Board for guidance and review. On November 30, 1995 the County was notified of its $1,410,000 award under SafeFutures from the U.S. Department of Justice, Office of Juvenile Justice Delinquency Prevention(OJJDP)to"prevent and control juvenile violence and delinquency in targeted communities, to develop a more efficient, effective and timely service delivery system for at-risk and delinquent juveniles and their families that is capable of responding to their needs at any point of entry into the system; to build the community's capacity to institutionalize and sustain the service delivery system by expanding and diversifying sources of funding; and to determine the success of the program's implementation and the outcomes achieved, including whether a comprehensive strategy involving community-based efforts and program resources concentrated on providing a continuum of care has succeeded in preventing and reducing juvenile violence and delinquency". Contra Costa County was one of six communities(Contra Costa County, Imperial County, Boston, St. Louis, Seattle, and the Fort Belknap Indian Community in Montana)picked to share almost$8 million per year, for five years, in federal crime fighting funds to combat juvenile crime and delinquency. These six SafeFutures sites were picked due to the progress already made in bringing together many different elements to form an effective response to crime and delinquency. Following are explanations of the fiscal items in this Board order. 1. Gane intervention funding. On January 4, 2000,the Board authorized the County Administrator to accept a grant of$1,210,000 for the fourth year of SafeFutures and negotiate all required budget and other conditions of the grant with OJJDP. As noted at that time, OJJDP withheld an additional $200,000,pending satisfaction of certain new requirements regarding the gang intervention component. The amount withheld covers gang intervention activities for the period March through September 2000. County staff have provided to OJJDP the information needed to meet the new requirements. A supplemental federal award,restoring the withheld$200,000, is anticipated in May 2000. This Board Order would authorize the County Administrator to accept that award and negotiate necessary contracts with OJJDP and with local subcontractors. Following are the local subcontracts anticipated to carry out gang intervention activities during March through September 2000,the contracts include the new $200,000 and unspent monies from the original $1,210,000: a. Increase the current contract with the West Contra Costa Youth Services Bureau by up to $85,000 (This will bring total amount contracted during SafeFutures fourth year with the Youth Services Bureau to an amount not to exceed$427,000). b. A new contract with Opportunity West for an amount not to exceed$44,000. (This will bring the total fourth year funding for Opportunity West to a total not to exceed$84,000.) c. A new contract with the City of Richmond YouthBuild youth employment program for an amount not to exceed$11,000. (This will bring the total fourth year funding for Opportunity West to a total not to exceed$26,400.) d. A new contract with either the International Institute of the East Bay or an alternative agency for an amount not to exceed $22,000. (The International Institute is currently considering whether it has the resources needed to participate in SafeFutures. If the Institute withdraws, an alternative agency serving the Southeast Asian Community will be selected.) e. A new contract with the Richmond Police Department for an amount not to exceed$25,000 to assist that agency in the collection and analysis of gang related crime and arrest data. f. Increase the amount of funding provided the Probation Department by up to $33,000. (This will bring the total fourth year funding for Probation under SafeFutures to a total not to exceed$516,000. This includes funding for the Summit Center,Volunteers in Probation, and OAYRF aftercare supervision, as well as the gang intervention program.) -51F D 2. Local Evaluation Local evaluation services have been provided by Dr. Troy Duster and the University of California's Institute for the Study of Social Change. Dr. Duster is no longer available to supervise the local evaluation. Therefore, we will seek a new evaluator through competitive proposals, for the balance of the fourth year and for the fifth year of SafeFutures. The amount allocated for the balance of the fourth year will not exceed$60,000 and is part of the original grant of$1,210,000. 3. Mark Morris Associates The contract for Mark Morris Associates for administrative services will be increased by$40,000,which is available from the original grant of$1,210,000. Added to the existing $90,000 contract,the new contract total an amount not to exceed $130,000. The additional funding under the Mark Morris Associates would allow inclusion of the costs for the Assistant SafeFutures Project Director and for specified data collection/analysis services. Previously,the County Administrator entered into separate contracts with the Assistant Project Director and for the data collection services. Handling these contracts through Mark Morris Associates will allow more flexibility.
