SUBJECT: Authorize an Application to the State of California to Develop the Contra
Costa County Foster Family Agency (FFA) and Appoint an Executive
Director
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
AUTHORIZE the Director of the Employment and Human Services Department, or his
designee, to prepare and submit an application to the State of California Community
Care Licensing Department to license Contra Costa County Employment and Human
Services Department as a Foster Family Agency, and
AUTHORIZE the Director of the Employment and Human Services Department, or his
designee, to appoint the Children and Family Services Director as the Executive
Director of the Contra Costa County Foster Family Agency.
FINANCIAL IMPACT
We currently operate a specialized program within our foster care program for children
who are at risk of entering group homes and need intensive services. Costs this past
fiscal year were $418,261 and came from our Children's Services and County General
Fund allocations. An FFA designation would allow us to capture more federal dollars
and to expand our Specialized Placement Program (SPP).
CHILDREN'S IMPACT STATEMENT
A Contra Costa County Foster Family Agency supports the following three community
outcomes: 1) Children Ready for and Succeeding in School; 2) Children and Youth
Healthy and Preparing for Productive Adulthood, and 4) Families that are Safe, Stable
and Nurturing.
BACKGROUND
The Contra Costa County Employment and Human Services Department wishes to
become licensed as a Foster Family Agency (FFA). State law allows counties to
become licensed as Foster Family Agencies and receive reimbursement through AFDC-
Foster Care to cover portions of both the administrative (soci workers) costs and

payments to foster homes. Without the FFA designation, counties only receive AFDC-
FC reimbursement to cover portions of the payments to foster homes.
Once we become an FFA, we plan to license our current Specialized Placement
Program as an FFA operation (v. regular foster care), thus increasing the federal/state
revenue received for the staffing and support costs associated with the intensive care
service plans for children in the SSP.
An Executive Director is required to be named in the application to the State of
California Community Care Licensing Department. It is appropriate that the Director
of Children and Family Services, who is responsible for foster children in out-of-home
placement, be appointed as the Executive Director of the FFA.

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
AUTHORIZE the Fish and Wildlife Committee to host a BBQ for law enforcement agencies
to discuss enforcement of regulations protecting fish and wildlife.
FISCAL IMPACT
None. Attendees may pay a small fee to cover any expenses not donated.
BACKGROUND/REASONS FOR RECOMMENDATIONS
A specific component of the Fish and Wildlife Committee's charge is to advise the Board
of Supervisors on issues related to the enforcement of regulations protecting fish and
wildlife. Since 1007, the Committee has received quarterly reports with summary and
detailed information on the issuance and prosecution of citations for offenses such as
poaching, fishing without a license, and illegal disposals. The Committee has also
participated in a number of discussions with law enforcement agencies on the challenges
of and needs for protecting resources from illegal activities. Based on their work to date,
the Committee believes it would be constructive to host an event for all relevant
participants in the enforcement process. Such an event would foster meaningful
discussion of enforcement issues and hopefully lead to suggestions for improving
enforcement.

Should the Board provide its authorization, the Committee intends to held the event on
Thursday, May 18 from 5 to 7 p.m. at Committee member Frank Pereira's ranch near
Alhambra Valley. Invited attendees would include representatives of the Department of
Fish and Game, the Sherriff s Department, the District Attorney's office, and the Superior
Court. Board of Supervisors' participation would be most welcome.

1.RECOMMENDATIONS
Approve contract with Business Valuation Services,Inc.and authorize County Counsel to sign for the County.
II.FISCAL IMPACT
Since payment would be made out of State funds already allocated for this purpose,there would be no cost to the County. If
this contract is not approved,there is a substantially increased possibility of very significant but presently unquantjflable impact due
to an adverse decision by the Assessment Appeals Board on large pending refinery valuation disputes.
111.BACKGROUNDiREASONS FOR RECOMMENDATIONS
The roll value of refineries in this County is nearly five billion dollars, and presently pending valuation disputes would have
severe impact on the County general fund if valuations asserted by the refineries are sustained. The County has contracted with
refinery experts to assist in the highly specialized issues presented in refinery valuations. An additional area of expertise is required
to supplement the work done by refinery experts in these valuations. This contract will retain a firm with PH.D. expertise in
economics and specialized accounting expertise which will assist with issues that are critical to making defensible valuations for the
refineries. The Assessor concurs with and supports this recommendation.
