SUBJECT: North Richmond Youthbuild Program
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND & JUSTIFICATION
I. RECOMMENDATIONS
APPROVE and AUTHORIZE the Executive Director to jointly submit a Youthbuild Grant
Application with the Redevelopment Agency and execute the required agreements for the
design and implementation of an education and employment program for economically
disadvantaged youth located in the North Richmond Redevelopment Project area.
11. FISCAL IMPACT
No significant existing funding will be utilized on this project. The total project cost is estimated
at $1,300,000 of which $700,000 is being requested from the U.S. Department of Housing and
Urban Development. Additional project funding will be provided by the North Richmond
Redevelopment Project Area and other sources. Two or three underutilized properties will be
donated by the Housing Authority and HUD to be converted to low income home ownership
opportunities or other community uses.
Ill. BACKGROUND/REASONS FOR RECOMMENDATIONS
A major goal of the North Richmond Redevelopment Plan is to facilitate economic
development, stimulate and attract private investment, and create employment opportunities
for area residents in the Project Area. Development of an education and employment program
for the North Richmond youth has been proposed as a crucial step in promoting economic
development and revitalizing the area. The North Richmond Municipal Advisory Council
(NRMAC) unanimously supported the proposed grant application at the May 9, 2000 meeting.
The Housing Authority of the County of Contra Costa and the Redevelopment Agency are joint
applicants for the proposed project. The joint application requires both parties to execute a
Memorandum of Understanding to submit the Youthbuild Grant application.

The program concept includes submitting a 30-month grant application of$700,000 to provide
a variety of education and employment skills through housing construction/rehabilitation work,
academic classes, and leadership development to youth/young adult offenders and/or parolees
in the North Richmond community. At least 75% of the participants must be very low-income
or members of a very low-income household. Additionally, at least 75% of the participants
must be high school dropouts.
The program contemplates using two or three or more of the Housing Authority scattered sites
as the property for rehabilitation. The rehabilitated units will be made available for low-income
homeownership opportunities, including affordability restrictions. It is possible that one unit
may be rehabilitated as a neighborhood childcare center or another community facility.
The program will have two 15 to 25 person trainee crews of 12 to 15 months rather than one
large group throughout the affected period. Participants must commit to a full time effort for
the specified training period, and will receive a stipend during the training period.
The program also includes academic training and leadership development components.
Rather than duplicating services, we will be discussing collaboration opportunities with all the
active non-profits, education, union trades and other service providers. Program emphasis is
to lead the participants to the attainment of a high school diploma or its equivalency
(i. e., GED).
IV. CONSEQUENCE OF NEGATIVE ACTIONS
Should the Board of Commissioners elect not to authorize the Executive Director to jointly
submit a Youthbuild Grant Application, this program would not be implemented, to the
detriment of North Richmond.
