2) what level of County funding is needed for the program to operate most effectively

BACKGROUND:
The 1994 Contra Costa County Task Force on Homelessness and the 1994 Contra Costa County
Conference on Homelessness identified a 24-hour homeless hotline as one of the highest
priorities for homeless people. In 1995 the Contra Costa County Board of Supervisors voted to
fund a 24-hour homeless hotline so that homeless people had immediate information about
available shelter, mental health counseling, substance abuse treatment, vocational training,
medical care, emergency food and other services. The Contra Costa Crisis Center(CCCC)began
operating the homeless hotline in 1996. The CCCC was a rational choice for the contract
because they already operated 10 other crisis lines 24 hours a day, and had been the county's only
24-hour provider of emergency lodging vouchers for over 10 years.
To answer all phone calls, meet the service provisions of the contract and comply with all
reporting requirements costs the CCCC approximately$200,000 per year. Previous to 1999-
2000,the County contract was $43,000 per year—the balance of the operating costs was and is
funded through other sources, including United Way. For 1.999-2000, Brenda Blasingame,
former Homeless Program Director, proposed a contract amendment for$17,000, bringing the
total of the contract to $60,000. This would mean a proportional amendment for 2000-2001 of
$50,000, making a total 2000-2001 contract of$93,000. After review of the contract, Contra
Costa Health Services has now recommended against the contract amendments (see May 8, 2000
letter from Cynthia Belon, Homeless Program Director, attached).
Discussion with stakeholders indicates that the dispute over the contract amendment may be the
result of larger issues with the overall funding and administration of the Homeless Program,
including the Contra Costa Health Services budget shortfall. It is therefore recommended that
the Finance Committee examine the Contra Costa Crisis Center contract with all parties
involved.
As well, given the larger issues, it is recommended that the Finance Committee review County
funding and administration of the Homeless Program and make a proposal to the entire Board
regarding the program's administration, appropriate source(s)of ongoing County funding and
specific funding amounts for fiscal year 2000-2001.

SUBJECT: Contractors' Cost-of-Living Adjustment Formula
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
REFER to the Finance Committee the development of a formula for the determination of cost-of-
living adjustments for those County contractors who are members of the Contractors' Alliance, a
group of non-profit agencies having contracts with Contra Costa Health Services. To be included
with the formula will be specific definitions and guidelines for its application.
BACKGROUND:
Good administrative practice requires that any formula for application within a contracting
process be clearly specified, along with definitions and guidelines for its application. This level
of specificity has not been present regarding COLAs for the member agencies of the Contractor's
Alliance. To avoid problems resulting from disagreements about the formula and its application,
it is recommended that a clear and specific formula be developed, along with definitions and
guidelines for its application.
