FISCAL IMPACT: This Contract is funded by the Health Services Department ' s Enterprise I . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : For several years the County has contracted with nursing registries to provide temporary licensed nursing personnel to assist Contra Costa Regional Medical Center and Contra Costa Health Centers during peak loads, temporary absences and emergency situations in critical areas. There is a nationwide nursing shortage, and in spite of persistent efforts to recruit nurses, the Department has experienced great difficulty in filling any vacant positions . Therefore, the Department has had to rely heavily on the registry services in order to provide quality nursing care for patients. Under Contract #26-390, Fastaff Nursing will provide nursing registry services through December 31, 2000 . FINANCIAL IMPACT: This Contract is funded by Local Law Enforcement Agencies and is included in the Health Services Department ' s Enterprise I budget . REASONS FOR RECOMMENDATIONS/BACKGROUND: The Department has been working in collaboration with the Rape Crisis Center Director and local Law Enforcement Agencies to develop a program at Contra Costa Regional Medical Center for a Sexual Assault Response Team (SART) project . Contra Costa Regional Medical Center has agreed to become the SART site for Central County adults, and for Central and East County pediatric patients. The goal of this program is to provide a response team to service patients who come to the Emergency Department at Contra Costa Regional Medical Center for sexual assault examinations. Under Contract #26-384, the Rape Crisis Center, will provide consultation and technical assistance to the Department with regard to the SART Project, including but not limited to, the development and implementation of the program, training, 24-hour crises intervention services, 24-hour accompaniment and advocacy services, through December 31., 2000 . FISCAL IMPACT: This Contract is funded by Contra Costa Health Plan member premiums . Costs depend upon utilization. As appropriate, patients and/or third party payors will be billed for services . BACKGROUND/REASON(S) FOR RECOMMENDATION(S)_: The Health Plan has an obligation to provide professional psychiatric services for Health Plan members with mental health therapy services as a covered benefit . This population includes Medi-Cal, Medicare and Commercial members enrolled in the Health Plan. Under Contract #27-228-2 , the Contractor will provide mental health services to Health Plan members, through February 28, 2001 . Thayer, Ph.D. , for the period from April 1, 1599 through March 31, 2000, for the provision of geropsychological and neuropsychological testing services for mental health patients at Contra Costa Regional Medical Center and Contra Costa Health Centers . Approval of Contract #26-364-1, will allow Meg A. Thayer, Ph.D. , to continue providing services through March 31, 2001 . FISCAL IMPACT: Cost to the County depends upon utilization. As appropriate, patients and/or third party payors will be billed for services . REASONS FOR RECOMMENDATIONS/BACKGROUND: On March 23, 1959, the Board of Supervisors approved Contract #26-300- 2 (as amended by Contract Amendment Agreement #26-300-3) , with Stephen Dossick, M.D. , for the provision of temporary psychiatric services to the adult inmate population, as required by the Jail Medical Services section of the Department ' s Division of Hospitals and Health Centers, for the period from April 1, 1999 through March 31, 2000 . Approval of Contract #26-300-4 will allow Dr. Dossick to continue providing services through March 31, 2001 .
