DATE: May 2, 2000 PAGE: 2 RECOMMENDED ACTION (continued): AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Community Development for processing, and a $25 fee to the County Clerk for filing the Notice of Exemption. II. FINANCIAL IMPACT: The estimated project cost is $258,000, funded by Transportation Development Funds (60%) and Measure C (40%). II1. REASONS FOR RECOMMENDATION/BACKGROUND: This project consists of creating bicycle lanes along each side of Castro Ranch Road. The project has two sites. The first site is approximately 2,825 feet long and extends southwesterly from Alhambra Valley Road to the Richmond City Limit, near Country View Drive (Fig. 3). The work at this site consists of excavating the road shoulder, approximately one-foot deep by four feet wide, placing asphalt concrete, and restriping the road. The second site is approximately four feet wide by 1,000 feet long and extends southwesterly from the Richmond City Limit, near Olinda Road, to San Pablo Dam Road (Fig. 4). The work at this site consists of restriping the existing road pavement for the new bicycle lanes. Traffic control through the construction zones will be implemented. Detours will not be required. No additional right-of-way is needed for the project. A non-native tree located on Castro Ranch Road, approximately 300 feet from Alhambra Valley Road, may need trimming. Other non-native trees may need trimming at various locations. Any roots exposed during excavation will be cut cleanly. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it can be seen with certainty that there is no possibility that the activity may have a significant adverse effect on the environment. The project consists of the creation of bicycle lanes within existing rights-of-way, which is a minor public alteration in the condition of the land and vegetation. No scenic resources will be removed as a result of the activity. IV. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction and may jeopardize funding. REASONS FOR RECOMMENDATION/BACKGROUND: The "on—call' Consulting Service Agreement is needed to assist Public Works Department staff in obtaining regulatory permits associated with Flood Control, Road, and Airport projects. IV. CONSEQUENCES OF NEGATIVE ACTION: If the Consulting Service Agreement is not approved, various flood control, road, and airport projects will not obtain required permits causing delays in their construction and repair. Section 2121 of the Streets and Highways Code provided that in May of each year, each county shall submit to the State Department of Transportation any additions or exclusions from its mileage of maintained county roads, specifying the terminuses and mileage of each route added or excluded; and The State Department of Transportation certified to the State Controller on October 31, 1998, that the total mileage of maintained county roads in Contra Costa County was 737.09.
