Code Section 8330). The Board reviewed and approved the project on June 18, 1996, and determined the project to be exempt from the California Environmental Quality Act as a Class 12 Categorical Exception. A Notice of Exemption was fled July 1, 1996. This activity has been found to conform to the County's General Plan. This Board declares that-the hereinabove described proposed vacation area is HEREBY ORDERED VACATED subject to any reservation and exception described in attached Exhibit "A". REASONS FOR RECOMMENDATION/BACKGROUND: This project consists of minor road widening; installing concrete curb, gutter, and sidewalk; bike lane signing, striping, and lane markings along the 8-mile bikeway corridor from Rodeo Transit Station in Hercules (Fig. 3) to Del Norte BART Station in EI Cerrito (Fig. 8). The route will be a combination of Class 11 (bike lane striping and signing) and Class Ill (bike route signing only) bikeway throughout the project. A section of San Pablo Dam Rd. between Morrow Dr. and Alpine Road (Fig. 7) need to be excavated and widened approximately four feet in order to accommodate Class II bike lanes and concrete sidewalk. An encroachment permit will be obtained from Caltrans, so that traffic can be routed around the project areas. Each city (Hercules, Pinole, EI Sobrante, San Pablo, and EI Cerrito)will issue a "No Fee Encroachment Permit"to the contractor, as stated in the Letter of Understanding between the County and the Cities. No additional right of way is required. Some trees and shrubs may need trimming throughout the project limits. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it can be seen with certainty that there is no possibility that the activity may have a significant adverse effect on the environment. The project consists of the creation of bicycle lanes within existing rights-of-way, which is a minor public alteration in the condition of the land and vegetation. Project Description, Common Name (if any) and Location: 1-80 Bikeway, Rodeo Transit Station to Del Norte BART Station, County File#CP 00-34. Project Description: This project consists of minor road widening; installing concrete curb, gutter, and sidewalk; bike lane signing, striping, and lane markings along the 8-mile bikeway corridor from Rodeo Transit Station in Hercules (Fig. 3)to Del Norte BART Station in EI Cerrito (Fig. 8). The route will be a combination of Class 11 (bike lane striping and signing) and Class III (bike route signing only) bikeway throughout the project. A section of San Pablo Dam Rd. between Morrow Dr. and Alpine Road (Fig. 7) need to excavated and widened approximately four feet in order to accommodate Class II bike lanes and concrete sidewalk. An encroachment permit will be obtained from Caltrans, so that traffic can be routed around the project areas. Each city (Hercules, Pinole, El Sobrante, San Pablo, and El Cerrito)will issue a "No Fee Encroachment Permit" to the contractor, as stated in the Letter of Understanding between the County and the Cities. No additional right of way is required. Some trees and shrubs may need trimming throughout the project limits. Project location: West County area through Hercules, Pinole, El Sobrante, San Pablo, and El Cerrito.
