These funds may be used outside of the project area and within the community's jurisdiction upon a finding by the Agency and the Legislative body that it will benefit the project area. The area of jurisdiction for the County Redevelopment Areas is the unincorporated County. AB 2174 would expressly authorize the Orange County Redevelopment Agency to use its housing set aside funds outside of the adopted County project area and anywhere within the County boundaries, including within cities within the County, upon the necessary finding of benefit to the project area. Such a provision would also benefit the Contra Costa County Redevelopment Agency. This is especially the case in the Pleasant Hill BART Station Area where the City of Walnut Creek and the City of Pleasant Hill are both immediately adjacent to the project area boundaries. Opportunities may exist in the future to engage in affordable housing activities in the immediate Pleasant Hili BART Station Area but within one of those cities. The flexibility can also b desirable for the County's other project areas. The proposed modification to AB 2174 would be to amend California Redevelopment law Section 33334.2 (g)(2) to include an authorization for the Redevelopment Agency of the County of Contra Costa to use funds inside or outside of a project area adopted by the Board of Supervisors of the County of Contra Costa. Including within the incorporated cities within the County. If the funds are used outside a project area the Redevelopment Agency and the Board of Supervisors would be required to make a finding that the use of these funds outside the project area would be of benefit to the project area.
