DATE: May 3 , 2040 Costa County SUBJECT: Approval of Contract #22-526-3 with Contra Costa Child Care Council SPECIFIC REQUEST(S)OR RECOMMENDATION(S)A BACKGROUND AND JUSTIFICATION RECOMMENDATION(S) : Approve and authorize the Health Services Director or his designee (Wendel Brunner, M.D. ) to execute on behalf of the County, Contract #22-526-3 with Contra Costa Child Care Council, in the amount of $25, 017, for the period from March 1, 2000 through February 28, 2001, to provide nutrition education and outreach services. FISCAL IMPACT: 100% Federal funds. CHILDREN'S IMPACT STATEMENT: This Nutrition Program supports County's "Children Ready for and Succeeding in School" and "Children and Youth Healthy and Preparing for Productive Adulthood" community outcomes by providing nutrition and physical activity training to 400 child care providers, serving 2000 low-income families who are receiving federal food assistance grants. Expected outcomes include an increased adherence to dietary guidelines for healthy eating and increased routine physical activity and exercise. BACKGROUNDLREASON(S) FOR RECOMMENDATION(S) : This Contract meets the social needs of County's population in that it improves the quality of life of low-income families with children by reducing the risk of, and incidence of chronic diseases related to issues of diet and physical activity. In April 1999, the County Administrator approved and the Purchasing Services Manager executed Contract #22-526-2 with Contra Costa Child Care Council, for the period from February 15, 1999 through February 29, 2000, for the provision of nutrition education and outreach services. Approval of Contract #22-526-3 will allow the Contractor to continue providing services through February 28, 2001. Department of Veterans Affairs SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Approve and authorize the Health Services Director, or his designee (Frank Puglisi, Jr. ) , to execute on behalf of the County, Contract #26-343-7 (V261S-0424) with the U.S . Department of Veterans Affairs Northern California Health Care System (VANCHCS) , in the amount of $194 , 705 for the provision of Ophthalmology services, for the period from January 1, 2000 through September 30, 2002 . In accordance with the term of the agreement, County agrees to indemnify and hold harmless Contractor from claims, losses, damages, liabilities, costs, expenses or obligations arising out of, or resulting from CCRMC' s wrongful or negligent conduct in the performance of this Contract . FINANCIAL IMPACT: The Agreement is funded in the Health Services Department ' s Enterprise I Budget . Under the term of the agreement, VANCHCS is paid a fee for service in accordance with the fee schedule which is incorporated in the Contract . The services provided for the County' s patients under this Contract are billable to patients and third party payors. REASONS FOR RECOMMENDATIONSIBACKGROUND: For many years the County and U.S. Department of Veterans Affairs has maintained a mutual sharing agreement which has made available to the County specialized medical services not otherwise available due to lack of resources, equipment, and personnel . These services included specialized laboratory testing, radiology services, nuclear medicine studies, CT scans, MRI ' s, dermatology, gastroenterology, urology, audiology and speech, and ophthalmology services . The County provided Emergency Room treatment and inpatient care, including certain ancillary services for VA-referred patients . Approval of Contract #26-343-7, will allow Contractor to continue providing specialized ophthalmology medical services to County' s patients referred for treatment by Contra Costa Regional Medical Center physicians through September 30, 2002 . The Contract documents have always been prepared by the Veterans Administration. Under Contract #26-907-3 , Laszlo Tamas, M.D. will provide professional Neurosurgery services, including consultation, training, on-call coverage, administration services, and Medical and/or surgical procedures, for Contra Costa Regional Medical Center and Contra Costa Health Centers through March 31, 2003 . On April 27, 1999, the Board of Supervisors approved Contract #27-427 with Kevin Beadles, M.D. , for the period from February 1, 1999 through January 31, 2000 . Approval of Contract #27-427-1 will allow the Contractor to continue to provide professional ophthalmology services to Contra Costa Health Plan members, through January 31, 2001 . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : The Contra Costa Health Plan (Health Plan) has an obligation to provide professional psychiatric services for Health. Plan members with mental health therapy services as a covered benefit . This population includes Medi-Cal, Medicare, and Commercial members enrolled in the Health Plan. Under Contract #27-465, the Contractor will provide professional outpatient psychotherapy services for Health Plan members, through March 31, 2001 .
