SUBJECT: Formation of the Dublin/Contra Costa Area of Benefit.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
REFER to the Transportation, Water& Infrastructure Committee the proposed formation of the
Dublin/Contra Costa Area of Benefit.
FIX Tuesday, June 13, 2000 at 9:00 A.M. for a public hearing to form the Dublin/Contra Costa
Area of Benefit.
DIRECT the Public Works Director to give notice of the hearing and to file a copy of the
Development Program Report for the Dublin/Contra Costa of Benefit with the Clerk of the Board
in accordance with Government Code Sections 65091 and 66484.

11. Financia! Impact:
The formation of the Dublin/Contra Costa Area of Benefit will have no financial impact on the
General Fund. The funds collected will be deposited in a trust fund account specific to the
improvements to be funded by the Dublin/Contra Costa Area of Benefit.
Ill. Reasons for Recommendations and Background:
The Dublin/Contra Costa Area of Benefit is a program established to mitigate the impacts of
development in the Dougherty Valley area by improving the capacity and safety of the arterial
road network in Dublin. Public Works staff has been working with the City of Dublin to determine
the amount of the fee and the projects to be constructed with its revenue. The fee ordinance will
apply only to new development within the unincorporated area of Dougherty Valley.
IV. Consequences of Negative Action:
Failure to implement the Dublin/Contra Costa Area of Benefit will prevent the mitigation of impacts
to Dublin of Dougherty Valley development.

Foster Parent Recognition Month in ) Resolution 20001207

Whereas, the American family, serving as the primary source of leve,
identity, self-esteem, and support, is the very foundation of our
communities and our nation; and
Whereas, there are currently 2,469 children in foster care in Contra Costa
County due to problems of abuse and neglect who need the temporary
safety and security of a stable foster family until they can achieve a safe,
permanent family environment; and
Whereas, emergency foster families open their homes and hearts to these
children in crisis, often in the middle of the night and without notice,
comforting and holding these frightened and confused children; and
Whereas, over 475 foster families in Contra Costa County dedicate
themselves to providing these children with the love and values that help
prepare them for responsible adult living; and
Whereas, numerous public and private agencies work to increase the
public's awareness of the needs of children in foster care and the enduring
and valuable contribution of foster parents.
Wow, therefore, be It resolved that the Board of Supervisors declares
May 2000 as FOSTER PARENT RECOGNITION MONTH in Contra Costa
County.
Passed and adopted on May 2, 2000 by a unanimous vote of the Board
members present.

In the Matter of Resolution No. 2000/208
Declaring May 5, 2000, as
"Cinco de Mayo Day" in
Contra Costa County to
Commemorate this Significant
Event in Mexico History
WHEREAS, the Mexican National Army, under the command of General Ignacio
Zaragoza did, on May 5, 1862, at the City of Puebla, engage itself in fierce combat with the
French Army; and
WHEREAS, the Soldiers of Mexico exhibited such bravery, heroism and dedicated
defense of their country that they defeated the invading army of France; and
WHEREAS, this defeat brought about the decline of the French Army and led to its
ultimate defeat on July 19, 1867; and
WHEREAS, this heroic action by the Mexican Army brought to an end the plans of the
invading army to conquer the entire American continent thereby changing the course of history.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Contra
Costa County does hereby proclaim Friday, May 5, 2000, as "Cinco de Mayo Day" in Contra
Costa County to honor and recognize the courage of the Mexican people and the Mexican
National Army as displayed by their valiant defense of their country;
BE IT FURTHER RESOLVED, that the Board of Supervisors invites the citizens of
Contra Costa County to join in the observance and celebration of Cinco de Mayo.
PASSED by unanimous vote of the Board Members present on this Vd of May 2000.
