DATE: April 18, 2000 PAGE: 2 I1. Financial Impact: No impact to County General fund. Ill. Reasons for Recommendations and-Background: In 1978, a procedure was recommended by the Mayors Conference and adopted by the County Board of Supervisors to ensure countywide consensus in allocating the Transportation Development Act (TDA), Article 3 funds for bicycle and pedestrian projects. In 1991, the Metropolitan Transportation Commission (MTC) required TDA applicants to have the proposed projects reviewed by a city or countywide bicycle advisory committee. The cities and the County were solicited for projects in October 1999. The proposed projects were reviewed by a city's bicycle advisory committee or by the Countywide Bicycle Advisory Committee (CBAC) in November and their input was incorporated into the final applications submitted in December 1999. We received an original bid target of$540,000 from MTC in October 1999. Twelve applications were submitted totaling $ 1,077,444. The proposed projects were field reviewed by a committee made up of the City County Engineering Advisory Committee's TDA Subcommittee and a CBAC Subcommittee. The Field Review Committee developed a recommendation on funding and set priorities for additional funds if they were to become available. The TDA Subcommittee forwarded the recommendation to the City County Engineering Advisory Committee (CCEAC) for their consideration and approval. The CCEAC approved the funding recommendation at their February 4, 2000 meeting and forwarded it to the Mayors Conference. The Mayors Conference heard and approved the recommendation at their March 2, 2000 meeting. CCEAC now requests that the Board of Supervisors approve the following funding recommendation for the 2000/2001 TDA, Article 3 funds and forward it to MTC for final approval and funding allocation. MTC released the final bid target for TDA, Article 3 funding in March 2000. There is $574,711 available for programming in Contra Costa in Fiscal Year 2000/2001. The $34,711, over the original estimate of$540,000, has been allocated per the priority recommendation approved by CCEAC and the Mayors Conference. The actual amount available is $574,711. The:following priority was given to allocate additional funding, 1. Additional funds-to the Health Services program up to$29,997. (Program is eligible to receive up to 5%of available funds.) 2. Additional funds-for the Freitas Road Bridge Project up to a total of$79,297. 3.Additional funds,for Castro Ranch Road Bike Lanes. DATE: April 18, 2000 PAGE: 4 The Field Review Committee offers the following reasoning for the recommendation 1. Bicycle Safety Education Program Amount Requested: $29,997 The Committee is very supportive of the efforts of this program and recommends funding up to the 5% allowed by TDA which is $27,000. If more than $540,000 is allocated to the county, this program is first priority for receiving additional funding up to the amount requested of $29,997. 2. Pleasant Hill Bicycle Planning Study Amount Requested: $23,000 The Committee recommends no funding for this project. The Committee supports this project, but prioritized capital improvements over the planning study. 3. Alhambra Avenue Pedestrian Pathway Amount Requested: $156,000 The Committee recommends no funding for this project. The Committee was supportive of the project to provide a walkway from the neighborhood to the school. However, with the potential for private property to develop and contribute a portion of the project, the Committee did not want to allocate TDA funds at this time. It was further noted that the first segment of this project is already a usable path with a somewhat all weather surface, and in relative terms there will be marginal benefit to use TDA money to pave this portion. 4. Castro Ranch Road Bike Lanes Amount Requested: $258,000 (Alhambra Valley Road to Richmond City limit and Olinda Road to San Pablo Dam Road) The Committee recommends $160,000 to partially fund this project. This should provide enough funds to widen Castro Ranch Road from Alhambra Valley Road to the City of Richmond. The County has agreed to fund the engineering and pavement delineation to fully fund the project. 5. Castro Ranch Road Bike Lanes Amount Requested: $144,000 (Richmond City limit west to Olinda Road) The Committee recommends no funding for this project. The Committee was supportive of the projects to improve Castro Ranch Road for bicyclists, but felt that priority should be given to widening as opposed to surface improvements and striping, which the Committee considered maintenance-type effort. 6. EI Cerrito Plaza BART Station Amount Requested: $12,500 The Committee recommends full funding for this project. It is an integral part of a larger project to improve bicycle access and parking at the BART station. 7. First Street Pedestrian and Bicycle Path Amount Requested: $92,000 The Committee recommends full funding for this project. It will improve bicycle and pedestrian safety to the school and is part of a larger effort by Lafayette to improve circulation and safety on First Street. rr % SUBJECT: Approve the recommendation for allocating the Transportation Development Act, Article 3 Funding for Bicycle and Pedestrian Projects for fiscal Year 2000/2001. DATE: April 18, 2000 PAGE: 5 8. Freitas Road Bridge Amount Requested: $79,297 The Committee recommends $61,500 to partially fund this project. This project was submitted in 1998/99 for TDA funding and was allocated funds. Because of soil conditions and access limitations, the cost is higher than originally estimated and the Town of Danville is seeking additional funds. The Committee still considers this a high priority for TDA, but were concerned about the total amount of funds received. They recommended funding of$611,500, but also put it as second priority for additional funds, up to a maximum of$79,297, if the county's bid target is higher than $540,000. 9. Cherry Lane - Canal Trail Amount Requested: $20,000 The Committee recommends $15,000 to partially fund this project. The Committee supports the in-pavement flashers at the trail crossing and made some suggestions to improve effectiveness. The suggest automatic activation, include flashers at the crossing signs and additional street lighting. The County agreed to evaluate the Committee's suggestions. 10.Concord Boulevard/Lilac Court Pedestrian Path Amount Requested: $43,650 The Committee recommends $35,000 to partially fund this project. The Committee supports this sidewalk gap closure project on a major arterial that will enhance access to three schools. 11.Port Chicago Highway Bike Lanes, Bay Point Amount Requested: $82,000 The Committee recommends no funding for this project. They thought it was a good redevelopment project, but not a high priority for TDA funding. 12.Delta Road Bike Lanes, Phase IV Amount Requested: $137,000 The Committee supports this project and recommends full funding of$137,000. This adds to the previous phases funded by TDA and completes the bike lanes on Delta Road from Knightsen to the Marsh Creek Regional Trail.
