SPECIFIC REQUEST(S)OR RECOMMENDATION{S}&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
Authorize the Health Services Director or his designee (Wendel Brunner,
M.D. ) , to execute, on behalf of the County, Agreement #28-642 with the
State of Nevada, in the amount of $35, 000, for the period from December
1, 1999 through December 31, 1999, for the Public Health Immunization
Registry Project .
FISCAL IMPACT:
Approval of this Agreement will result in $35, 000 from the State of
Nevada, for the Public Health Immunization Registry Project .
No County funds are required.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
The Department' s Public Health Communicable Disease Program and the
State of Nevada have been working cooperatively to develop tools to
assess the progress of the Immunization Registry Project . This Project
is being developed to raise the immunization rate of children 0-4 years
old, to provide consistent and correct information about a child' s '\
immunization status in California. The goal of the project is to
develop an Immunization Registry Software package to make specified
alterations to the current Contra Costa Immunization Registry software
and to train staff on its use. This software will link all clinical
services within the Health Services Department and allow Nevada to use
Contra Costa County' s Immunization Registry software at no cost to the
State of Nevada.
Three certified and sealed copies of the Board Order should be returned
to the Contracts and Grants Unit .

RECOMMENDED ACTION:
Approve and authorize the Health Services Director or his designee (Milt Camhi) ,
to execute on behalf of the County, Standard Agreement #29-775-4 (State
#OOMHF008) , with the State of California, Managed Risk Medical Insurance Board,
for the period from July 1, 2000 through June 30, 2003 , for participation in the
Healthy Families Program.
FINANCIAL IMPACT:
Premium revenues from this program are dependent upon the number of participants
enrolled in the program.
In accordance with Government Code Section 6254 the fiscal provisions attachment
shall remain confidential for a period of four years .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
The County' s Contra Costa Health Plan has been chosen by the Managed Risk Medical
Insurance Board to be one of five participating managed care plans in Contra
Costa County for the Healthy Families Program. The Healthy Families Program
provides low income children and young adults through the age of nineteen with
low cost health insurance. For a minimal monthly premium, eligible children can
enroll in the Contra Costa Health Plan and receive full health care coverage.
Approval of Standard Agreement #29-775-4 will allow the Contra Costa Health Plan
to provide health care coverage to Healthy Families Program beneficiaries,
through June 30, 2003 .
Three certified/sealed copies of this Board Order should be returned to the
Contracts and Grants Unit for submission to the State.

FY 2000-01 VICTIMIWITNESS PROGRAM GRANT APPLICATION

RECOMMENDATION:
ADOPT resolution authorizing the County Probation Officer to submit an application for
federal and state funds in the amount of$499,415 for a Victim/Witness Assistance Center
and execute related contracts, including any amendments or extensions thereof.
FINANCIAL IMPACT:
The federal portion of this grant requires a 20%cash match. However, the grant rules
stipulate that the state portion of the grant can be matched against the federal portion,
satisfying the cash match requirement. Therefore, the grant requires no County funding.
BACKGROUND:
The Probation Department's Victim/Witness Program cooperates with other community
public and private agencies to help meet the financial, emotional, social and informational
needs of victims of crime. The Program is part of a statewide effort funded by the Office
of Criminal Justice Planning (OCJP)with fines and penalty assessments collected from
convicted offenders. Victim/Witness Program staff also work with law enforcement and
Court staff to encourage them to be cognizant of the needs of victims and witnesses during
the complex and often lengthy judicial process.
The grant funds available for this County for FY 2000-01, in the amount of$499,415, are
$41,236 higher than in the previous fiscal year. The additional funds will be used to
expand services and to help offset the increased costs as a result of the recently approved
COLAs.

RESOLUTION OF THE GOVERNING BOARD 2000/144
WHEREAS the Board of Supervisors, Contra Costa County, desires to continue a
certain project designated Contra Costa County Victim/Witness Assistance Program,
to be funded, in part, from funds made available through the California Victim/Witness
Assistance Program, administered by the office of Criminal Justice Planning(hereafter
referred to as OCJP).
NOW, THEREFORE,BE IT RESOLVED that the County Probation Officer of
the County of Contra Costa is authorized, on its behalf, to submit the proposal to OCJP
and is authorized to execute on behalf of the Board of Supervisors, the Grant Award
Agreement, including any extensions or amendments thereof.
BE IT FURTHER RESOLVED that the applicant agrees to provide all matching
funds required for said project(including any amendment thereof)under the program and
the funding terms and conditions of OCJP and that the cash match will be appropriated as
required.
IT IS AGREED that any liability arising out of the performance of this Grant
Award Agreement, including civil court actions for damages, shall be the responsibility of
the grant recipient and the authorizing agency. The State of California and OCJP
disclaim responsibility for any such liability.
BE IT FURTHER RESOLVED that grant funds received hereunder shall not be
used to supplant expenditures controlled by this body.

RECOMMENDATIONS
APPROVE Resolution 2000h.45 which authorizes the Community Development
Director or a designee, to execute all necessary applications, contracts, payment
requests, agreements and amendments hereto for the purpose of securing grant funds
and to implement and carry out the purposes specified in the grant application.
FISCAL IMPACT
No impact to the County General Fund.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The California Integrated Waste Management Board offers grant funding to local
jurisdictions to establish and maintain used oil recycling collection programs. The
Used Oil Recycling Block Grants are not competitive, local governments only need to
submit a completed application and meet the eligibility requirements to receive a grant.
The funding amounts available to each jurisdiction is based on their population, and is
calculated at approximately 32 cents per capita. The maximum block grant for the
unincorporated area for the 2000/2003 cycle is $57,326 for used oil and $4,442 for
used oil filters. (`

MANAGEMENT BOARD FOR A 2000/2003 USED OIL )
RECYCLING BLOCK GRANT. }
The Board of Supervisors of Contra Costa County RESOLVES that:
WHEREAS, the people of the State of California have enacted the California Oil
Recycling Enhancement Act that provides funds to cities and counties for establishing
and maintaining local used oil collection programs that encourage recycling or
appropriate disposal of used oil; and
WHEREAS, the California Integrated Waste Management Board has been
delegated the responsibility for the administration of the program within the state, setting
up necessary procedures governing application by cities and counties under the
program; and
WHEREAS, the applicant will enter into an agreement with the State of California
for implementation of a used oil collection program;
NOW THEREFORE BE IT RESOLVED that the Board of Supervisors authorizes
the submittal of an application to the California Integrated Waste Management Board for
a 2000/2003 Used Oil Recycling Block Grant. The Community Development Director,
or a designee, is hereby authorized and empowered to execute in the name of Contra
Costa County all necessary applications, contracts, payment requests, agreements and
amendments hereto for the purpose of securing grant funds and to implement and carry
out the purposes specified in the grant application.
