RECOMMENDATION(S)
Approve and authorize the Health Services Director or his designee
(Donna Wigand, L.C.S.W. ) to execute on behalf of the County,
Contract #24-879-5 with Recovery Management Services, Inc . , in the
amount of $76, 000, for the period- from March 1, 2000 through June
30, 2000, to provide Transitional Residential Program Services for
the Conditional Release Program (CONREP) .
FISCAL IMPACT:
This Contract is 1001 State funded. No County funds are required.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County' s population in that
it assists judicially committed patients discharged from State
hospitals to integrate safely and successfully into the local
community.
On November 16, 1999, the Board of Supervisors approved Contract
#24-879-4 with Recovery Management Services, Inc . , for the period
from November 1, 1999 through February 29, 2000, for the provision
of Transitional Residential Program services for the Conditional
Release Program (CONREP) .
Approval of Contract #24-879-5 will allow the Contractor to continue
providing services, through June 30, 2000 .

SUBJECT: Transfer of Grant Funding
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S);
APPROVE the transfer of $37,780.18 of grant funding received from the Zellerbach Family
Fund to the Neighborhood House of North Richmond.
AUTHORIZE and DIRECT the County Auditor-Controller to execute a check in the amount
of$37,780.18 to the Neighborhood House of North Richmond.
APPROVE and AUTHORIZE the County Administrator, or designee, to execute a mutual
agreement contract cancellation with Andre L. Shumake, Sr., effective April 1, 2000.
13ACKGROUNDIREAS NISI FOR RECOMMENDATIONS)
The North Richmond Employment Collaborative Is the community employment arm of the
County's Service Integration Program. The Zellerbach Family Fund, the Service Integration
Program, the North Richmond Employment Collaborative (NREC) and the Neighborhood
House of North Richmond have mutually agreed to transfer oversight of one of NREC's
programs, the North Richmond Community Career Resource Center, from County oversight
to North Richmond Neighborhood House oversight. Andre Shumake's position as Career
Center Coordinator will be part of the transfer. The transfer of funding will support the
North Richmond Community Career Resource Center's transition through the expiration a
three year Zellerbach grant award on October 31, 2000.

As requested by the County Administrator's Office, the North Richmond
Employment Collaborative and the Neighborhood House of North Richmond, the
Zellerbach Family Fund agrees to the transfer of$37,780,18 of its third year
Zellerbach grant award for the North Richmond Employment Collaborative to the
Neighborhood House of North Richmond effective April 1, 2000. This transfer
will allow the North Richmond Community Career Resource Center to move from
County oversight to Neighborhood House of North Richmond oversight for the
duration of the Zellerbach grant, which expires October 31, 2000,

RECOMMENDATION:
APPROVE and AUTHORIZE Assistant Risk Manager — Workers' Compensation to execute a contract with
Advanced Review 2000, Inc. for a Workers'Compensation Cost Containment Program from April, 1, 2000
through March 31, 2003 and renewing year to year thereafter, to be paid in accordance with a specified
fee schedule.
BACKGROUND/REASONS FOR RECOMMENDATION:
In its efforts to control the cost of medical services and workers' compensation claims, the Workers'
Compensation Unit of the Risk Management Division presently utilizes the firm of beech Street of
California to provide pharmacy/medical bill and utilization review, and a preferred provider network of
hospitals and physicians. Beech Street of California is withdrawing from providing these services. A
replacement organization had to be found.
A Request for Proposals was sent to qualified firms. Twelve organizations responded and were
interviewed by a panel of workers' compensation claims professionals and a representative from the
Department of Information Technology. The selection panel recommends Advanced Review 2000, Inc.
as the provider of the Workers'Compensation Medical Cost Containment Program.
FISCAL IMPACT:
It is estimated medical charges and workers' compensation costs that come under this program are
reduced by approximately 30 percent annually. Savings resulting from this program accrue to the
Workers'Compensation Trust Funo.

RECOMMENDATION:
APPROVE and AUTHORIZE the Assistant Risk Manager — Workers' Compensation to amend
the Short Form Service Contract with Essential Staffing, Inc. to increase the payment amount by
$50,000 to a total $75,000 limit for additional consulting services and workers' compensation
staffing services with no change in contract termination date.
FINANCIAL IMPACT:
Costs for workers' compensation claims administration services are funded through the
Workers' Compensation Self-Insurance Trust Fund.
BACKGROUND/REASONS FOR RECOMMENDATION:
Essential Staffing, Inc. is a firm with special skills involving workers' compensation claims
services and has provided services to the County since January 5, 1998. The County retained
their services to evaluate workflow in the workers' compensation operation and to assist in the
adjusting of claims because of vacancies due to adjusters being on medical leave and on loan
to Human Resources. Services during this contract period include training clericals and
adjusters on industry-wide workers' compensation claim practices, assisting in the integration of
clerks and adjusters into adjusting teams, providing temporary staffing for a clerical vacancy,
and staffing for a vacancy due to an adjuster being on loan to the Human Resources
Department.

RECOMMENDATION:
Approve and authorize the Director of Human Resources to execute a contract with IEDA, Inc.
for the period May 1, 2000 through April 30, 2001 for the purpose of providing labor relations
services for the In Home Supportive Services (IHSS) Authority.
BACKGROUND:
IEDA has represented the County in labor relations matters since 1973. By and large,
labor peace has been maintained and an overwhelming majority of employee organizations
have come to trust and respect the IEDA staff negotiators.
FISCAL IMPACT:
There is an annual cost of$30,000 associated with the execution of this contract.
