HomeMy WebLinkAboutMINUTES - 04042000 - C15-C18 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA AS THE GOVERNING BODY OF THE CONTRA COSTA COUNTY FLOOD CONTROL AND WATER CONSERVATION DISTRICT Adopted this Resolution on April 4, 2000 by the following vote: AYES: SUPERVISORS GIOIA, UILKEK4, DESAULNIER, CANCIAMILLA AND GERBER NOES: NONE ABSENT: NONE ABSTAIN: NONE RESOLUTION NO.: 2000 148 SUBJECT: AUTHORIZE THE SUBMITTAL OF A REGIONAL APPLICATION ON BEHALF OF SPECIFIED MUNICIPALITIES TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD FOR A 2000/2003 USED OIL RECYCLING BLOCK GRANT (SIXTH CYCLE). The Board of Supervisors of Contra Costa County as the Governing Body of the Contra Costa County Flood Control and Water Conservation District on behalf of the Contra Costa Clean Water Program RESOLVES THAT: WHEREAS, the people of the State of California have enacted the California Oil Recycling Enhancement Act that provides funds to cities and counties for establishing and maintaining local used oil collection programs that encourage recycling or appropriate disposal of used oil; and WHEREAS, the California Integrated Waste Management Board has been delegated the responsibility for the administration of the program within the state, setting up necessary procedures governing application by cities and counties under the program; and WHEREAS, the applicant will enter into an agreement with the State of California for implementation of a used oil collection program; NOW, THEREFORE, BE IT RESOLVED that the Contra Costa County Flood Control and Water Conservation District, on behalf of the Contra Costa Clean Water Program, authorizes the submittal of an application to the California Integrated Waste Management Board for a 2000/2003 Used Oil Recycling Block Grant. The Chief Engineer, or a designee, is hereby authorized and empowered to execute in the name of the Contra Costa County Flood Control and Water Conservation District, on behalf of the Contra Costa Clean Water Program, all necessary applications, contracts, payment requests, agreements and amendments hereto for the purposes of securing grant funds and to implement and carry out the purposes specified in the grant application. WHEREAS the following entity has funds that are temporarily not needed and are available for deposit into the Flood Control District Revolving Fund: Flood Control District (2505) $600,000 WHEREAS the following entities need loans in the amounts indicated: Drainage Area 48D (2573) $386,000 Drainage Area 48B (2574) $214, 000 $600,000 WHEREAS Revolving Fund mans are needed to refinance existing Revolving Fund loans in Drainage Areas 48B and 48D so as to repay deposits to the Fund by Zone 3B; and WHEREAS said loans shall be repaid to the depositing entities within five - ten years from the date of disbursement from the fund from monies available to said entities through drainage fee revenue. Repayment shall include interest on the unpaid balance at 6.56 percent per annum, which is the current rate received on similar types of investments by Contra Costa County as determined by the County Treasurer. NOW THEREFORE BE IT RESOLVED, as the Governing Board of Contra Costa County Flood Control and Water Conservation District, that said deposits and loans are approved. Reasons fgr Recommendations and Background: YMCA has been providing on going recreational program for the youth in Alamo since May 1977.The Citizens Advisory Committee for County Service Area R-7A has been very pleased with the programs offered and has recommended that the YMCA continue to provide the recreational programming in their community. IV. Conse uences of Negative Action: Without Board approval the recreational programming for the youth in Alamo will not occur.
