I. RECOMMENDATION:
Approve the providers(listed on the attachments)recommended by the Contra
Costa Health Plan Quality Council on January 28, 2000.
H. FINANCIAL IMPACT:
None.
III. BACKGROiTND:
The National Committee on Quality Assurance (NCAA)has requested evidence
of Board Approval for each Contra.Costa Health Plan provider be contained
within the provider's credential file. The recommendations were made by the
Contra Costa Health Plan Credentialing Committee and approved by the Contra
Costa Health Plan Quality Council.

Recommendation:
ACCEPT reappointments to the City, Seat#2 on the Hazardous Materials Commission, as
recommended by the Contra Costa County Mayor's Conference at their regularly scheduled
meeting on February 3, 2000, for a four-year term to expire on December 31, 2003:

Hazardous Materials Commission, as recommended by The League of Women Voters of Diablo
Valley on December 1, 1999, for the remainder of a four-year term to expire on December 31,

Background:
The City, Seat#2 on the Hazardous Materials Commission expired on December 31, 1999. As
outlined in the Commission's by-laws, [Article II Membership A. Two(2) representatives,
appointed by the City Selection Committee pursuant to Article II(§50270 et seq.) Of Chapter 1,
Part I of Division I of Title 5 of the Government Code]recommendation has come forward from
the Contra Costa Mayor's Conference (see attached February 9, 2000 letter) for reappointment
of Pinole Councilmember Maria Alegria as member, and Richmond Mayor Rosemary Corbin as
alternate to this seat.
As outlined in the Commission's bylaws, [Article II Membership A. One (1) representative of
the League of Women Voters, nominated by the League and appointed by the Beard of
Supervisors] The League of Women Voters of Diablo Valley(see attached December 1, 1999
letter)has recommended appointment of Sheila Kanodia as alternate to this seat.

Contra Costa Children and Families Commission
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS):
AUTHORIZE the Contra Costa Children and Families Commission to establish initial terms of service
for the five community representatives on the Commission consistent with Ordinance No. 99-15, which
established the Commission.
BACKGROUNDIREA_ SON(5) FOR RECOMMENDATIOMLS):
On June 15, 1999, the Board of Supervisors approved Ordinance No. 99-15, establishing the County
Children and Families Commission (Proposition 10). Section 26-14.010 (d) of the Ordinance states that
of the five community representatives appointed to the Commission, two shall have terms of four years
and three shall have terms of three years,
On August 17, 1999 the Board of Supervisors appointed members to the Commission. At that time,
terms of service were not specified for the five community representatives on the Commission.

At the regularly scheduled meeting of the Commission on February 7, 2000, the Commission voted
unanimously to request the Board of Supervisors to authorize the Commission to establish the terms
of community representatives in accordance with the terms of service set forth in the Ordinance.
Unless otherwise agreed by the five community representatives, selection of two commission
members for four-year terms and three commissioners for three-year terms, effective August 17,
1999, shall be done by random drawing.
Upon establishing terms, the Commission will notify the County Administrator and Clerk of the Board.
