Project No. 0675-6P1025. CDD- CP#00-26, Pleasant Hill area DATE: April 18, 2000 PACE: 2 RECOMMENDED ACTION (continued): AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Community Development for processing, and a $25 fee to the County Clerk for filing the Notice of Exemption. II. FINANCIAL IMPACT: The estimated project cost is $20,000.00, funded by Transportation Development Act (100%). III. REASONS FOR RECOMMENDATION/BACKGROUND: The purpose of this project is to improve the trail crossing on Cherry Lane at the Contra Costa Canal Trail that connects to the Iron Horse Trail and on to the Pleasant Hill BART Station. The project consists of installing high intensity yellow flashing warning lights in the pavement on Cherry Lane at the Contra Costa Canal Trail to provide visual warning to motorists of the midblock crossing of pedestrians and bicyclists, and installing pedestrian push buttons at the trail stop signs on both sides of Cherry Lane, which will activate the warning lights. The pavement warning lights will flash in both traffic directions and will have a flash rate of once every second for at least 30 seconds. The pavement warning lights are similar to a raised pavement marker and are approximately 8" in diameter by 0.39" high. Bicyclists and motorists can travel over them without hindrance, and they will withstand a dynamic load of eleven tons. No right-of-way is needed. Minor excavation is required for the installation of the pavement warning lights, therefore traffic control will be implemented to minimize any traffic impacts. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it can be seen with certainty that there is no possibility that the activity may have a significant adverse effect on the environment. The project involves the minor alteration of existing public facilities involving negligible or no expansion of use beyond previously existing. The project will not result in the removal of any scenic resource. IV. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction and may jeopardize funding.
