Contra Ginger Marieiro, Contracts Administrator Costa DATE: April 12, 2000 County SUBJECT: Approval of Standard Agreement #28-630-1 with the State Department of Health Services SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S)_: Approve and authorize the Health Services Director, or his designee (Wendel Brunner, M.D. ) , to execute, on behalf of the County, Standard Agreement #28-630-1 (State #99-86653) with the California Department of Health Services, for the period from February 1, 2000 through January 31, 2001, for the Chronic Disease Prevention organizing Project . FISCAL IMPACT: Approval of this Agreement will result in $75, 000 of funding from the State Department of Health Services for the Chronic Disease Prevention organizing Project . No County funds are required. BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : On April 27, 1999, the Board of Supervisors approved Standard Agreement #28-630, with the State Department of Health Services, for the period from February 1, 1999 through January 31, 2000 . Chronic disease accounts for 78% of all deaths in Contra Costa County, resulting in over 3 , 500 deaths per year. This Agreement will allow the Department to continue the chronic disease prevention component of its Community Wellness and Prevention Programs, through January 31, 2001 . BACKGROUND AND JUSTIFICATION RECOMMENDATIONS AUTHORIZE the Community Development Director, or a designee, to execute in the name of Contra Costa County all necessary applications, contracts, payment requests, agreements and amendments for the purpose of securing 1999/2000 Beverage Container Recycling Grant Funds and to implement and carry out the purposes specified in the grant application. FISCAL IMPACT No impact to the County General Fund. The Community Development Department would utilize solid waste franchise fees to fund our staff time associated with the grant project 0 3% in-kind, non-cash match). BACKGROUND/REASONS FOR RECOMMENDATIONS The California Department of Conservation offers grant funding to local jurisdictions, non-profit agencies and the private sector to establish and maintain beverage container recycling collection programs. The Beverage Container Recycling Grants are competitive, and therefore the County may not receive grant funding. The funding amount requested is $58,780.66. If awarded, the grant funds would be expended between August 2000 and August 2001 to implement a beverage container recycling collection program at nine County operated parks. These parks were selected due to the eligibility criteria specified by the Department of Conservation. This project would be a cooperative effort between the Community Development, General Services and Public Works Departments. This project would demonstrate that the County has implemented the parks and recreation recycling requirements specified in our County Source Reduction and Recycling Element (required by AB 939). Rupf, Sheriff-Coroner County DATE. April 7, 2000 SUBJECT: Contract with Housing Authority of the County of Contra Costa SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION 1. RECOMMENDATION: APPROVE and AUTHORIZE the Sheriff-Coroner,or his designee,to execute a contract,on behalf of the County with the Housing Authority of the County of Contra Costa to provide dedicated security personnel at Housing Authority Projects for up to$197,164 for the period January 1,2000 through January 1, 2001. 11. FISCAL. IMPACT: NONE, the Office of the Sheriff has been providing this level of service to the Housing Authority for several years and the positions are budgeted. The contract reflects the increased cost of personnel. Ill. BACKGROUND: For several years the Office of the Sheriff has provided two full time Deputy Sheriffs to fulfill community policing duties at the Las Deltas and Bayo Vista Housing Developments. These are allowable costs under the federal Housing and Urban Development guidelines. The Deputies provide an opportunity for residents to participate in crime prevention and identification,to provide them with an enhanced sense of security and to maximize enforcement of laws regarding sale and use of illegal drugs. IV.
