Patsey, } judge of the Superior Court, Contra Costa County) RESOLUTION NO. 2000/128 Whereas Richard L. Patsey graduated from U.C. Berkeley, Boalt Hall School of Law in 1960, and served the State Legislature as an intern under a Ford Foundation study grant and, a year later, became a lawyer for the State Assembly Judiciary Committee in San Francisco; and Whereas in 1963, he became a Deputy District Attorney for Contra Costa County and subsequently left to take a position with the Alameda County Public Defender's Office; and Whereas judge Patsey was appointed Special Counsel to the California Constitution Revision Commission in Sacramento in 1955 and was the author of the Commissions' 1955 Report; and Whereas judge Patsey entered private practice in San Francisco in 1958 and eventually became a partner in the law firm of Leonard & Patsey; and Whereas he was appointed to the Contra Costa County Bench in February 1980 by Governor Edmund G. "Jerry" Brown Jr., was elected in 1982, and re-elected in 1988 and 1994; and Whereas judge Patsey assumed a leadership role in this County, serving as Juvenile Court Judge from 1980 to 1984; Supervising judge of Civil Fast Track from 1988 to 1990; Supervising Criminal Judge from 1993 to 1997, and Presiding judge in 1992, in which capacity he was instrumental in developing a successful pre-trial program for resolving cases as early as possible and is credited by local attorneys for nearly single-handedly reducing the court's caseload to a manageable level; and Whereas in 1987, judge Patsey was a faculty member of the California Continuing Judicial Studies Program Mid-Career judges College; Professor of Law from 1983 to1986 for the John F. Kennedy University in Walnut Creek; in 1984, a faculty member of the California judges College in Berkeley; and an instructor at McGeorge College of Law (now University of the Pacific, McGeorge School of Law), Sacramento in 1961; and Whereas, judge Patsey is married to his wife Lois, has two adult children, enjoys music, reading, tennis, skiing and backpacking; NOW, THEREFORE, BE IT RESOLVED that this Board takes great pleasure in congratulating judge Richard L. Patsey on his valuable service to the community, to his profession, to Contra Costa County and, most importantly, on his devotion to the cause of justice, and wishes him and his family many wonderful, exciting and fulfilling years of retirement. Deputy tESOLUTION NO. 2000/128 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Honoring Dori Parley, Director of Maintenance & Operations ) at Mt. Diablo Unified School District ) RESOLUTION NO. 2000/147 TVIEREAS Don Farley began his career with the Mt. Diablo Unified School District in 1979 as a Locksmith,/Carpenter. In 1982 he became the Custodial Supervisor, and then Operations Manager, and 4 EREAS In April 1985, Don became the Director of Maintenance and Operations. He implemented a reorganization plan to improve services to schools. As a result of his leadership, maintenance and operations improved services and increased efficiency to a higher level of satisfaction, and U EREAS Don Farley's knowledge and expertise of the facilities throughout the district were instrumental in the success of passing "Measure A". He managed a $90 Million Capital Improvement Program with no additional administrative staffing, and 14WERE S There is a vast list of"Measure A"projects throughout the district that have been accomplished during Don's tenure. Some of the "visible" district and community projects are: multi-use rooms at elementary schools, gyms at middle schools, turf renovation, and improved accessibility for students as well as community members; and 9W'EREAS; From joint use agreements such as the Foothill Gym, to the construction of Diablo View Middle School and the Central Services Complex, Don established and maintained a good working relationship with the cities that the district sues; and 4 EREAS, Through the years Don has responded to all school emergencies: fire, floods and earthquakes. His endless dedication to serve the students and community of this district are outstanding. .IVC,7W, THEREFORE, BEITRESO"LVE'D, that we the County Board of Supervisors for Contra Costa County proclaim Wednesday, April 12, 2000 as Don Farley Recognition Day. NOW, THEREFORE, IT IS RESOLVED, that the Contra Costa County Board of Supervisors declare April 12, 2004, a day dedicated to Don Farley for his outstanding dedication and service to the Mt. WHEREAS, Code Officials from around the world will be actively endorsing International Building Safety Week with the goal of increasing public awareness of the considerable life-safety services available from their building departments. WHEREAS, additional goals are to enhance communication among building departments, community residents, and local builders and developers and to help reduce misunderstandings during construction; WHEREAS, this event's focus is international, reflecting the decision of the U.S. model code groups to join forces and face the future of codes and standards together in our ever- shrinking global economy. AND WHEREAS, International Building Safety Week is the perfect opportunity to help promote a lasting public interest in the operations of building departments; NOW, THEREFORE, BE IT RESOLVED, that we the County Board of Supervisors for Contra Costa proclaim April 3 -- 10, 2000, as International Safety Building Week and encourage all citizens to participate in understanding the important and complex job of building officials in building safe communities.
