OF PROTEST Please be advised that the manner in which EastBayRegiona.lParks Manager Jerry Kent presented his information was viewed as offensive by the majority of La Colina Homeowners that were present at that meeting. Please be advised that the content of the information presented,was considered to be either evasive and rambling, or irrelevant to the concerns being voiced......... and indeed, there were errors throughout Mr.Kent's information. . . . . . . . . . . . . . . . . . . . . . . . . . . . . . During EastBayRegionalPark General Manager Jerre Kent's initial presentation of the materials and information he sought to bring to the attention of the gathered homeowners,I voiced a properly worded de facto Point-of-Order protest, addressed to ContraCostaCounty Supervisor John Gioia(as the presiding official), concerning the errors within Mr. Kent statements, -° I pointed out that Nfr,Kent was in error as to the correctness of his comments concerning conversations with ContraC.ostaCounty Battalion Chief Don Hooper. jThat he was in error with the content of the agreements made with Chief Hooper. ?That he was in error with the Battalion Chiefs remarks concerning fuel breaks, fuel reduction, the need for tare trails,placement of trails, ...and most importantly the need for a fuel break around the homes which border the park. Mr.Kent should at bast take the precaution to ascertain if the Homeowners have a 'confirmation-copy' of what Chief Hooper agreed to (sent from him to Kent), before he misquotes him. 40 ,7, . ' z ALSO : Attached to this Letter of Protest, you should find a copy of BattalionChief Hooper's letter (dated August 22,1995) sent five days after the site meeting;wherein he outlines and confirms the needs of the neighborhoods along the NorthSlope interface with the Wildcat Canyon Park. ALSO : Attached you should find a copy of a letter from Mr. Kent t:dated Sept 17, 1996x) ; wherein he indicates that The District has added the Fire Trailthat were requested by the Local Battalion Chief last Fall , - NO WORK WAS EVER DONE ON THOSE TRAILS o NO CATTLE WERE BROUGHT IN It has long been an established observation among the homeowners,that the officials from the East.Bay Regional Parks Dept seem to be willing to say whatever they need to, in order to deflect criticism andlor complaint........ even including contradicting themselves if need be. ............. this meeting reinforced that opinion all the more. The most surreal moment of the meeting was when EastBayRegionall anager J. Kent had responded to two of the homeowners' complaints concerning the several-feet-deep piles of debris adjacent to their rear property fences. That Kent offered the phone numbers of the Wildcat Park manager, as well as his own, was viewed as an insult to the attending homeowners......... 7'halt Supervisor Gioia insisted that al!'we had to "do" was use those numbers, ryas adrhng "injury" to that insult. We contacted Supen isor Gioia initially because "those" phone numbers had not been useful for eight long years . Four homeowners raised their voices in protest....... are we now to be treated life "children" as well ? ? ? :' 9 that the meetings with the homeowners have fallen into disarray........ that the honest and open discourse which should be a central part of these meetings appears to be in short supply.......................... This letter will confirm the needs of that neighborhood, the Richmond Fire Department and the Contra Costa Fire District as related to you at the site meeting. 1. The need for an adequate fuel break around the homes which border the park 2. The need for adequate fire trails within the park, including: a. The trails at the end of La Colina b. The trail which connects La Colina with the S.P Ridge Frail, adjacent the Johnsen Property c. The blading of the S.P. Ridge Trail from the pavement to the south/east corner of the Johnson property d. The limbing (pruning) of the trees along the Johnson property (south and east side) e. The re-grading and bushing of the hlimitz Trail within the park per the map I faxed to you 3. The need for overall fuel reduction through the possibility of grazing The Richmond Fire Department and the Contra Costa Fire District recognize that this area is a designated slide area and that the above is an enormous undertaking. However, we also recognize the fire threat which exists as it is. It is clear we need a plan. The Board has allocated 525,000 for the purpose of providing a water source for cattle grazing on the Old McCosker property. These funds will also be used for fencing slide areas and offer minor projects necessary to accommodate seasonal cattle grazing on the property. The District has also added the fire trails to its maintenance program that were requested by the local battalion chief in our meetings last fall. We hope these steps will fully comply with your suggestions for improved fire hazard reduction along your neighborhood. I contacted your offices about two weeks ago,inquiring about the CurrentStatus of whatever your plans MIGHT be, for dealing with the FireHazardProblem.....- >There WAS no information available.... there was only a Vague Recollection that "some sort" of meetings had been held....... However>.,......that if we would"send a letter"........any specific questions would be answered. EXCUSE ME ? `l has there been no one at "home" this last year????? IE you believe that you have worked out some sort of Verbal Agreement with E.B.Regional Parks, please let me assure you,that a recent phone call to them is suggesting that you 00 NOT have any agreement as far as they are concerned. 1 have contacted General Manager Jerry Dent....... and this last weekend I called Director Jean Siri at her home phone number....... * * There is N4 commitment at this time to change anything on that Ridge...... ....(only a vague "sort-of" comment about >That they will "Probably" have to repair their perimeter fences.... Someday...maybe >That they are looking into "Probably" "trying" using Goats..... Someday....maybe Sir.... a Goat will not eat b to 12 foot high brush........ .......crt least not unless they etre VERY very hungry..... --------------- In Con+dusion....... ..... Where is an extremely heavy fuel load on steep hillside,needed to feed such a fire..... and limited restricted access(bottlenecks)on our narrow two-lane roads.... =And Alost importantly,,.. We have the same high winds from off the top of the Ridge that would"fan"any fire up and over the firecrews..... Forcing those crews into choosing between scattering their trucks throughout the hills, or trying to contain the Initial Blaze Site. AND 11,4 ADDITION =East Bay Regional Parks Department has taken out allowed to fall into disrepair, the firetrails that would allow] the firetrucks access.... have taken out the 20foot fuelbreaks needed to slow dovvm the spread of a blaze.... have allowed the dead brush, wildgrasses, and the debris from the chaparral to build up.... year after year after year. =--The overgrowth includes several patches of chaparral that have reached 1 8feet high; and are within ten feet of adjoining homes. (see attached pictures PLEASE NOTE THAT Mchrnond Very H!gh Hazard Severity Zoite_ requires 100 feet under simiifar conditions. , Ae l ' Nly documentation includes videotaped statements taken at'Town Hall' homeowners meetings that show E.B.Park Fire Officials ardently recommending that minimum levels of FireProtection are perfectly reasonable..._ due to their "guesstimate" of how fast the north slope fuel loaf would "probably"burn....... that an Eucalyptus "crown fire" couldn't possibly get out-of-control in the contradictory(and)high-velocity winds we frequently experience along these ridges. These conditions and attitudes are viewed as completely reprehensible, and an abrogation of the duty and responsibility of the East Bay Regional Park.Dept. to protect the adjoining communities. The fire dangers that their vast expanses of sprawling grasslands and forested areas present should not be underestimated. That the Wildcat.Canyon -Taster Plan and the attendant E.I.R.. give considerable mention to the slide and fire hazard dangers, should be warning enoui. **There is a compelling reason to press for a resolution to the increasing fire hazard, and I have attached documentation to support this observation......... -=y Included with this letter you should find an informational sheet on Halley's Care Home. Please note that it is a non-ambulatory,total care facility...... This facility is only 160 FEET from the perimeter of the most egregious parcel of overgrowth that exists within Park boundaries, and contiguous to the San Pablo Midge 1 Pearl Ridge areas. That this facility has been permitted to obtain a license from a StateAgency, and is in such close proximity to an 18 foot high jungle within the 150 acres of overgrowth, is obviously yet another undesirable consequence of the misdirected policies, mismanagement, and negligence of East Bay Regional Park Officials to come to terms with these slide and fire hazards. DEMAND for ACTION : Abatement of Hazardous Weeds and Rubbish Sagebrush, Chaparral, and any other brush or weeds which attain such large growth as to become, when dry, a fire menace to adjacent improved property. This would presumably suppress any fire and allow fire crews time to access these slopes. HOWEVER..... There has been a heavy increase in the RAT and MOSQUITO populations along this entire ridgeline since East Bay Regional Park Dept, has installed and insisted on maintaining a swam and bog condition in both of the LaColina and Quail Hill areas. ? The Quail Hill Homeowners Assoc. filed and last a lawsuit that would have required the East Bay P.Park to drain their hillside. For 500 years,mosquitoes and rats have brought disease and pestilence to human communities and now the city,county,and EBRPark authorities are now aiding and abeting a nuicrochmate and micro environment to encourage their continued existence........ right in the center of the adjoining communities that have several hundred thousand unsuspecting victinns......... These matters are considered serious Health Issues in every County,every State,every Nation aroaund the entire World...– except in the EastBayR.Park,Contra Costa County,and Citi'of Richmond. (Photo by David Rolland) By Joel Reese An illegal, unattended campfire on Mount Vision sparked a massive wildfire this week that continues to sweep along Inverness Midge and has raged to the sea,destroying 45 houses and damaging 12 others. By Friday,up to 1,200 firefighters had battled the blaze above Inverness Park and in the Point Reyes National Seashore. Only four minor injuries have been reported so far--all suffered by firefighters. Wednesday afternoon, the blaze jumped the southern fire line and continued hurtling south. As of 4:30 p,m., it reached as far south as Woodward Valley Trail. Here too Wednesday were 108 fire engines, 37 hand crews, 16 bulldozers,two spotter planes, seven air tankers,and seven helicopters. "The fire jumped past our initial attack force's capabilities," Tarp explained. He noted that the high, erratic winds have made this fire difficult to predict. "Normally at night, the wind dies down," he said. "Last night,that didn't happen... Last night the fire was burning better at 2 a.m. than it was in the afternoon." East.Ray Regional Park Officials have consistently maintained that the damp wind from the San Francisco Bay would contribute to suppress/control a Wildcat Canyon Fire.— there has never been any doubt that Pt Reyes is the 4=Rg portion of the Coast. The Board has allocated$25,000 for the purpose of providing a water source for cattle grazing on the Old McCosker property. These funds will also be used for fencing slide areas and offer minor projects necessary to accommodate seasonal cattle grazing on the property. The District has also added the fire trails to its maintenance program that were requested by the local battalion chief in our meetings last fail.
