SUBJECT: ESTABLISH THE MONTH OF MAY, 2000 AS OLDER AMERICANS' MONTH AND
OLDER CALIFORNIANS' MONTH
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION
Establish the month of May, 2000 as Older Americans' and Older Californians' month.
H. REASONS FOR RECOMMENDATION/BACKGROUND
Traditionally the President of the United States and the Governor of California have
declared May as Older Americans' and Older Californians' Month.
The Administration on Aging, Department of Health&Human Services has developed a
theme for this year entitled "In the New Century. . . The Future is Aging". This theme
spotlights the impact which longevity will have on nearly every aspect of society in the
coming years--from our health and long term care needs,to our economic security, our
housing and living arrangements, our retirement plans, and to our leisure time.
According to the U.S. Census Bureau, America's population age 65 or older grew by 74%
between 1970 and 1999, from 20 million to almost 35 million people. While one in eight
Americans was 65+in 1999,this will rise to about one in five in 2030.
The phenomenon of longevity in the 21 s`century magnifies the importance of life course
planning. The opportunity to live a long life carries a new responsibility.
Daily decisions can be made to stay active and healthy. As important,we can save and
invest wisely, commit to work or activities that are satisfying and engaging, form and
sustain lasting ties with family and friends, and take steps to fulfill our spiritual needs.

The U. S. Administration on Aging encourages individuals and families,planners and
policymakers alike to recognize the value of life course planning. America's people and its
families can prepare now for the longevity that they are likely to enjoy in the new millennium.
The Employment and Human Services Department for its Aging and Adult Services would like
to express appreciation and gratitude to the over 151,000 persons age 60+ in the county and for
their many contributions to the growth and development of our nation, state, and county by
recommending that the month of May, 2000 be designated Older Americans' and Older
Californians` Month

EMERGENCY MEDICAL SERVICES WEEK }
RESOLUTION NO. 2000/249
WHEREAS, emergency medical services is a vital public service; and
WHEREAS, the members of emergency medical services teams are ready to provide
lifesaving care to those in need 24 hours a day, seven days a week; and
WHEREAS, access to quality emergency care dramatically improves the survival and
recovery rate of those who experience sudden illness or injury; and
WHEREAS, emergency medical services providers have traditionally served as the
safety net of America's health care system; and
WHEREAS, emergency medical services teams consist of emergency physicians,
emergency nurses, emergency medical technicians, paramedics, firefighters, educators,
administrators, and others; and
WHEREAS, approximately two-thirds of all emergency medical services providers are
volunteers; and
WHEREAS, the members of emergency medical services teams, whether career or
volunteer, engage in thousands of hours of specialized training and continuing
education to enhance their lifesaving skills; and
WHEREAS, Americans benefit daily from the knowledge and skills of these highly
trained individuals; and
WHEREAS, it is appropriate to recognize the value and the accomplishments of
emergency medical services providers by designating Emergency Medical Services
Week; and
WHEREAS, injury prevention and the appropriate use of the EMS system will help
reduce national health care costs; and
NOW, THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF CONTRA
COSTA COUNTY, CALIFORNIA RESOLVED that the week of May 1420, 2000 be
DESIGNATED as Emergency Medical Services Week,and encourage the community
to observe this week with appropriate programs, ceremonies, and activities.
PASSED AND ADOPTED ON MAY 23, 2000 by a unanimous vote of the Board
members present.

Resources for Community Development (RCD) )
Day in Contra Costa County )
RESOLUTIONN NO. 2000/250
WHEREAS, RCD has been a community-based provider of affordable housing for very-low and
low income households in Contra Costa County since 1984; and
WHEREAS, RCD has developed a wide range of affordable rental housing projects; including
housing for people with HIV/AIDS, people with physical disabilities, the frail elderly, formerly
homeless women and children, and very-low income families;and
WHEREAS, RCD has assisted Contra Costa County residents in becoming owners of their
housing, and
WHEREAS, RCD actively advocates for the continuing availability of affordable housing in
Contra Costa County and throughout Northern California; and
WHEREAS, RCD is committed to excellent property management and resident services in its
completed developments; and
WHEREAS, RCD is committed to including the input of future residents and the community
throughout the housing development process; and
WHEREAS, RCD is a non-profit housing development corporation dedicated to creating and
preserving high quality affordable housing for people with the fewest options in Contra Costa
County and throughout Northern California
NOW, THEREFORE, BE IT RESOLVED, that the County Board of Supervisors does hereby
proclaim that June 4, 2000 is RCD day in Contra Costa County and that its accomplishments
and contributions to the citizens and community of the County of Contra Costa be celebrated
accordingly.

WHEREAS W. Alan Pfeiffer started his career with Contra Costa County on October 2, 1967
first working for Public Works Flood Control as an Associate Real Property Agent; then
transferred to Building Maintenance on August 1, 1977; promoted up through the ranks to a
position of Lease Manager on May 1, 1982; and transferred to General Services when this
department was established October 1, 1985; and
WHEREAS W. Alan Pfeiffer initiated innovative and forward thinking solutions to meet the
space needs of County departments including the establishment of the Contra Costa County
Public Facilities Corporation and development of projects for acquisition of buildings for County
use; and
WHEREAS during the course of his County service, W. Alan Pfeiffer took a leave to honorably
serve his country in Viet Nam; and
WHEREAS W. Alan Pfeiffer passionately cared about providing County employees building
environments that are comfortable, safe and healthful;
IT IS BY THE BOARD RESOLVED THAT W. Alan Pfeiffer be recognized for his many
years of faithful and caring service to Contra Costa County and for the legacy that he leaves in
promoting good workplace environments with attractive buildings and beautiful trees and
landscaping;
BE IT FURTHER RESOLVED that the Director of General Services designate a grove of trees
at an appropriate building site to be named the W. Alan Pfeiffer Serenity Grove.
PASSED by unanimous vote of the Board Members present on this 23`d day of May, 2000.

In the Matter of Honoring Rich Clarke )
to Commemorate his Retirement ) RESOLUTION NO. 2000/247
9WEREAS; Rich Clarke has served the Mount Diablo Unified School District for 28 years; and
9WEREA, Mr. Clarke started his career as a School Psychologist and then as Administrator-
School Linked Services; and
H ERFAS, Rich is commended for his involvement in community activities, including his
services as a founding board member of the Child Abuse Prevention Council, a founding board
member of the Improv Works, as well as a member of the County Family Preservation Planning
Committee and Contra Costa County Policy Forum Committee; and
WHEREAS he is credited with the linkage between Mount Diablo Unified School District and
all County departments, e.g., Cal Works, Department of Social Services, Contra Costa County
Health Department and the Service Integration Team; and
WHEREAS he was the prime mover for the Bay Point Healthy Start Collaborative,
painstakingly bringing together parents, teachers, County programs and community organizations;
and
WHEREAS, he worked skillfully within the School District, with State Healthy Start and with
Health Services staff to establish a renovated space for health services; and
WHEREAS, once this space was created, Rich Clarke worked tirelessly with Health Services and
the School District to create a unique collaborative, the Bay Point Family Health Center, where he
will always be known as the Grandfather,
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors does hereby
proclaim June 8, 2000 as Rich Clarke Day.
