Contra By: Ginger Marieiro, Contracts Administrator Costa DATE: April 19, 2000 County SUBJECT: Approval of Contract Amendment Agreement #24-617-14 with Ujima Family Recovery Services SPECIFIC REQUEST(S)OR RECOMMENDATION(S)i BACKGROUND AND JUSTIFICATION RECOMMENDA'T'ION(S) : Approve and authorize the Health Services Director, or his designee (Chuck Deutschman) to execute on behalf of the County, Contract Amendment Agreement #24-617-14, effective March 1, 2000, to amend Contract #24-617-12 (as amended by Contract Amendment Agreement #24-617-13) with Ujima Family Recovery Services, to increase the Payment Limit by $40, 364 from $987,884 to a new total Payment Limit of $1, 028, 248. FISCAL IMPACT• This Contract Amendment Agreement provides an additional $40, 364 of State funding through the Employment and Human Services Department, for the provision of additional services for CalWORKs mothers and their children. CHILDREN'S IMPACT STATEMENT: This Alcohol and Drug Abuse program supports the Board of Supervisors' "Families that are Safe, Stable, and Nurturing" community outcome by providing parenting education, stability, and safety for mothers (and their children) and pregnant women who are alcohol and drug dependent. Expected outcomes include delivery of drug-free babies, decreased use of alcohol, tobacco and other drugs, reduction in the number of relapses, and creation of a sober social network. BACKGROUNDjREASON(S FOR RECOMMENDATION(S) : On December 14, 1999, the Board of Supervisors approved Contract #24-617-12 (as amended by Contract Amendment Agreement #24-617-13) with Ujima Family Recovery Services, for the period from July 1, 1999 through June 30, 2000 (which included a six-month automatic extension through December 31, 2000) for the provision of residential and outpatient intensive day alcohol and drug abuse treatment services for women. Hill, for the period July 1, 1999 through June 30, 2000, to act as Project Manager and provide technical assistance to the Department with regard to the Partners in Health Project . Approval of Contract Amendment Agreement #25511-7 will increase the Contract payment limit and extend the term allowing the Contractor to continue to provide services through June 30, 2001. Haegert SPECIFIC REQUEST(S)OR RECOMMENDATION($)&BACKGROUND AND JUSTIFICATION RECOMMNDED ACTION: Approve and authorize the Health Services Director, or his designee (Lewis Pascalli, Jr. ) to execute on behalf of the County, Contract Amendment Agreement #22-648-6 with Jo A. Haegert, effective April 1, 2000, to increase the Contract Payment Limit by $2, 178 from $77,480, to a new total of $79, 658 . FISCAL IMPACT: This Contract is funded by California Accidental Release Prevention (CalARP) Program fees included in the Health Services Department' s Budget. BACKGROLTNDIREASON(S) FOR RECOMMENDATION(S): On November 2, 1999, the Board of Supervisors approved Contract #22- 648--5 with Jo A. Haegert for provision of consultation and technical assistance to the Department' s Hazardous Materials Division with regard to development of the CalARP Program, pursuant to Health and Safety Code Sections 25531-25543 , and with regard to the development of Safety Programs, pursuant to County Ordinance Code Chapter 450-8, for the period from November 1, 1999 through October 31, 2000 . Since then the Board of Supervisors has added additional duties and responsibilities for the CalARP Program which include, but is not limited to, the March 28, 2000 Revised Industrial Safety Ordinance (ISO) and the Unannounced Inspections Policy. Approval of Contract Amendment Agreement #22-648-6 will increase the Contract payment limit allowing the Contractor to provide regulatory oversight services to the facilities which fall under the Revised ISO. In addition, the Contractor will provide technical inspection services as part of an Unannounced Inspection Team which will accomplish surprise inspections at any of the 27 large facilities handling regulated substances in Contra Costa County. BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : The Contra Costa Health Plan (Health Plan) has an obligation to provide professional outpatient psychotherapy services for Health Plan members with mental health therapy services as a covered benefit . This population includes Medi-Cal, Medicare, and Commercial members enrolled in the Health Plan Approval of Non-Physician Services Contract #27-403-1 will allow the Contractor to provide professional outpatient psychotherapy services, through March 31, 2001 . SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S) : Approve and authorize the Health Services Director, or his designee (Milt Camhi) to execute on behalf of the County, Contract #27-464 with Cresent Healthcare, Inc. , for the period from April 1, 2000 through March 31, 2001, for provision of professional in-home health care services for Contra Costa Health Plan members and Basic Adult Care (BAC) Program members, to be paid as follows : a. For Commercial Members: 100W of the fee stated in the Medicare fee schedule. b. For Medi-Cal Members and BAC Program Memberstcounty shall pay Contractor those rates set forth in the Medi-Cal schedule of Maximum Allowances in effect on August 1, 1998. In the event rate increases are subsequently approved by the State of California and are included in the County's Health Plan capitated payment, County will thereafter increase the rates County pays to Contractor accordingly. C. For Medicare members: Services for members who are Medicare recipients will be reimbursed at the Medicare rate of payment. Physician will bill Medicare as primary payor and County will pay Medicare-required copayments and deductibles for Medicare approved services. BACKGROUND f REASON(S) FOR RECOMMENDATION(S) : The Contra Costa Health Plan (Health Plan) is obligated to provide Health Plan members and BAC Program members with professional in-home health care services when necessary. The use of in-home health care is beneficial to the County because it eliminates the more costly use of Hospitals or other long term facilities. In addition, in-home health care will allow the member to be treated in a familiar setting, which allows for faster recovery. Under Contract #27-464, the Contractor will provide professional in-home health care services to Health Plan members and BAC Program members, through March 31, 2001 .
