SPECIFIC REQUESTS OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION
APPROVE a Lease, commencing April 1, 2000, with New Connections, Inc. for the County
awned premises at 6323 Manila Ave., EI Cerrito, under the terms and conditions more
particularly set forth in said Lease, and AUTHORIZE the Director of General Services to
EXECUTE said Lease on behalf of the County; DETERMINE that the Lease is not subject to the
California Environmental Quality Act (CEQA) pursuant to Section 15061 (b)(3) and DIRECT the
Community Development Department to file such notice with the County Clerk and APPROVE
payment of processing and handling fees.
11. FINANCIAL IMPACT
The consideration for this Lease will be the provision of early intervention, diversion and
counseling services by New Connections, Inc. for juveniles at risk of drug use referred by
Juvenile Court
Ill. REASONS FOR RECOMMENDATIONUBACKGROUND
The Superior Court has contracted with New Connections, Inc. for provision of early
intervention, diversion and counseling services for juveniles at risk of drug use referred by the
Court. The program will use the vacant County owned Superior Court facility located at 6323
Manila Ave. in the City of El Cerrito Public Safety building.
