Expected outcomes include increased knowledge about the impact of addiction; decreased use of alcohol, tobacco and other drugs; increased use of community-based resources; and increased school and community support for youth and parents in recovery. In March 2000, the County Administrator approved, and the Purchasing Services Manager executed Contract #24-443-14 with Adolescent Treatment Centers, Inc. , for the period from January 1, 2000 through March 31, 2000 for the provision of an augmented adolescent residential chemical dependency treatment program at its Thunder Road facility in Oakland. The expected outcomes from a supervised, structured after school program at multiple sites on regular school days is children will benefit from academic instruction and enrichment activities while families and the community will benefit from the increased supervision and enhanced education of children. BACKGROUND: The Employment and Human Services Department will supplement the Antioch Unified School District after school programs in relation to the number of CalWORKs children eligible at up to 14 after school program sites. EHSD funding will be supplemental funds for program start up costs and will be paid on a reimbursement basis. Antioch Unified School District has secured additional funding from the Y& H Soda Foundation in the amount(s)of$200,000 for the School Year 2000-2001 and $60,000 for Spring 2000. The after school programs will follow scheduled classes on regular school days. The program is expected to contribute to improved literacy, academic achievement, an enhanced sense of community, and cause a decrease in the juvenile crime rate while reducing the demand on scarce childcare resQqrces. Recommended Action: Approve and authorized the Director of Information Technology or his designee to execute an agreement amendent with the IBM Corporation changing the termination date from February 29, 2000 to May 31,2000,to complete the analysis of the potential of migrating the County's data to a new database platform. II. Fiscal Impact: None at the present time. Costs will be absorbed by overhead of enterprise server customers. III. Reasons for Recommendation: The County operates many of its mission critical systems on an IBM mainframe(enterprise server) computer. The data file structure presently employed needs to be replaced. This will only be accomplished by moving all of the application programs and data to another computing platform, or modernizing the database structure of the enterprise server, IV. Background: The worldwide application of information technology is an integral, complex, and expensive portion of everyday business infrastructures. Within the County,there are thirty-plus different departments that support a wide variety of business functions to our constituents,most of which have significant information technology requirements on an ongoing basis. However, studies of many of these migration projects show the cost of doing this can be as high as two times as expensive as upgrading the enterprise server's software platforms and data file structures. This is becoming more evident with the advent of connecting all of the County's data to the Internet, or an Intranet platform. Bottom line, this project, in either case, is not to be undertaken without a thorough analysis of the costs and ramifications of taking one course of action over the other. This contract is for the purpose of doing an analysis of migrating the County's data files over to an Internet-ready database platform. FISCAL IMPACT The amended contract will be covered within the approved budget for the Advance Planning Division. BACKGROUND/REASONS FOR RECOMMENDATIONS The Department initiated a contract with Mr. Cutler in 1008 for assistance with various Advance Planning tasks. The contract limit has now been reached.
