Approve and authorize the submission of Funding Application #28- 511-9 to the California Integrated Waste Management Board (Environmental Health Division Solid. Waste Program) , in the amount of $24, 200, for the period July 1, 2000 through June 30, 2001, for enforcement assistance funds for the Department' s Solid Waste Program. 2 . Authorize the Health Services Director to accept the grant award and execute, on behalf of the County, a subsequent Standard Agreement . FISCAL IMPACT: Approval of this application will result in $24, 200 of funding for the Department ' s Solid Waste Program. No County funds are required. SACKGROM/REASON(g) FOR RECOMMENDATION(S) s Public Resources Code Section 46504 authorizes the California Integrated Waste Management Board to award grants from the solid waste disposal site cleanup and maintenance account to support Local Enforcement Agency (LEA) landfill and .inspection programs. The grant monies will be used to enhance program capabilities and assure staff safety with proper training and equipment . In order to meet the deadline for submission, the application has been forwarded to the State, but subject to Board approval . Four certified and sealed copies of the Board Order authorizing submission of the application should be returned to the Contracts and Grants Unit . FINANCIAL IMPACT: Approval of this application by the State will result in $339, 893 during Fiscal Year 2000-01 for the Immunization Assistance Program. No County funds are required. REASONS FOR RECOMMENDATIONS/BACKGROUND: For many years the County has maintained programs to make immunizations available to all persons in need of this service, in order to prevent the occurrence and transmission of childhood diseases. The Immunization Assistance Program is operated by the .Public Health Division of the Health Services Department . Funding Application #29-208-62 requests State funding to continue services during Fiscal Year 2000-01. The Department will continue to monitor the compliance of preschool, elementary school, and secondary school in meeting State-mandated immunization require- ments. Consultation will be provided to the 1800 Licensed Family Child. Day Homes who are now under the California School Immunization Laws effective April, 1996 . Consultation, technical assistance and special clinics will be continued as needed. Surveillance and Outbreak Control activities will be maintained. Coordination with other child-oriented programs will be carried out to promote immunizations awareness in the medical and lay community. Information and resource materials will be made available. Programs for continuing education units will be offered to professionals. County SUBJECT Approve Standard Agreement (Amendment) #29-388-35 to the Maste nt Agreement with the State Department of Health Services for the County's AIDS Program SPECIFIC REQUEST(S)OR RECOMMENDATION(S)S BACKGROUND AND JUSTIFICATION RECOIL IRMATION(S) : Approve and authorize the Health Services Director, or his designee (Wendel Brunner, M.D.) to execute on behalf of the County, Standard Agreement (Amendment) #29-388-35 (State #99-85081 A-2) with the State Department of Health Services, to increase the FY 1999-2000 Contract Payment Limit by $134,983 from $1,507,053 to a new total of $1,642,036. FISCAL IMPACT: This Amendment increases the maximum reimbursable amount of State funding for FY 1999-2000 by $134,983 from $1,507,053 to a new total of $1.,642,036, for the County's AIDS Program. No County funds are required. I3ACKGROUNDIR JkSON(S) FOR RSCOMNENDATION(S) : On February 2, 1999, the Board of Supervisors approved Standard Agreement #29-388-33 (Stag #99-85081) , as amended by Agreement #29-388-34, with the State Department of Health Services, for the period from July 1, 1999 through June 30, 2000, for the County's AIDS Program. The Master Grant Agreement incorporates a Memorandum of Understanding (MOU) for each service component of the AIDS Program. The MOU's define the services to be provided and the budget for each component and are negotiated by the staff of the State Office of AIDS and County AIDS Program representatives. The State requires only the signatures of the State Office of AIDS Chief and the County Health Officer on the MOU's and any amendments to the MOD's. This streamlines and expedites the contracting procedure for the State and County AIDS Programs because only new Master Grant Agreements and formal amendments affecting the total payment limit of the Master Grant Agreement require County Board of Supervisors and State Department of Finance approval. This Amendment #29-388-35 increases the total Contract Payment Limit for FY 1999-2000, to provide additional funds for education and prevention, and the Neighborhood Intervention Geared to High Disk Testing Outreach Program for the County's AIDS Program. Three certified and sealed copies of this Hoard order should be returned to the Contracts and Grants Unit for submission to the State. FISCALIMPACT A match of $42,000 is required by the County,and has been budgeted for Fiscal Year 2000-2001. BACKG tldD Established by the Board of Supervisors in December 1999 as an official County commission and the authorized County partner with the California Arts Council,the Arts and Culture Commission(AC5)applied for and received funding from the State-Local Partnership Program in July 1995 for Fiscal Year 1995-96. The current application, a request for funding in Fiscal Year 2000-2001, marks the sixth year of the partnership. General operating support provided by the California Arks Council ensures implementation of local arts programming predicated upon effective, broad-based community assessment and planning.
