FISCAL IMPACT• This Contract Amendment Agreement provides an additional $72 ,875 of State. funding through the Employment and Human Services Department, for the provision of additional services for CalWORKs mothers and their children. CHILDREN'S IMPACT STATEMENT: This Alcohol and Drug Abuse program supports the Board of Supervisors-' "Families that are Safe, Stable, and Nurturing" community outcome by providing parenting education, stability, and safety for mothers (and their children) and pregnant women who are alcohol and drug dependent. Expected outcomes include delivery of drug-free babies, decreased use of alcohol, tobacco and other drugs, reduction in the number of relapses, and creation of a sober social network. BACKGROUNDZREASON(S) FOR RECOMMENDATION(S) : On January 25, 2000, the Board of Supervisors approved Contract #24-872-7 (as amended by Contract Amendment Agreement #24-872-8) with Bi-Bett Corporation, for the period. from July 1, 1999 through June 30, 2000 (which included a six-month automatic extension through December 31, 2000) for the provision of a Perinatal Residential Treatment Facility for women and their children and Residential Substance Abuse Treatment Center for women. SPECIFIC REQUEST(S)OR RECOMMENDATION(g)&BACKGROUND AND JUSTIFICATION RECO MMENDATION(S) : Approve and authorize the Health Services Director or his designee (Donna Wigand) to execute on behalf of the County, Contract #74-038 with FamiliesFirst, Inc. , for the period from March 1, 2000 through June 30, 2000, in the amount of $116, 932 , for the provision of a Shelter Program for emergency placement of Seriously Emotionally Disturbed (SED) children at County's Rose Manning Youth Center. This Contract includes a six-month automatic extension through December 31, 2000, in the amount of $176, 640. FISCAL IMPACT: This Contract is funded as follows: $ 60, 419 Federal Medi-Cal Revenue (FFP) 56, 513 State EPSDT $116,932 Total Contract Payment Limit CHILDREN'S IMPACT STATEMENT: This Mental Health Program will support the following Board of Supervisors' community outcomes: "Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing" ; and "Communities that are Safe and Provide a High Quality of Life for Children and Families" . Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and placement at discharge at a lower level of care. BACKGiROUNDLREASON(S) FOR RECOMMENDATION(S) : This Contract meets the social needs of County's population in that it provides an emergency placement facility for SED children with emotional and behavioral problems to keep these children in the community and out of State hospitals. Rose Manning Youth Center, operated by FamiliesFirst, Inc. , is the only facility equipped to handle children with this level of mental health and behavioral problems. Under Contract #74-038, FamiliesFirst, Inc. will provide an emergency placement shelter program, including intensive day treatment, medication support, and mental health services at the Rose Manning Youth Center through June 30, 2000. BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : On July 15, 1999, the Board of Supervisors approved Contract #26- 327--3 , with Healthcare Financial Staffing, for the period from June 1, 1999 through May 31, 2000, to provide temporary admitting, billing, and collection professionals to provide coverage for the registration desk at Contra Costa Regional Medical Center. Approval of Contract Amendment Agreement #26-327-4 will allow the Contractor to provide additional registry services through May 31, 2000 . FISCAL IMPACT: Contractor shall be paid a fee rate of not less than $75 . 00 per hour nor more than $395 . 00 per hour in accordance with the Contractor' s usual and customary hourly billing rates for its services, as approved by the Health Services Director. The Contractor will also be reimbursed for travel on behalf of the County, as approved in advance by the Health Services Director, and for miscellaneous expenses actually incurred in the provision of services under the Contract . This Contract is funded by Enterprise I in the Health Services Department' s budget . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : Since 1985, this Contractor, which specializes in health care law, has been providing temporary legal services in the form of consultation, research, opinion, advice and representation for the Health Services Director with regard to Medi-Cal audit appeals and other Departmental fiscal, administrative and litigation matters . On June 15, 1999, the Board of Supervisors approved Contract #23-074-18 with Foley & Lardner for the period from July 1, 1999 through June 30, 2000 . Approval of Contract #23-074-19 will allow the Contractor to provide temporary legal services, as requested by the Health Services Director, through June 30, 2001 .
