RECOMMENDATION(S)
Approve and authorize the Health Services Director, or his designee
(Donna M. Wigand) to execute on behalf of the County, Contract
#24-681-41 (1) with Rubicon Programs, Inc . (dba Idaho Apartments
Association) for the period from April 1, 2000 through March 31,
2001, in the amount of $28, 800 , for the provision of augmented board
and care services for County-referred mentally disordered clients .
FISCAL IMPACT:
This Contract is 100% funded by Mental Health Realignment .
HACKGROUNDIREASON(S) FOR RECOMbMENDATION(S) :
On July 20, 1999, the Board of Supervisors approved Contract
#24-681-41 with Rubicon Programs, Inc . (dba Idaho Apartments
Association) , for the period from April 1, 1999 through March 31,
2000, for the provision of Augmented Residential Board and Care
services .
The Department ' s residential support program, called Supported Adult
Group Enterprises (S.A.G.E. ) provides Augmented Board and Care
Services designed to meet the needs of the seriously persistently
mentally ill (SPMI) adults, who currently reside in locked
facilities and state hospitals . Rubicon Programs, Inc . (dba Idaho
Apartments Association) is one of the few board and care facilities
that was able to meet the S.A.G.E. Program requirements and provide
permanent housing with on-site support that allows mental health
consumers to fully integrate into the larger community.
Approval of Contract #24-681-41 (1) will allow Contractor to continue
providing six (6) dedicated beds for use by County-referred clients
through March 31, 2001 .

RECOMMENDED ACTION:
Approve and authorize the Health Services Director, to execute on
behalf of the County, Contract #23-286 with International Programming
and Systems, Inc . , in the amount of $55, 000, for the period from May 1,
2000 through April 30, 2001, for recruitment services to fill
Information Systems Programmers/Analysts positions .
FISCAL IMPACT:
Funding for this Contract is included in the Health Services
Department' s Enterprise I Budget .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
The Department has experienced a long history of vacancies for
information systems classes for which traditional recruitment efforts
have failed. These vacancies have increased costs to County due to
overtime expenses and delays on important projects . The Contractor is
paid a fee only if a successful candidate is placed with the County.
Under Contract #23-286, the Contractor will provide recruitment
services to fill Information Systems Programmers/Analyst positions,
through April 30, 2001 .

RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee
('Frank Puglisi, Jr. ) , to execute on behalf of the County, Contract #26-
373-1 with Jennifer Carlbon, for the period from June 1, 2000 through
May 31, 2001, in the amount of $41, 700, for consultation and technical
assistance to the Department with regard to administrative and
statistical analysis for the Ambulatory Care Centers .
FINANCIAL IMPACT:
Funding for this Contract is included in the Health Services
Department ' s Enterprise 1 budget .
REASONS FOR RECOMMENDATIONS/BACKGROUND:
On June 15, 1999, the Board of Supervisors approved Contract #26-373
with Jennifer Carlbon, for the period from June 1, 1999 through May 31,
2000, to provide consultation and technical assistance to the
Department with regard to administrative and statistical analysis for
the Ambulatory Care Centers, Specialty Access Steering Committee, and
Patient ' s Choice Steering Committee. These committees are responsible
for quality improvement projects which will improve access for patients
in ambulatory care . Reports produced by the Contractor will be used
by the Ambulatory Care Administrator and the committees to guide
operational decision-making.
Approval of this Contract #26-373-1 will allow Contractor to continue
providing professional consultation and technical assistance to the
Department through May 31, 2001 .

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee (Milt
Camhi) , to execute on behalf of the County, Contract #27-247-3 with
Charlotte Nagel, M.D. (dba Aaron Vision Center Medical Group) , for the
periodfrom June 1, 2000 through May 31, 2001, for the provision of
professional ophthalmology services for the Contra Costa Health Plan, to be
paid as follows :
a. For Medi-Cal and Commercials Members:
County shall pay Contractor those rates set forth in the Medi-Cal Schedule
of Maximum Allowances in effect on August 1, 1998. In the event rate
increases are subsequently approved by the State of California and are
included in the County's Health Plan capitated payment, County will
thereafter increase the rates County pays to Contractor accordingly.
b. For Medicare members:
Services for members who are Medicare recipients will be reimbursed at the
Medicare rate of payment. Physician will bill Medicare as primary payor and
County will pay Medicare-required copayments and deductibles for Medicare
approved services.
FISCAL, IMPACT:
This Contract is funded by Contra Costa Health Plan (Health Plan) member
premiums . Costs depend upon utilization. As appropriate, patients and/or
third party payors will be billed for services .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
The Health Plan has an obligation to provide certain specialized
professional health care services for its members under the terms of their
Individual and Group Health Plan membership contracts with the County.
On June 22, 1999, the Board of Supervisors approved Contract #27-247-2 with
Charlotte Nagel, M.D. (dba Aaron Vision Center Medical Group) , for the
period from June 1, 1999 through May 31, 2000 .
Approval of Contract #27-247-3 will allow the Contractor to continue to
provide professional ophthalmology services to Contra Costa Health Plan
members, through May 31, 2001 .

Approve and authorize the Health Services Director, or his designee
(Frank Puglisi, Jr. ) , to execute on behalf of the County, Contract
##26-365-1 with Health Management Solutions, Inc. , in the amount of
$55, 000, for the period from April 1, 2000 through March 31, 2001, to
provide respiratory therapist registry services at Contra Costa
Regional Medical Center and Contra Costa Health Centers .
FINANCIAL IMPACT:
This contract is included in the Health Services Department Enterprise
I budget . Source of funds includes third-party revenues as
appropriate.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
For several years the County has contracted with registries to provide
temporary medical professionals to assist Contra Costa Regional
Medical Center and Contra Costa Health Centers during peak loads,
temporary absences, and emergency situations .
On April 27, 1999, the Board of Supervisors approved Contract #26-365
with Health Management Solutions, Inc. , to provide temporary
respiratory therapist, as required by the Department, for the period
from April 1, 1999 through March 31, 2000 .
Approval of Contract #26-365-1 will allow Contractor to continue
providing services through March 31, 2001.

On May 25, 1999, the Board of Supervisors approved Contract
#23--237-3 (as amended by Contract Amendment Agreement #23-237-4)
with Eastridge Infotech, for the period from June 1, 1999 through
May 31, 2000, to provide consultation and technical assistance to
the Department with regard to custom software applications.
Approval of Contract #23--237-5 will allow the Contractor to continue
providing services through May 31, 2001.
