(#29-092) FINANCIAL IMPACT: Per California Department of Aging Agreement(MS-001-27) for Multipurpose Senior Service Program (MSSP), county to receive funding in the amount of$700,800. No County match required. BACKGROUND: The California Department of Aging funding is yearly funding (FY 1999/2000 funding approved by the Board June 15, 1999) accepted by the Department on behalf of the County to provide case management on a countywide basis for Contra Costa County residents age 65 and over, Medi-Cal eligible, and certifiable for skilled nursing facility care. The Multipurpose Senior Service Program provides case management for assessment, care planning, service arrangement, and client monitoring through a team of health and social service providers. The provision of case management services to this senior population allows individuals who, may otherwise require institutionalization, to remain safely in their own residences. BACKGROUND: The Employment and Human Services Department has been contracting with the State Department of Education (SDE) for over 25 years to provide child care services under the State General Fund Child Care and Development Program. These funds serve families who receive Child Protective Services, teen parents, children at risk of abuse and neglect, children with special needs and low income families. FISCAL IMPACT Approval of this grant would result in. $6, 898, 088 from the State Department of Health and Human Services. No County funds are required. BACKGRODNDIREASON(S) FOR RECOMMENDATION(S) : The , goal of the Whole Circle System of Care Project is to create organizational relationships between the State and local mental health agencies to client functioning and well-being, maintain children in their home's whenever possible, reduce juvenile justice recidivism, maintain school attendance, support parents and strengthen families of children with severe emotional disturbances, and increase multi-cultural and gender competence . In order to meet the deadline for submission, the application has been forwarded to the State, but subject to Board approval . Fourcertified copies of the Board Order authorizing submission of the application should be returned to the Contracts and Grants Unit for submission to the State Department of Health and Human Services. FINANCIAL IMPACT: Approval of this application by the State will result in $554, 820 of funding for the Department' s Traffic-Safe Contra Costa Project through June 30, 2002 . No County match is required. REASONS FOR RECOMMENDATIONSIEACICGROITND The Traffic-Safe Contra Costa Project will address the County' s most pressing car seat, pedestrian, and bicycle safety problems by implementing two major project components : (1) car seat safety, and (2) bicycle/pedestrian safety. Each component will be conducted in partnership with , the Childhood Injury Prevention Coalition (CIPC) , which provides County-wide coordination and advocacy for childhood injury prevention. All project activities will focus on Contra Costa' s low-income residents, who reside primarily in the West County region of Richmond, North Richmond and San Pablo; Concord' s Monument Corridor in Central County; and the City of Pittsburg and unincorporated Bay Point in East County. Additionally, this project will provide technical assistance and training to further develop CIPC''s advocacy on bicycle and pedestrian safety issues . The car seat safety education and distribution will be implemented through Contra Costa Health Services Healthy Start Clinics, which serve low-income pregnant women and currently have a small Car Seat Distribution Program. Pedestrian and bicycle components will be primarily school-based. Because the County' s low-income residents represent several language and cultural groups, Contra Costa Health Services' s Community Wellness & Prevention Program will develop culturally appropriate materials and use staff that represent the diversity of the population.
