total in excess of $25, 000 . This exceeds the authority of the
Purchasing Services Manager and, therefore, approval by the Board of
Supervisors is required.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
In June, 1999, the County Administrator approved and the Purchasing
Services Manager executed Contract #23-259 with Ebonie Kelly, for
the period from June 1, 1999 through March 31, 2000, to provide
patient support and outreach education services at the Center for
Health in North Richmond.
Approval of Contract #23-259-1 will allow the Contractor to continue
to provide services through March 31, 2001 .

BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
The County contracts with registries to provide temporary medical
professionals to assist Contra Costa Regional Medical Center and Contra
Costa Health Centers during peak loads, temporary absences, and emergency
situations, as well as during periods when permanent positions are vacant .
On May 18 , 1999, the Board of Supervisors approved Contract #26-203-13 ,
with Nor-Cal Medical Temps, for the period from April 1, 1999 through March
31, 2000, for the provision of temporary help (pharmacists and
technicians) .
Approval of Contract #26-203-14 will allow Contractor to continue providing
temporary help services through, March 31, 2001 .

Manager.

RECOMMENDED ACTION:
Approve and authorize the Health Services Director to execute, on
behalf of the County, Contract #23-257-1 with Certus Corporation,
in the amount of $60, 000, for the period from April 1, 2000
through March 31, 2001, for consultation and technical assistance
to the Department with regard to compliance programs and other
special projects as requested.
FINANCIAL IMPACT:
Funding for this Contract is included in the Department ' s
Enterprise I budget .
REASONS FOR RECOMMENDATIONS/BACKGROUND:
Over the past three years, the Health Care Financing
Administration (HCFA) has increased its enforcement activities
related to billing for patient care services provided to Medicare
beneficiaries . California and four other states were specifically
targeted for a focused review. A number of Fraud Alerts, issued
by HCFA and high profile cases prosecuted under the False Claims
Act has significantly increased the awareness and risks for
providers billing the Medicare Program.
On April 27, 1999, the Board of Supervisors approved Contract #23-
257 with Certus Corporation, for the period from April 1, 1999
through March 31, 2000, for consultation and technical assistance
to the Department with regard to a laboratory compliance program
and other compliance issues.
Approval of Contract #23-257-1 will allow the Contractor to
continue to assist the Department with general compliance program
review and implementation through March 31, 2001.

SUBJECT: Amend Hoard Order for East Bay Neonatology

RECOMMENDED ACTION:
Amend the Board Order which was approved by the Board of Supervisors on
February 15, 2000 (Subject : to provide neonatology services for Contra
Costa Regional Medical Center) , with East Bay Neonatology, Contract
#26--355-1, to correct the term and the payment limit of the Contract .
FINANCIAL, IMPACT:
Funding for this contract is included in the Department ' s Enterprise Y
Budget . As appropriate, patients and/or third party payors will be
billed for services .
REASONS FOR RECOMMENDATIONS/BACKGROUND:
The number of deliveries at Contra Costa Regional Medical Center
continues to increase, as does the percentage of high risk mothers.
This service provides additional support to staff involved in the care
of newborns and is consistent with the Department ' s efforts to reduce
risk to the County.
The Board of Supervisors previously approved Contract #26-355-1 with
East Bay Neonatology, for the period. from January 1, 2000 through
December 31, 2002, in the amount of $212, 076 . However, the Board Order
approved on February 15, 2000 should reflect a two year term through
December 31, 2001 and an authorized payment of $186,483 , as mutually
agreed upon by County and the Contractor.
The purpose of this Board Order is to correct the term and the total
payment limit allowing Contractor to provide neonatology, adminis-
trative, and teaching services for staff at Contra Costa Regional
Medical Center through December 31, 2001.

Approve and authorize the Health Services Director, or his designee (Chuck
Deutschman) to execute on behalf of the County, Contract #74-056 with
Discovery Counseling Center of the San Ramon Valley, Inc. , in the amount of
$67,080, for the period from April 1, 2000 through June 30, 2001, for the
provision of youth, family, and community drug abuse prevention and
treatment services in the San Ramon Valley area.
FISCAL IMPACT:
This Contract is funded 80% by Federal funds and 20% by County funds.
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse prevention and treatment program supports the
Board of Supervisors' "Families that are Safe, Stable, and Nurturing" and
"Communities that are Safe and Provide a High Quality of Life for Children
and Families" community outcomes by providing individual, group, and family
counseling, substance abuse education; rehabilitation support services; and
substance abuse prevention services. Expected outcomes include increased
knowledge about the impact of addiction; decreased use of alcohol, tobacco
and other drugs; increased use of community--based resources; and increased
school and community support for youth and parents in recovery.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County's population in that it
provides specialized substance abuse treatment and prevention programs so
that addicted youth are provided an opportunity to prevent or recover from
the effects of alcohol or other drug use, become self sufficient, and return
to their families as productive individuals.
Under Contract #74-056, Discovery Counseling Center of the San Ramon Valley,
Inc. will provide youth, family, and community drug abuse prevention and
treatment services through June 30, 2001.

RECO14MENDATION(8) :
Approve and authorize the Health Services Director, or his designee (Chuck
Deutschman) to execute on behalf of the County, Contract #74-054 with Asian
Pacific Psychological Services, in the amount of $121, 466, for the period
from April 1, 2000 through June 30, 2001, for the provision of youth,
family, and community drug abuse prevention and treatment services in West
County.
FISCAL IMPACT`
This Contract is funded 86. 2% by Federal SAPT Block Grant and 13 .8% by
County funds.
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse prevention and treatment program supports the
Board of Supervisors' "Families that are Safe, Stable, and Nurturing" and
"Communities that are Safe and Provide a High Quality of Life for Children
and Families" community outcomes by providing individual, group, and family
counseling; substance abuse education; rehabilitation support services; and
substance abuse prevention services. Expected outcomes include increased
knowledge about the impact of addiction; decreased use of alcohol, tobacco
and other drugs; increased use of community-based resources; and increased
school and community support for youth and parents in recovery.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County's population in that it
provides specialized substance abuse treatment and prevention programs so
that addicted youth are provided an opportunity to prevent or recover from
the effects of alcohol or other drug use, become self sufficient, and return
to their families as productive individuals.
Under Contract #74-054, Asian Pacific Psychological Services will provide
youth, family, and community drug abuse prevention and treatment services
through June 30, 2001.
