RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Director of Employment and Human Services, or designee, to EXTEND
contract# 21-581-0 with Consumer Credit Counseling of the East Bay from June 30, 2000 to September 30,
2000, for continued money management services to CaIWORKs participants.
FISCAL:
No additional County cost.
BACKGROUND:
Consumer Credit Counseling of the East Bay has developed and implemented successful programs in Alameda
County to address the money management needs of CalWORKs participants. The agency provides counseling
and debt management services emphasizing the need for money management education to "break the cycle" of
financial hopelessness.
The Employment and Human Services Department recognized the need for these services and with Board
approval on January 4, 2000, contracted with Consumer Credit Counseling of the East Bay to implement a
money management educational program in Contra Costa County. The program assists CaIWORKs
participants to develop an action plan to meet living expenses and enable them to establish and accomplish
financial goals.
The extension of the contract will provide the continued availability of money management educational
sessions. In addition, services to individuals, such as, personal debt management, credit report counseling and
checking account acquisition will be paid out of the CaIWORKs case as supportive services.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with
the Crockett Center for Children and Families (# 21-603) in the amount of$30,000, for group home services
in Rodeo for the period from May 1, 2000 through December 31, 2000.
FINANCIAL IMPACT:
100% County funds will cover the contract costs.
CHILDREN'S IMPACT STATEMENT:
This contract will support three community outcomes identified in the Contra Costa County Children's Report
Card: "Children Ready for and Succeeding in School"; "Families that are Safe, Stable and Nurturing"; and
"Communities that are Safe and Provide a High Quality of Life for Children and Families". Funds from this
contract will help Crockett Center to begin operating a new group home for children in Rodeo.
BACKGROUND:
Contra Costa County has many children who require group home services, and many are placed out-of-county
due to a lack of available beds within the county. To address this shortage of available local residential
placement, the Employment and Human Services Department issued a Request For Interest(#105) in March to
solicit potential in-County group home providers to expand an existing base. Out of two qualified respondents,
EHSD selected Crockett Center(EDK House, Inc.).
This contract will support opening a new Residential Care Level 12 home in Rodeo that will provide 24-hour
group home services to six children. Crockett Center also offers its own non-public school in Rodeo that will
serve children placed at the home. The new home will duplicate an existing residential program that has been
operating in Crockett since 1991, serving almost exclusively Contra Costa County children.

RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee (Milt
Camhi) , to execute on behalf of the County, Contract #27-361-1 with Gregory
Fouts, M.D. , for the period from April 1, 2000 through March 31, 2001, for
the provision of professional urology services for the Contra Costa Health
Plan, to be paid as follows :
a. For Medi-Cal and Commercials Members:
County shall pay Contractor those rates set forth in the Medi-Cal Schedule
of Maximum Allowances in effect on August 1, 1998. In the event rate
increases are subsequently approved by the State of California and are
included in the County's Health Plan capitated payment, County will
thereafter increase the rates County pays to Contractor accordingly.
b. For Medicare members:
Services for members who are Medicare recipients will be reimbursed at the
Medicare rate of payment. Physician will bill Medicare as primary payor and
County will pay Medicare-required copayments and deductibles for Medicare
approved services.
FISCAL IMPACT:
This Contract is funded by Contra Costa Health Plan (Health Plan) member
premiums . Costs depend upon utilization. As appropriate, patients and/or
third party payors will be billed for services .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
The Health Plan has an obligation to provide certain specialized
professional health care services for its members under the terms of their
Individual and Group Health Plan membership contracts with the County.
Under Contract #27-361-1, the Contractor will provide professional urology
services to Contra Costa Health Plan members, through March 31, 2001 .

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,to contract with

RESCIND Board authorization(c.43, 3/28/2000)to contract with Oracle Corporation in the amount of
$462,900 for Data Warehouse Enterprise and Development Consulting Services for the period from May 1,
2000 through December 31, 2000. The prior Board Order omitted additional services covered herein. In addition
to the Enterprise Data Warehouse Strategy and Ca1WORKs Data Mart, Oracle will develop, test and implement
the CWS/CMS Data Mart; train administrators,trainers and end users; and mentor technical staff under this
contract.
FINANCIAL IMPACT:
County cost will be 12 percent, with federal and state funds covering the remaining 88 percent. Employment
and Human Services anticipates significant cost savings through elimination of many labor-intensive reporting
requirement activities.
CHILDREN'S IMPACT STATEMENT:
Through increased efficiency, this contract supports the five community outcomes identified in the Contra Costa
Children's Report Card: "Children Ready for and Succeeding in School"; "Children and Youth Healthy and
Preparing for Productive Adulthood"; "Communities that are Safe and Provide a High Quality of Life for
Children and Families"; "Families that are Economically Self-Sufficient"; and "Families that are Safe Stable
and Nurturing.
BACKGROUND:
Oracle will assist with the design, development and deployment of a department-wide data warehouse,
integrating disparate and voluminous information from several existing databases. This state-of-the-art
technology will help EHSD implement long-term strategies and identify alternative service delivery approaches,
boosting capacity to monitor service delivery and outcomes, perform ad hoc queries, develop custom reports
and otherwise meet diverse reporting requirements. Contracted services will include substantial training and
mentoring of staff. This Board Order will allow Oracle to develop, implement and integrate Enterprise Data
Warehouse Strategy, with CWS/CMS and CaIWORKs data marts.

A. APPROVE a Second Amendment authorizing extra work under the Consulting Services
Agreement dated September 28, 1999, with Muller & Caufield Architects, for Remodeling
County Administration Building, 100-37`" Street, Second Floor, Richmond for the District
Attorney. The Second Amendment increases the scope of services and increases the Payment
Limit from $57,021.00 to $65,400.00, an increase of$5,879.00.
B. AUTHORIZE the Director of General Services to execute the Second Amendment to the
Consulting Services Agreement and to issue written authorizations for extra work, in addition to
the authorization for the Second Amendment, provided that the cumulative total extra cost for
such additional authorizations shall not exceed$10,000.00.
II. FINANCIAL IMPACT
There are sufficient funds in the general fund plant acquisition account to cover the amount encumbered
by this amendment.

Ill. REASONS FOR RECOMMENDATION/BACKGROUND
A. The Board of Supervisors approved and the Director of General Services executed a Consulting
Services Agreement with Muller & Caufield Architects, effective September 28, 1999, for
architectural services for Remodeling County Administration Building, 100-37th Street, Second
Floor, Richmond for the District Attorney.
B. The First Amendment increased the scope to include a survey of the Second Floor Heating,
Ventilating and Air Conditioning System and provide an air balance report.
C. The Second Amendment increases the scope to authorize the Consultant to provide options for
improved ventilation or air conditioning for the Second Floor, including construction cost
estimates.

I. Effective Date and Parties: Effective May 2,2000, Muller&Caufield Architects(herein called"Consultant"), a California Corporation,and the
County of Contra Costa(herein called"County"),a political subdivision of the State of California,mutually agree as follows:
2. Pur ase: On September 28, 1999, the parties entered into a contract entitled "Consulting Services Agreement," referred to as the "Agreement,"
which covers architectural services for Remodeling County Administration Building, 100-37`h Street, Second Floor, Richmond, for the District
Attorney. The Agreement has previously been amended as follows: First Amendment dated March 14,2000. The parties desire to further amend
the Agreement to expand the scope of service and to increase the payment limit accordingly.
3. Amendments to Agreement:
A. In the Agreement, Section l(e),change the Payment Limit from$57,021.00 to$65,400.00,an increase of$5,879.00. This change shall apply
to charges from and after April 18,2000.
B. In accordance with Section 14 of the Agreement,provide the following extra services:
Provide options for improved ventilation or air conditioning on the Second Floor. Options are to include construction cost estimates.
4. Effect:
Subject to the revisions made by this and any prior amendments,the Agreement shall remain in full force and effect.

The Board of Supervisors authorized the Health Services Director to
establish an ombudsperson program for hazardous materials issues,
to provide a single point of contact for people who live or work in
the county with regard to environmental health concerns, questions,
and complaints about the Hazardous Materials Programs .
On May 25, 1999, the Board of Supervisors approved Contract
#23-242-1 with Michael J. Kent, for the provision of ombudsperson
program services for the Hazardous Material Division for the period
from May 1, 1999 through April 30, 2000 .
Approval of Contract #23-242-2 will allow the Contractor to continue
providing services through April 30, 2001 .
