SUBJECT: ONE YEAR LEASE RENEWAL, FOR ELDER WINDS RESIDENT COUNCIL
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Executive Director of the Housing Authority of the County of
Contra Costa to enter into a one year Lease Renewal with the Elder Winds Resident Council, Elder Winds
Development, Antioch, California, as stated in the attached Lease Renewal.
11. FINANCIAL IMPACT:
None.
III. REASONS FOR RECOMMENDATION/BACKGROUND
The community room located at Elder Winds, Antioch, California is used by the Elder Winds
Resident Council to conduct meetings, promote senior citizens programs, community meetings, and other
community held functions deemed to be in the best interest of the Elder Winds Development and the
community at large. The Elder Winds development consists of 100 low-income units and has an active
Resident Council. The resident Council and Senior Citizens Community greatly enhance resident
participation and on-site activities at this location. This lease has been in effect since May, 1996.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to authorize the Executive Director to enter into a
one year Lease Renewal with the Elder Winds Resident Council, the on-going Resident Council would no
longer function and this would be a detriment to the development, as well as the community.

RENEWAL OF LEASE
THIS SUPPLEMENTAL AGREEMENT made and entered into this 1st day
of APRIL, 2000, by and between the HOUSING AUTHORITY OF
THE COUNTY OF CONTRA COSTA, hereinafter referred to as the "Authority",
and EILMR WINDS MaIDEhIT COON , hereinafter to be referred to as the
"Agency": _

WHEREAS, by lease agreement between the parties hereto, dated
MAY 9. 1996 , the Authority leased to Agency the right and
privilege of occupying space in the CQMMUN11Y ROOM AT FT D R

of the Authority;and
WHEREAS, the Agency desires and the Authority is willing that such
lease be renewed for the term of one (1) year.
NOW,THEREFORE, the Authority for and in consideration of the
promises and covenants in the aforesaid lease, and other valuable consideration,
the receipt of which is hereby acknowledged, hereby agrees that said lease shall
be, and it hereby is, renewed beginning MAY 1, 2000 throuh62RIL 30, 2001
The Agency hereby covenants and agrees that during the course of the
renewal period the Agency shall perform and be bound by all of the covenants
and conditions contained in said lease agreement of MAY 9. 99-
IN WITNESS WHEREOF, the parties have set their hands the day and
year first hereinabove set forth.
