RECOMMENDATIONS
ADOPT the attached resolution which determines the tax exchange for the proposed Annexation
No. 00-02 to the Byron Sanitary District (LAFC 00-19). The Byron Sanitary District has agreed
that no property tax shall be transferred to it as a result of the annexation.
BACKGROUND
Section 99.01 of the Revenue and Taxation Code provides that a jurisdictional change resulting
from a special district providing one or more services to an area where such services have not
been provided previously shall not become effective if one or more affected special districts
involved in the property tax exchange negotiation fails to adopt a resolution agreeing to a transfer.
The Byron Sanitary District has agreed by resolution that no property tax will be transferred as a
result of the annexation.

WHEREAS,Section 99.01 of the Revenue and Taxation Code provides that a jurisdictional change resulting

WHEREAS, the Board of Supervisors shall determine the property tax exchange for each affected district
that fails to adopt a resolution agreeing to a property tax transfer for the annexing district; and
WHEREAS, the proposed Annexation No. 00-02 to the Byron Sanitary District(LAFC 00-19) involves the
annexation of territory to the Byron Sanitary District(BSD)which will affect the service responsibilities of the District;
and
WHEREAS,the Byron Sanitary District has agreed that no property tax be transferred to it as a result of the
annexation;
NOW, THEREFORE, BE IT RESOLVED THAT THE BOARD OF SUPERVISORS OF CONTRA COSTA
COUNTY HEREBY DETERMINES that no property tax will be transferred to the Byron Sanitary District as a result
of annexing the territory described in the proposed Annexation No. 00-02 to Byron Sanitary District (LAFC 00-19).
This resolution does not change the property tax revenue accruing to other agencies serving the subject territory
or the affected districts' right to collect taxes for existing bonded indebtedness. The property tax exchange
agreement discussed above shall apply to affected territory as submitted or revised by the Local Agency Formation
Commission.

REORGANIZATION OF THE BETHEL ISLAND AND OAKLEY FIRE PROTECTION DISTRICTS

RECOMMENDATIONS
ADOPT the attached resolution which determines the tax exchange for the Proposed
Reorganization of the Bethel Island and Oakley Fire Protection Districts (LAFC 00-16). The tax
exchange is a direct transfer of 100% of the property tax revenue accruing in the affected territory
(known as the Cypress Lakes and Country Club Project) from the Oakley Fire Protection District
to the Bethel Island Fire Protection District.
1ACKGROUND
The proposal requests the detachment of+/- 580 acres from the Oakley Fire Protection District
and concurrent annexation of said territory to the Bethel Island Fire Protection District. The
territory is known as the Cypress Lakes and Country Club Project.
The Board of Supervisors acting as the governing board of both districts has requested in
Resolution 2000-182 that LAFCO approve the detachment of the territory from the Oakley Fire
Protection District and concurrent annexation to the Bethel Island Fire Protection Distrct. This
resolution is a requirement of Section 99.01 of the Revenue and Taxation Code that stipulates
jurisdictional changes shall not become effective absent a property tax exchange agreement.

WHEREAS, the proposed Reorganization of the Bethel Island and Oakley Fire Projection Districts (LAFC
00-16) involves the detachment of territory from the Oakley Fire Protection District (OFPD) and the concurrent
annexation of said territory to the Bethel Island Fire Protection District (BIFPD), which will affect the service
responsibilities of the Districts; and
WHEREAS, the Board of Supervisors acting as the governing board of the Oakley and Bethel Island Fire
Protection Districts has requested in Resolution 2000-162 that the Local Agency Formation Commission of Contra
Costa County concurrently approve the detachment of the territory of the Oakley Fire Protection District contained
within the southern portion of subdivision 7562 (known as the Cypress Lakes and Country Club Project) and
approve the annexation of the detached portion to the Bethel Island Fire Protection District; and
WHEREAS, the reorganization that involves the detachment of territory from OFPD and the concurrent
annexation of the territory to the BIFPD will result in the transfer of property tax from OFPD to the BIFPD;
NOW, THEREFORE, BE IT RESOLVED THAT THE BOARD OF SUPERVISORS OF CONTRA COSTA
COUNTY HEREBY DETERMINES that 100 percent of the property tax revenue accruing to Oakley Fire Protection
District from the affected territory shall be transferred to the Bethel Island Fire Protection District for the fiscal year
for which the State Board of Equalization makes the tax rate area changes for this jurisdiction change. Said
transfer shall apply in subsequent years unless changed by the mutual agreement of affected agencies or
subsequent jurisdictional changes. Said tax transfer apply to affected territory as submitted or revised by the Local
Agency Formation Commission. This resolution does not change the property tax revenue accruing to other
agencies serving the subject territory or the affected districts'right to collect taxes for existing bonded indebtedness.

RECQWv1ENDATIONS
APPROVE and AUTHORIZE the Deputy Director-Redevelopment to submit a Youthbuild Grant
Application and execute the required agreements for the design and implementation of an education and
employment program for economically disadvantaged youth located in the North Richmond
Redevelopment Project area.
FISCAL IMPACT
No General Fund money will be used on this project. The total project cost is estimated at $1,300,000,
of which is $700,000 being requested from the Department of Housing and Urban Development.
Additional project funding will be provided by the North Richmond Redevelopment Project Area and the
County Housing Authority and will be provided for in the Fiscal Year 2000-01 budget.
BACKGRC3LJND/REASC3NS FOR RECQMMENDATIONS
A major goal of the North Richmond Redevelopment Plan is to facilitate economic development,
stimulate and attract private investment, and create employment opportunities for area residents in the
Project Area. Development of an education and employment program for the North Richmond youth
has been proposed as a crucial step in promoting economic'development and revitalizing the area. The
North Richmond Municipal Advisory Council (NRMAC) unanimously supported the roposed grant
application at the May 9, 2000, meeting.

The Redevelopment Agency and County Housing Authority are joint applicants for the proposed
project. The joint application requires both parties execute a Memorandum of Understanding to
submit the Youthbuild Grant application.
The program concept includes submitting a 30-month grant application of$700,000 to provide a
variety of education and employment skills through housing construction/rehabilitation work,
academic classes, and leadership development to youth/young adult offenders and/or parolees in the
North Richmond community. At least 75%of the participants must be very low-income or members
of a very low-income household. Additionally, at least 75°x'4 of the participants must be high school
dropouts.
The program contemplates using 2 or more of the Housing Authority scattered sites as the property
for rehabilitation. The rehabilitated units will be made available for low-income homeownership
opportunities, including affordability restrictions. It is possible that one unit may be rehabilitated as
a neighborhood child care center.
The program will have two 15 to 25 person trainee crews of 12 to 15 months rather than one large
group throughout the affected period. Participants must commit to a fiill time effort for the specified
training period and will receive a stipend during the training period.
The program also includes academic training and leadership development components. Rather than
duplicating services, we will be discussing collaboration opportunities with all the active non-profits,
education, union trades and other service providers. Program emphasis is to lead the participants to
the attainment of a high school diploma or its equivalency(i.e., GED).
Redevelopment Agency participation is expected to be in-lieu staff time with a future possibility of
providing homebuyer assistance or program expansion funding. The County Housing Authority will
provide the properties and in-lieu staff time with a possibility of future program expansion funding.
Staff expects to submit other grant applications to fund program expenses not covered by the
Youthbuild Grant.
