DATE: April 18, 2000 PAGE: 2 RECOMMENDED ACTION (continued): AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Community Development for processing, and a $25 fee to the County Clerk for filing the Notice of Exemption. II. FINANCIAL IMPACT: The estimated project cost is $110,000.00, funded by AOB (100%). III. REASONS FOR RECOMMENDATION/BACKGROUND: The area was realigned in 1999, but during construction, additional areas were identified for remediation. The contractor onsite was unable to complete the additional work prior to the end of the contract. The purpose of this project is to provide additional sight distance for the public, regrade existing slopes to provide adequate grades, and diminish drop-offs outside the edge of pavement. The proposed project consists of grading approximately 150 cubic yards of the slope and constructing a modular block wall, approximately 260 feet long on the west side of Camino Tassajara across from (west of) Bruce Drive. Two hundred of the 260-foot wide wall is between three and six feet in height. On the east side of Camino Tassajara, approximately 300 feet south of Bruce Drive, placing an 16-inch culvert approximately 120 feet long in the existing roadside ditch and grading the shoulder slope over it. Also, on the east side of Camino Tassajara starting at Penny Lane, installing approximately 500 feet of 24-inch pipe in the existing roadside ditch and grading the shoulder over it. Both drainage ditches were constructed in uplands and neither support wetland vegetation. All graded materials will be used to fill over the top of the new pipes. The existing slope is very steep, unvegetated, and erodes into the roadway during winter storms. The slope restricts site distance and needs to be modified. Re-grading the slope (approximately 200 feet) on the west side of Camino Tassajara, approximately across from Johnston Road will provide better positive drainage and sight distance. The wall is vertically stair-stepped and will be attractive in appearance. The General Plan states that one should consider the visual qualities of an improvement along a scenic corridor. The construction of the retaining wall does not violate this policy. The visual quality of the retaining wall was considered and the modular wall was chosen in part because of its aesthetically pleasing appearance. The modular block comes in a variety of colors and the construction contract will specify neutral tones that match the existing natural features. DATE: April 18, 2000 PAGE: 3 RECOMMENDED ACTION (continued): Furthermore, the creation of the wall complies with several other goals and policies of the General Plan, including: ➢ 5-A: Existing circulation facilities shall be minimized by eliminating structural and design deficiencies. ➢ 5-9: Existing circulation facilities shall be improved and maintained by eliminating structural and geometric design deficiencies. > 5-13: Physical conflicts between vehicles and bicyclists, and pedestrians shall be minimized. ➢ 5-30: Roads developed in hilly areas shall minimize disturbance of slope and natural features. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it can be seen with certainty that there is no possibility that the activity may have a significant adverse effect on the environment. The proposed project consists of the maintenance and minor alteration of existing facilities involving negligible or no expansion of use beyond that existing. The project will not result in the removal of any scenic resource. IV. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction and may jeopardize funding.
