DATE: April 18, 2000 PAGE: 2 III. Financial Impact: There is no impact to the General Fund. Ill. Reasons for Recommendations and Background: The Board of Supervisors directed the Public Works and Community Development Departments to develop a Management Program for the Southern Pacific Right of Way from Concord to the Alameda County line. The Management Program shall include a landscaping component that will provide criteria for landscaping within the right of way and look at financing mechanisms for implementation and maintenance of landscaping. An Advisory Committee was formed to work with the two departments to develop the landscaping component of the Management Program. In April 1988 the Committee and staff selected a consultant, Bluhon Planning Group, to develop the Landscape Element of the Management Program. The consultant completed a draft element which was approved by the Advisory Committee for agency and public review. Copies were sent to each of the cities that abut the corridor, Concord, Pleasant Hill, Walnut Creek, Danville and San Ramon, and to the Alamo Improvement Association, interested homeowner's groups, the East Bay Regional Park District and the utility companies with facilities in the corridor. The comments received were reviewed by the Advisory Committee and the consultant and the draft Landscape Element has been revised. It is necessary to increase the consultant's contract to pay for some additional labor needed to finalize the document for approval.. IV. Consequences of Negative Action: Lack of approval will limit the ability of the consultant to complete the final Landscape Element to the satisfaction of the Advisory Committee.
