ADOPT the Strategic Plan and Early Childhood Education Pian developed by the Contra Costa Local Planning Council for Child Care and Development. 2. REQUEST the Children and Families First Commission (Prop 10) to consider the Strategic Plain and Early Childhood Education Plan in the development of their strategic plan and funding priorities. AC RO N 1R FOR RECOMMENDATION(S): On March 27, 2000, the Family and Human Services Committee held a joint meeting with the Superintendent of Schools, represented by Daly Penning, Assistant Superintendent of Schools, on the Strategic Plan and Early Childhood Education Plan developed by the Contra Costa Local Planning Council for Child Cate and Development. Under state law, the local Planning Council is responsible to both the Board of Supervisors and the Superintendent of Schools. Both review and approve the work of the Council; both appoint members to the Council. B CKGR UNCI/REA t3N FOR RECO M N ATIC3NS n 'd Ron Pipa, Chair of the Council, reviewed the proposed Strategic Plan and Early Childhood Education Plan. Key elements of the Strategic Plan include: ➢ Develop a child care plan for Contra Costa County; ➢ Identify and reduce barriers to development of child care facilities in CCUs 19 cities and 25 unincorporated areas; > Support recruitment and retention of quality child care staff; > Strengthen Council visibility, productivity, functioning and organizational structure; ➢ Disseminate information about funding opportunities/grants; > Promote legislative advocacy. With regard to the Early Childhood Education Plan, Mr. Pipa explained that the plan was designed to create a vision for early education programs; to assess the need, availability, affordability and quality of early education programs; and to identify recommendations to improve early childhood education services. Supervisor John Gioia asked if there had been coordination and/or dialogue with after-school program representatives in the development of the education plan. He noted that after-school programs could reduce the demand for child care. Mr. Pipa responded that one of the Council's members represented recreational centers (Antioch) and that he agreed on the focus on after-school programs. Kate Ertx Berger, member of the Council, concurred and stated that she felt that after- school programs were part of the child care continuum. John Cullen, Director of the Employment and Human Services Department, noted that the County has increased funding for after-school programs, and that the programs usually include tutorial services, mentoring, recreation and supervised care. The department is adding six to 12 schools to their program within the year. Usually these services are for CalWORKs family members. Ray Penning, Assistant Superintendent, added that there is an increased availability of funding for after-school programs, including educational funds. He also noted that the Children and Families Policy Forum will be showcasing after-school programs at their next meeting, scheduled on April 14, 2000 with a panel discussion of after-school experts. Mr. Pipa noted that while the focus of the Early Childhood Education Plan was the under five age group, it certainly would be appropriate to add a recommendation that addresses after-school needs. It was agreed that the recommendation would be added prior to review of the plan by the Board of Supervisors. Scott Tandy, Chief Assistant County Administrator, noted that the Children and Families First Commission (Prop 10) will be developing its local strategic plan and funding priorities. Also, the statewide Commission will be setting its funding priorities. In addition, with the projected state budget surplus, there is an opportunity in April for advocacy in Sacramento for support of a new era of state financing for child care services. He felt it was important that the Board of Supervisors and Superintendent of Schools approve the Council's plans as expeditiously as possible so that they could be used in the argument for increased funding for child care facilities. Kate Ertz Berger noted that there will be an orchestrated series of events in Sacramento on April 10, 11 and 12 to highlight the need for child care subsidies for low income working families, and to influence the Assembly and Senate hearings on the state budget.
