RECOMMENDATION:
APPOINT Dorothy Clinton, Benjamin Conchas, Barbara Stout, Geraldine Walker, Karen Graver,
Gordon Shasky, Kagey Dorosz, Ruth Daniels,Joan Weber, Paul DeMange and Delores Moreno to
the IHSS Public Authority Advisory Committee.
BACKGROUND:
In April 1999, the Board of Supervisors accepted and approved the In-Home Supportive Services
(IHSS) Public Authority Implementation Team Findings and Recommendations, including
recommendations regarding Advisory Committee membership criteria. Recruitment for the Public
Authority Advisory committee began in September 1999 and continued through December 1999.
On December 13, 1999, the Public Authority Executive Director presented the Internal Operations
Committee with a report on the status of recruitment of applicants for the Advisory committee. In
addition, the Executive (director presented a process for selection of applicants to be recommended
for appointment. This process included convening an applicant review panel make up of members
of the Public Authority Implementation Team; review of applicants by this panel, and having he
Executive Director forward the panel's recommendations to the Internal Operations Committee. The
Internal Operations Committee requested that the review panel's recommendations include a "full
slate" e.g., on recommended applicant for each Board approved membership position. Additionally,
the Committee requested that copies of applications from all interested applicants be forwarded to
the Committee.

The applicant review panels screened applicants and reached consensus on a full slate of candidates
who meet the Board-approved membership criteria including geographic, ethnic, racial and age
diversity; and comply with the Board-approved list of recommended representation, including an
IHSS provider. This slate of candidates was recommended to and approved by the Internal
Operations Committee on February 14, 2000 and is now recommended to the Board of Supervisors
for approval.

The Reverend Timmons submitted a letter of resignation dated January 26, 2000, attached,
stating that he must resign his position on the Commission due to other responsibilities.

File: General Plan Compliance for Installation of a Storm Drain Pipe for
Drainage Area 46
The Contra Costa County Community Development Department staff has requested the City
of Pleasant Bill's confirmation of compliance with the General Plan prior to proceeding with
the pipeline project.
Attached is the supporting documentation for construction of twin 102 inch drainage pipes
from below(north)Sequoia Middle School to Boyd Road. This portion of the pipe will eleviate
flooding at the school and areas south. The major impact of the project is the removal of
several significant trees. A mitigation program has been proposed.
The General Plan policy supports the project in general and specifically in the Community,
Health and Safety Element.
The General Plan, in the Community, Health and Safety element states:
"Program 4.2: Cooperation with the Flood District: Continue to work with the
Contra Costa Flood Control District in the project review process to ensure that
adequate measures are implemented to prevent flooding, to establish and
maintain effective storm drainage systems and collect the required mitigation
fees.'}
The improvements to Drainage Area 46 has been a longstanding goal of the City, and the
City has been very supportive of this project in the past.
Finally, this segment of the drainage project is critical to the drainage of the downtown.
Recommendation
Staff recommends that the Commission have a letter prepared and signed by the Secretary
of the Commission finding the project in compliance with the General Plan. The letter will
be forwarded to the Contra Costa County Community.Development Department.
