SUBJECT: APPROVE and AUTHORIZE the Employment & Human Services Department Director, or

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, to
EXECUTE an interagency agreement with the Contra Costa County Redevelopment Agency in the amount of
$350,000 to supplement existing funds for childcare capacity building for the period from April 1,2000
through June 30, 2001.
FINANCIAL IMPACT:
No County cost. Activities under this agreement will be funded through Federal TANF Incentive funds.
CHILDREN'S IMPACT STATEMENT:
This action will directly support the first, fourth and fifth outcomes, "Children Ready for and Succeeding in
School", "Families that are Safe, Stable and Nurturing", and Communities that are Safe and Provide a High
Quality of Life for Children and Families".
BACKGROUND:
The Contra Costa County Redevelopment Agency receives many requests each year for assistance in developing
the service infrastructure in areas under their responsibility. These geographical areas tend to overlap the
populations served by the Employment and Human Services Department (EHSD). Several initiatives before the
Redevelopment Agency will benefit EHSD clients and their children. EHSD seeks alternatives targeting
Ca1WORKs households with a greater availability of services for childcare.

SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to amend
contract #21-387-5 with FamiliesFirst, Inc., raising the contract amount by $22,285 from $931,910 to a new
amount of$954,195 for the period of July 1, 1999 through June 30, 2000.
FINANCIAL IMPACT:
No additional County cost. Expanded services are funded by additional State Kinship Support Services Grant
assistance.
CHILDREN'S IMPACT STATEMENT:
This contract supports all five community outcomes: 1) "Children Ready for and Succeeding in School";
2)"Children and Youth Healthy and Preparing for Productive Adulthood"; 3)"Families that are Economically
Self-Sufficient"; 4)"Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and
Provide a High Quality of Life for Children and Families." Quality childcare services support all of the
outcomes established in the Children's Report Card. Children directly benefit from the care they receive
each day in a nurturing environment, while their parents can pursue employment, education, and other
opportunities.
BACKGROUND:
On June 17, 1997, the Board of Supervisors approved three contracts with FamiliesFirst, Inc. as the fiduciary
agent in collaboration with four other agencies, to provide family preservation services. Kinship care
supports relative caregivers with children at risk of entering out-of-home placement.
FamiliesFirst will continue to expand services in East, West, and Central county to serve relative caregivers
and their families. The additional funding will be used to increase group respite activities countywide.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, on
behalf of the Workforce Investment Board, to EXECUTE a contract (#18-008-0) with Contra Costa County
Office of Education with a payment limit of$1,161,840 for youth employment programs for the period April
1, 2000 through June 30, 2001.
FINANCIAL IMPACT:
No County Costs. Activities under this contract will be funded by the Federal Workforce Investment Act of
1998. The payment limit of$1,161,840 is the anticipated funding for this program based on the State of
California Employment Development Department projections.
BACKGROUND:
Congress passed the Workforce Investment Act of 1998 to replace the Job Training Partnership Act as the
guiding law for workforce development in the United States. This law change spurred the dissolution of the
Contra Costa County Private Industry Council/Interim Workforce Investment Board (IWIB) and the
establishment of the Workforce Investment Board (WIB). Under the Workforce Investment Act youth
employment programs will be provided year round rather than just during the summer. The IWIB and its
staff issued a Request for Proposal for youth employment programs on December 22, 1999.
Members of the IWIB Education & Workforce Skills Committee reviewed and graded the sole response to
this RFP from the Contra Costa County Office of Education (CCCOE). The Education & Workforce Skills
Committee recommended approval of the CCCOE proposal to the full IWIB that accepted the
recommendation on February 22, 2000,

I. RECOMMENDED ACTION:
Authorize the Director, Employment& Human Services Department, or his designee to:
(1) Execute on behalf of the County a standard form Vocational Training Agreement (#3021)with
Teamsters Joint Council No. 7 Commercial Drivers Education Program, 70 Hegenberger Road,
Oakland, CA 94621 beginning April 10, 2000 and ending June 30, 2000 to provide vocational
training to individually referred Job Training Partnership Act (JTPA) participants for fees as
specified in said agreement; and,
(2) Execute additional standard form.Amendment Agreements with the above referenced institution
as may be need for periodic revisions such as adding or deleting a training course, changing the
tuition fees or to comply with changes in State or Federal regulations.
II. FINANCIAL IMPACT:
None. One hundred percent federal funds.
III. CHILDREN IMPACT STATEMENT:
This contract is to provide vocational training to appropriate JTPA eligible participants. This will support
the third outcome--Families that are economically self—sufficient.
IV. REASONS FOR RECOMMENDATION:
Allocation of Job Training Partnership Act(JTPA)funds for County's overall JTPA Vocational Training
Programs for 1998/99 was approved by the Board on June 22, 1999.

#22-768 with Gentiva Health Services, in the amount of $100, 000, for the
period from March 1, 2000 through June 30, 2001, for provision of
professional health care services in the homes of County' s AIDS patients .
FISCAL IMPACT:
This Contract is funded by Federal Ryan White (Care Act, Title I and II)
and AIDS Medi-Cal Waiver funds . No County funds are required.
CHILDREN'S IMPACT STATEMENT:
The AIDS Program supports County' s "Families that are Safe, Stable, and
Nurturing" community outcome by providing attendant care for children and
families infected with, or affected by, HIV and/or AIDS so that they can
remain in their home situation for as long as possible. Expected program
outcomes are reductions in hospital and skilled nursing facility costs .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
When a person with AIDS is unable to secure health care services which
would allow them to remain in the home rather than in an acute care
hospital, this project provides funding for temporary health care
services by professional licensed staff . The Contractor must attempt to
collect from all other sources of payment (e .g. , private health insurance
held by the client, Medi-,Cal, Medicare, etc. ) before the County is billed
for these services .
Under #22-768 the Contractor will provide professional health care
services including, but not limited to, skilled nurses, dieticians,
psychosocial counselors, and physical and occupational therapists, for
County' s AIDS patients, through June 30, 2001 .

to execute on behalf of the County, Contract #27-463 with Professional Health Care
at Home, for the period from March 1, 2000 through February 28, 2001, for
provision of professional in-home health care services for Contra Costa Health
Plan members and Basic Adult Care (BAC) Program members, to be paid as follows :
a. For Commercial Members:
1005 of the fee stated in the Medicare fee schedule.
b. For Medi-Cal Members and BAC Program Members:County shall pay Contractor those rates
set forth in the Medi-Cal Schedule of Maximum Allowances in effect on August 1, 1998 .
In the event rate increases are subsequently approved by the State of California and
are included in the County's Health Plan capitated payment, County will thereafter
increase the rates County pays to Contractor accordingly.
C. For Medicare members:
Services for members who are Medicare recipients will be reimbursed at the Medicare
rate of payment. Physician will bill Medicare as primary payor and County will pay
Medicare-required copayments and deductibles for Medicare approved services.
FISCAL IMPACT:
This Contract is funded by Contra Costa Health Plan member premiums. Costs depend
upon utilization. As appropriate, patients and/or third party payors will be
billed for services .
BACKGROUNDIREASON(S) FOR RECOMMENDATION(S) :
The Contra Costa Health Plan (Health Plan) is obligated to provide Health Plan
members and BAC Program members with professional in-home health care services
when necessary. The use of in-home health care is beneficial to the County
because it eliminates the more costly use of Hospitals or other long term
facilities . In addition, in-home health care will allow the member to be treated
in a familiar setting, which allows for faster recovery.
Under Contract #27-463 , the Contractor will provide professional in-home health
care services to Health Plan members and BAC Program members, through February 28 ,
2001 .

Services for members who are Medicare recipients will be reimbursed at the Medicare
rate of payment. Physician will bill Medicare as primary payor and County will pay
Medicare-required copayments and deductibles for Medicare approved services.
FISCAL IMPACT:
This Contract is funded by Contra Costa Health Plan member premiums . Costs depend
upon utilization. As appropriate, patients and/or third party payors will be
billed for services .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S)--:
The Contra Costa Health Plan (Health Plan) is obligated to provide Health Plan
members and BAC Program members with professional in-home health care services
when necessary. The use of in-home health care is beneficial to the County
because it eliminates the more costly use of Hospitals or other long term
facilities . In addition, in-home health care will allow the member to be treated
in a familiar setting, which allows for faster recovery.
Under Contract #27-461, the Contractor will providing professional in-home health
care services to Health Plan members and BAC Program members, through February 28,
2001 .

Approve and authorize the Health Services Director, or his designee
(Lew Pascalli, Jr. ) to execute on behalf of the County, Contract
#22-772 with Habib Amin, for the period from April 1, 2000 through
March 31, 2001, in the amount of $81, 500, for consultation and
technical assistance to the Department ' s Hazardous Materials

Prevention (CAL/ARP) Program revenues included in the Health
Services Department ' s Budget .
BACKGROUNDIREASON(S) FOR RECOMMENDATION W :
Under Contract #22772, Habib Amin will provide consultation and
technical assistance to the Departments ' s Hazardous Materials
Division with regard to stationary sources subject to the California
Accidental Release Prevention (CAL/ARP) Program and chemical
manufacturing businesses which handle acutely hazardous materials
through March 31, 2001 .
